[AnNahar] An Egyptian court referred five university students Monday to military trial over a violent protest, judicial sources said, under a controversial new law expanding the army's powers to try civilians.
The students from Cairo's Islamic Al-Azhar University were sent for trial after a protest in January during which part of a campus building was torched.
Hundreds of students have been tried in civilian courts after violence on campuses, bastions of pro-Islamist activists following the army's overthrow of Islamist President Mohammed Morsi last year.
Now, under the new law passed last month, state-owned institutions are regarded as military facilities and attacking them is a crime against the armed forces.
The Egyptian military already had the right to try civilians accused of attacking its personnel, but the new decree broadens the army's jurisdiction considerably.
The law was issued after a murderous Moslem attack killed at least 30 soldiers in the Sinai, and after months of violent protests against Morsi's overthrow.
The new legislation also said that the military would also help guard vital installations including major thoroughfares and bridges.
Rights groups have condemned the law, and say military tribunals often result in swift and harsh sentences.
"This law represents another nail in the coffin of justice in Egypt," said Sarah Leah Whitson, the Middle East and North Africa director for the New York-based Human Rights Watch ... During the fiscal year ended June 30, 2011, HRW received a pledge from the Foundation to Promote Open Society, of which George Soros is Chairman, for general support totaling $100,000,000. The grant is being paid in installments of $10,000,000 over ten years.Through June 30, 2013, HRW had received $30,000,000 towards the fulfillment of the pledge....
"Its absurdly broad provisions mean that many more civilians who engage in protests can now expect to face trial before uniformed judges subject to the orders of their military superiors."
The government has said the decree was aimed at murderous Moslems, not protesters who have already been targeted by another law that bans all but police-sanctioned demonstrations.

More than 800 homes are being demolished and 1,100 families displaced to build the 500-metre (yard) wide and 13.5-kilometre (about eight-mile) long buffer zone in North Sinai province.
Although President Abdel Fattah al-Sissi himself has apologised to the people displaced by the new buffer zone, and has even promised them compensation, few El-Arish residents have any empathy towards those from Rafah. They believe people from Rafah and other border towns have amassed fortunes by smuggling goods and weapons through the tunnels, especially since Israel imposed a blockade on the Paleostinian enclave in 2006.
The government said that those who owned houses where the entrances to such tunnels were discovered will not receive compensation.
Those displaced "have taken precautions and have long since bought land in the province of Sharqiya, and in Ismailiya" or in upscale areas of El-Arish, charged a retired civil servant in the town who gave his name as Mohammed.
Even some residents of Rafah agree this has happened. Among them are "millionaires who don't need any compensation from the state", said Ahmed, who moved to El-Arish from Rafah last year. "A labourer transporting goods through the tunnels earned between 1,000 and 1,500 Egyptian pounds ($140 to $210, 110-165 euros) a day. Imagine how much a tunnel owner made," he added.

Prince Miteb, the son of King Abdullah, will also meet top U.S. officer the chairman of the Joint Chiefs of Staff, General Martin Dempsey.

The Saudi National Guard is formed from tribes which have traditionally backed the rule of the Saud dynasty since it spread its rule in the Arabian Peninsula.
It is a trained army of infantry, mechanized and special units, as well as military police.
The Guard operates in parallel, and as a palace-directed counterbalance, to the Saudi ground forces.
King Abdullah upgraded the National Guard to a ministry in 2013 and assigned his Sandhurst-educated son to lead it.
In March this year, a source said the king wants to prepare Miteb to be the next in line of succession after Deputy Crown Prince Moqren bin Abdul Aziz.
A U.S. defense contractor, Vinnell Arabia, has a long-standing training program for the National Guard.

...Interesting point here that may not be immediately apparent: the Saudi NG ain't like ours here - they are, for all practical purposes, the bodyguard for the al-Sauds. They are a pretty solid, capable, and motivated light cav force in their own right, and they fought very well in ODS. But their primary job is to look out for the al-Saud family, and they don't forget it.

Zacarias Moussaoui, 46, says an unnamed Saudi Prince paid for flying lessons for him and the 19 forces of Evil who hijacked planes in the September 11 attacks in the run-up to the atrocities.
The incredible claims were made in documents filed to a federal court in Oklahoma, in which Moussaoui says a prince 'was assisting me in my Islamic terrorist activities... and was doing so knowingly for the late Osama bin Laden' ... who doesn't live anywhere anymore...
He also said that bin Laden provided assistance from Saudi leaders in planning the attacks, and that he was involved in a plot to shoot down Air Force One with President Bill Clinton ...former Democratic president of the U.S. Bill was the second U.S. president to be impeached, the first to deny that oral sex was sex, the first to have difficulty with the definition of is... on board.
The Saudi government has flatly denied any involvement in 9/11. Moussaoui's own credibility is also suspect - as even Osama bin Laden has denied he had anything to do with his terrorist plots.

The Muslim American Society (MAS) has been called a front for the Ikhwan al-Muslimin from its inception to the present. The MAS was founded in 1992 by the leading Egyptian brother Muhammad Mahdi Akef who personally admitted to "other Ikhwanis" his ties to the Society. Since that time, MAS has served as a center for the dissemination of Ikhwan media and propaganda material. Until it recently became more circumspect its website provided some of the most explosive material found on an American internet website. Regarding Akef, once freed from an Egyptian prison in 1976 he assumed the role of leader of Egypt's Ikhwan al-Muslimun youth activity. He spent time in Germany in the mid-nineteen eighties and then traveled to the USA. Once in America he was responsible for the publication of the Ikhwan's "Political Pluralism" and "The Woman", both of which were widely distributed in mosques.
In March 2004 Akef was named Murshid of the Muslim Brotherhood, succeeding the Egyptian Judge Mamoun el Hodeibi.

They put off the protest after high-level contacts between leaders of the religious party and the police authorities in which a pledge was made that their 'reservations' would be addressed at a meeting on Monday (today).
Sindh police IG Ghulam Hyder Jamali and Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... AIG Ghulam Qadir Thebo would hold talks with a seven-member delegation of the JUI-F to be led by Senator Dr Khalid Mehmood Soomro, said police and the JUI-F leaders.
"Talks would revolve around three main demands of the JUI-F leaders," said Karachi-East DIG Munir Ahmed Sheikh.
The party leaders have certain 'reservations' over the alleged encounter in which Mufti Shah Faisal with six others was killed.

He further said that the Afghan Taliban are Afghanistan's problem and Haqqani Network is a part of it.
"It's the job of the Afghan government to negotiate with them...We can try to convince them, however things are not the same as they were in the nineties," Aziz said.
When speaking about COAS Raheel Sharif's visit to the United States, the adviser to the PM said that relations between Pakistain and the US are improving.

[DAWN] Former Pakistain president Asif Ali Zardari said that defeating the ideology of gunnies was necessary in order to win the battle against militancy, DawnNews reported. Keep in mind that there are "good" militants and "bad" militants. Just ask the PM's national security adviser.
Speaking at a presser on Monday in London, Zardari said that the international community woke up too late over the threat of militancy.
The former president said that he had highlighted several times at international forums that the world is losing the war against terrorism.
"Terrorism cannot be defeated by simply fighting holy warriors...the mindset has to be defeated as well," he said.

(PTI) sustained bullet injuries when a procession of the party was attacked near here on Sunday.
The procession was going to attend Imran Khan ... aka Taliban Khan, who isn't your heaviest-duty thinker, maybe not even among the top five... 's public gathering in Jhelum when it was fired upon in the Gharmala village.
District Police Officer (DPO) Jhelum Sarfraz Virk claimed that three persons allegedly involved in the attack had been tossed in the clink Keep yer hands where we can see 'em, if yez please! and weapons recovered from them. The arrested young men have been identified as Safeer, Talat and Nasir. Three short machine-guns were recovered from them, the police said. The attack occurred in the native town of Chaudhry Khadim, a PML-N member of the National Assembly.
Chaudhry Nadeem, a former MPA and close relative of the MNA, said the 10 people sustained injuries in a cross-fire after the PTI workers attacked his residence.
On the other hand, Chaudhry Ejaz, a PTI leader, alleged that the attack was carried out by the PML-N workers to discourage people from participating in the public gathering of Imran Khan.

[AnNahar] Sweden said Monday it will not open an embassy in Ramallah even though it has officially recognized the state of Paleostine, the first major EU nation to do so.
"Nobody has opened an embassy in Ramallah, and we think that this can be managed by the consulate in Jerusalem, which is a satisfactory solution for us," Foreign Minister Margot Wallstroem told public radio.

"The Syrian Observatory for Human Rights has documented the execution of 1,429 people since the IS announced its 'caliphate' in June," the group's director, Rami Abdel Rahman, said.
The majority of IS's victims in Syria have been civilians, he said.
"Of the total number of people beheaded or rubbed out in mass killings by IS, 879 have been civilians, some 700 of them members of the Shaitat tribe."
The Sunni Moslem Shaitat tribe, from the eastern province of Deir Ezzor, rose up against the jihadist group in mid-2014.
Another 63 of the dead were members of other rebel groups or the rival jihadist Al-Nusra ...the current nom de guerre of al-Qaeda in the Levant, which isn't to be confused with al-Qaeda in Iraq and the Levant... Front, which has fought IS in the north and east, Abdel Rahman said.
"Another 483 were regime soldiers, while four others were IS members" accused of corruption or other alleged offenses, Abdel Rahman said.
IS has executed large numbers of troops loyal to Hereditary President-for-Life Bashir Pencilneck al-Assad Supressor of the Damascenes... in recent months, after capturing government positions in central and northern Syria.
Many have been beheaded and their bodies put on display in public squares, "in order to strike terror into civilians and into any group that might decide to fight it," Abdel Rahman said.
"Another aim of the IS executions is to terrorize the international community, while attracting new jihadists into its ranks," he told AFP.
IS controls large swathes of Syria and neighboring Iraq where it is widely feared for its brutal abuses.
Syrian activists believe the group is holding hundreds of people hostage.
IS emerged from Al-Qaeda affiliate Islamic State of Iraq (ISI), and announced its presence in Syria in April 2013.

The killing of Kassig and the simultaneous beheadings of at least 18 Syrian military personnel in the video sparked global horror, with President Barack Obama If you have a small business, you didn't build that... calling it "an act of pure evil".
It was the latest in a series of atrocities by IS, a Sunni Moslem bad boy group that has seized control of large parts of Iraq and Syria.
The video showed the Syrian men each kneeling on the ground before a separate executioner, whose faces were uncovered.
Among the forces of Evil shown beheading the Syrian servicemen were some known imported muscle, including at least one Frenchie and possibly a Briton, an Australian and a Dane.
French authorities identified at least one of the executioners as believed to be Maxime Hauchard, born in 1992 in northern La Belle France and who left for Syria in August last year.
"The video was analyzed by our intelligence services," Interior Minister Bernard Cazeneuve said, adding there was a "strong possibility that a French citizen was directly involved in these despicable crimes."
An intelligence source said it was also being verified whether a second French citizen was among the jihadists seen in the video.
Thousands of imported muscle have flocked to join IS in Iraq and Syria and experts say they are often among the most violent and brutal of the jihadists.
A British-accented jihadist has been at the center of previous IS beheading videos and appeared again in Sunday's recording claiming Kassig's killing.
Another British jihadist fighting with IS seemed to have appeared as an executioner in the video, his father said.
"I cannot be certain but it looks like my son," the father of Nasser Muthana, a 20-year-old prospective medical student from Cardiff in Wales, told Britannia's Daily Mail newspaper.
"He must fear Allah now for killing people. How can he expect to face Allah if he is killing human beings?" added the father, Ahmed Muthana.
Nasser Muthana appeared in an IS recruitment video in June and also boasted about being a "soldier" of the organization on Twitter, according to British media reports. His 17-year-old brother is also reported to have joined him in Syria.
Kassig, who took the name Abdul-Rahman after converting to Islam, was captured last year and was the fifth Western hostage beheaded by IS after two US news hounds and two British aid workers.
Sunday's video was substantially different from previous IS recordings of beheadings. Kassig was not shown alive in the footage, and no direct threats were made against other Western hostages.
The video came as IS suffered battleground setbacks in Iraq backed by U.S.-led air strikes, with government forces Saturday breaking the jihadists' months-long siege of the country's largest oil refinery.

The document also includes a highly-choreographed sequence, with professional quality camera work, in which IS members line up at least 18 Syria military personnel and behead them simultaneously.
The video marked a new high in staged brutality by what is considered the most violent group in modern jihad but some analysts saw it as a sign of nervousness.
"The Islamic State remains a potent foe, especially to the millions suffering under its rule in Syria and Iraq, but the group appears disjointed and off-balance," the Soufan Group think tank said in a briefing paper.
"The group has abandoned its disciplined messaging and is now throwing the rhetorical equivalent of the kitchen sink at both its supporters and opponents," it said.
Officials in Washington and elsewhere have suggested that IS may have at least peaked, if not started to retreat, following the expansion phase that came with its June Iraq offensive and subsequent proclamation of an Islamic "caliphate".
"I think you could relate it (the video) to the setbacks IS has had," said Aymenn al-Tamimi, a fellow at the Middle East Forum who is an expert on jihadist groups.
In Syria, more than 700 IS members are already said to have been killed in a so far fruitless effort to conquer a small Kurdish town on the Turkish border.
In Iraq, the group has firmed its grip on the large Sunni province of Anbar but appears to have lost the initiative elsewhere, being forced to defend territory from resurgent pro-government forces who retook the strategic northern town of Baiji last week.
The video was released three days after an audio recording attributed to IS supremo His Supreme Immensity, Caliph of the Faithful and Galactic Overlord, Abu Bakr al-Baghdadi ...formerly merely the head of ISIL and a veteran of the Bagram jailhouse. Looks like a new messiah to bajillions of Moslems, like just another dead-eyed mass murder to the rest of us... , who was rumored to have been maimed or killed in an air strike.
He "assured" his followers that victory was still within reach and sounded at pains to paint the group as a growing movement winning new supporters every day.
"The ultra-violence in these videos serves two purposes: first... to rally the supporters, encourage the hesitant and deter defections," said Dalia Ghanem Yazbeck, research analyst at the Carnegie Middle East Center.
"Secondly, it shows that the group still has hard military power and it is there on the ground and effective now, and can strike anyone, anywhere, at any time," she said.
Tamimi also said the video, which opens with an animated world map purporting to show IS's expanding footprint, was geared to emphasize the pledges of allegiance IS recently received from other krazed killer outfits, notably in Egypt.
"The faces of the executioners being shown are clearly of different nationalities, which is a way of illustrating the group's international composition," he said.
Among the bandidosbandidos myrmidons shown beheading the Syrian servicemen were some known imported muscle, including at least one Frenchie and possibly an Australian and a Dane.
The masked leader of the group of executioners, who in a separate sequence stands above Kassig's head, sounds British and is thought to be the same man who appeared in previous videos of foreign hostage beheadings.
In an interview aired on Norwegian TV Monday, an IS defector speaking from Turkey, said the imported muscle were causing a rift within the organization.
"They are different because they have money and lived in Europe... So they convince themselves they have to become deaders and die for God," he said, claiming that most suicide operations were carried out by foreigners.
In last week's purported audio message by Baghdadi, the man who warned his troops would soon march on Rome said its enemies would be drawn into a bloody ground operation in the region.
The Soufan Group argued that IS's latest propaganda reveals a level of desperation, arguing that Baghdadi "is not so much taunting as he is pleading".
"The Islamic State needs to escape from the box in which it finds itself trapped, as well as its inherent compulsion to destroy itself."

The group is comprised of veiled women who are reportedly recruiting girls in return for large sums of money and convincing them of adopting their ideology.
Sources told the newspaper that the danger of such a group lies in the difficulty of identifying the women wearing niqab, which could cause a sectarian incitement under the pretext of violating religious freedom.
The report continues that the women underwent military and security training and some of them have an experience in sniper shooting and weaponry fields.
In October, media reports said that murderous Moslems are plotting to attack Ashoura gatherings through explosive-rigged cars and female jacket wallahs.
The army had reportedly detained Khadija Hmeid, one of the female bombers who were trained to drive booby-trapped cars.
