As if he'd have insightful questions or even be open to suggestions. Better off letting them debate and he can take their suggestions. It probably means he can blame them if something goes wrong because I'm sure he heard verbally from Rice.
This entire regime is so dense that embarassment is a concept with which they are not familiar. They cannot be shamed, mocked or criticized to any purpose because nothing sinks in at all. They are totally amoral without conscience or qualm.
