Yet another international donor conference on Somalia. "A history of broken promises" might have been a rather more appropriate title for the Ministerial High Level Partnership Forum (HLPF) which was held in Copenhagen on 19 and 20 November.
The conference was intended to review progress against Somalia's New Deal Compact endorsed in Brussels in September 2013 and chart the way ahead to the implementation of Vision 2016. This "blueprint for action" entails three main threads, the "democratic formation" of regional interim administrations and Federal States, the revision and adoption of the Constitution and the holding of national elections in 2016. The goals are ambitious, but they seem to be contained within a floating bubble. Blown by the international community, the bubble is growing and may eventually burst.

Could this be the first step in defeating the Islamic State? In an unexpected move Sunday, Saudi Arabia, the United Arab Emirates and Bahrain agreed to return their ambassadors to Qatar, signaling an end to an eight-month rift over Doha's support for Islamist groups, according to a statement made by the Gulf Cooperation Council.
If all sides respect the agreement this could well put to rest the holy oil war that has been going on behind the scenes as the oil-rich countries in the Gulf were opposed not only politically, but also on religious grounds with Qatar. When it was not buying up the latest European soccer team, or Swiss bank, it was meddling in the affairs of other Arab states.

Calling someone a belligerent is mean. Howzabout "disgruntled persons"? Although, I suppose that after you kill them, the question is kinda sorta moot.
I don't know about cleansing DoD, a good Republican SECDEF with the support of the POTUS could pretty well clean that place out from top to bottom and get some people more interested in doing a good job than playing politics.
Perhaps even the Death Star down at Langley could do a house cleaning of the political hacks.
George W.'s biggest mistake was not cleaning DoD and CIA of the Clintonista hacks put in during Bubba's reign.
