This legislation would replace the General Law on Banks which governs the financial activity in the country and also fits in the provisions of the Organic Law on the National Financial System which provides that the institutions have to comply with the Economic and Social Development Plan.
Under the recitals, among the reasons to remove a board of directors, to take over or seize a financial institution are: carrying out "activities that undermine the constitution or are detrimental to the economic and financial activities of the Republic or disrupt the provision of banking services."
The new regulation would also increase the accountability of the members of the board of directors of the banks.
The new bill is more exacting for the financial system. For instance, financial institutions will have to allocate 5 percent of their profits to community councils.

Other than name only, are they not already. Declaring that banks must make risky mortgage loans and then backing them up with the public treasury monies to bail them out hardly makes them 'free market' entities.
[El Universal] Inflation continues strongly affecting workers' wages. Data from the Central Bank of Venezuela (BCV) show that, in real terms, the purchasing power of workers plunged by 4.9 percent between the third quarter of 2009 and the third quarter of 2010.
The figure averages the salaries of government and private workers. However, The infamous However... the fall of workers' salaries in private companies was just 0.4 percent while the lower purchasing power of public servants amounted to 14.05 percent over the period.
Public servants with college degrees were the most affected by the falling purchasing power. The purchasing power of the occupational group of workers with university degrees, scientists, and intellectuals plummeted 18.5 percent in the last year, whereasthe collapse of the purchasing power of technicians and medium-level workers was 12.3 percent between the first quarter of 2009 and the same period this year, according to the BCV.
The purchasing power of government executives in senior positions was also seriously undermined, since it fell 17.7 percent in the last 12 months.
With regard to the private sector, the BCV data showed mixed results. While the purchasing power of workers in the manufacturing sector shed 1.5 percent, and slipped to 0.4 percent in the case of workers in the trade sector, it heightened at 3.1 percent in the case of construction workers.

Jose Manuel Barroso, the European Commission president, says the EU is able to take action to support Ireland if it is needed.
"What is important to know is that we have all the essential instruments in place in the European Union and euro zone to act if nececessary, but I am not going to make any speculation," Barroso said on Thursday.
He was speaking to journalists ahead of the Group of 20 leaders' summit in Seoul, South Korea.
Ireland is trying to tackle the worst budget deficit in the EU and convince markets it does not need a bailout. But two-thirds of economists and bond strategists polled by the Reuters news agency on Thursday said Ireland will seek international rescue funds before the end of next year.
Irish bond yields - the rate of return paid to investors holding the government debt instruments - have soared in the face of mounting investor unease at the country's shaky public finances, which were ravaged by recession and banking-sector rescues.
The country's cost of borrowing hit fresh record highs on Thursday, fuelling fears that the eurozone debt and deficit crisis could be entering a dangerous second phase just six months after a bailout of Greece.
Irish 10-year government bond yields jumped to 8.929 per cent, the highest level since the euro was created in 1999, placing Europe's bond markets under serious strain.
Monitoring developments
European banking stocks fell, with the Bank of Ireland losing 7.8 per cent, Credit Agricole down 2.4 per cent and Royal Bank of Scotland down 2.7 per cent.
European officials said they were monitoring developments but denied for a second day running that Dublin was seeking financial aid.
Major economies are battling soaring deficits after the global financial crisis forced many nations to rescue their banks, while the subsequent vicious recession also cut tax revenues.
Greece was bailed out in May by the European Union and the International Monetary Fund with an enormous 110bn [$150bn] rescue package as it came close to default, putting huge stains on the eurozone.
Ireland's bond market has been hit very badly this week despite assurances by Brian Cowen, the Irish prime minister, that the country would not be forced to seek help from a massive European bailout fund.
The government, which will unveil a four-year strategy to cut its public deficit later this month, that will involve a 15bn correction to rein in a gaping public finances deficit, has already stated that it is fully funded until July 2011 and does not need to return to bond markets this year.
However, those assurances have failed to prevent renewed speculation that Ireland may require external help.
On Thursday the government said that Brian Lenihan, Ireland's finance minister, would not be making any statement about ongoing bond-market turmoil, but the crisis has nevertheless raised the spectre of a repeat of Greece's near-bankruptcy.
Portuguese bond yields also hit historic highs on Thursday.

[Pak Daily Times] A court has sentenced to death a Christian woman for blasphemy, the first such conviction of a woman and sparking protests from rights groups on Thursday.
A local court in Nankana district sentenced Aasia Bibi, 45, on Monday, but the country has never executed anyone for blasphemy.
Aasia's case dates back to June 2009 when she was asked to fetch water while out working in fields. But a group of Mohammedan women labourers objected, saying that as a non-Mohammedan, she should not touch the water bowl.
A few days later the women went to a local holy man and alleged that Aasia made derogatory remarks about the religious personalities. The holy man went to local police, which opened an investigation.
She was jugged in Ittanwalai village and prosecuted under Section 295C of the Pakistain Penal Code, which carries the death penalty.
Sentencing her to hang, Judge Naveed Iqbal totally ruled out any chance that Aasia was falsely implicated and said there were no mitigating circumstances.
Her husband Ashiq Masih said the case was baseless and he would file an appeal.

AMMAN A Jordanian court has sentenced three men to between 10 and seven years in jail for killing their sister over a love affair, an official said on Thursday.
The criminal court yesterday condemned two of them to death but commuted the sentences to 10 years in prison, citing extenuating circumstances, the official said without elaborating.
The third man was sentenced to 15 years in jail for being an accessory to the crime, but the sentence was reduced to seven years for the same reason, the official told AFP on condition anonymity.
The three brothers, all under 30, had agreed last year to kill the 40-year-old divorced woman from Abu Alanda, in southeast Amman, because of an alleged liaison.
She was stabbed 15 times. One of them said that the mother of five had a love affair with a man and that he saw pictures of her sitting with the alleged lover, the official said. They burned the victims body and set her house ablaze to cover up the crime.

13-year-old Cody Alicea rides with an American flag on the back of his bike. He says he does this to be patriotic and to honor veterans, like his own grandfather, Robert. He's had the flag on his bike for two months but Monday, was told to take it down.
A school official at Denair Middle School told Cody some students had been complaining about the flag and it was no longer allowed on school property.
"In this country we're supposed to be free," said Cody. "And I should be able to wave my flag wherever I want to. And they're telling me I can't." Cody had to take the flag off his bike and put it in his backpack, where he kept it all week.
Cody's grandfather says the school was concerned about racial tensions or uprisings because of the flag. He feels if there was really a problem it should have been brought up two months ago, not during Veterans week. And if it was an issue of safety, parents should have been contacted.
"No action should be taken. We don't want any repercussion," said Roger Alicea. "We just want Cody to be proud of what he's doing." Roger says the family is not planning to take any legal action, but they do want to meet with school staff.
Cody says he wants to serve in the military some day, and is raising money for a trip to Washington, D.C. in the Spring.
After being contacted by FOX40 Friday morning, Denair's Superintendent says Cody will be allowed to keep the flag on his bike. He told FOX40 he and the school are patriotic, but their main priority is keeping students safe; the school will focus on the students who are causing uprisings. Riding a bike is still not allowed on school campus, but when Cody rides his bike to school he can now fly the flag. I know this is cherry-picking; but my gosh who is it making these decisions? What have we wrought in this country when some t*rd kid/parent is offended by the American flag...and can actually get the bureaucracy to respond? If you are offended by the flag, then get the h*ll out and go back to whatever cockroach infested h*llhole you came from.

saw an Ed Parraz interview today. He seems to get it. The concerns were with "racial tensions" from the Cinco De Mayo day. Apparently some La Raza-types were threatening enough against Cody that a teacher/admin decided to censure by threat. That doesn't work against the CAIR/Jihadists nor the La Raza goons. If kids create a threatening environment, they should be squashed like cucarachas, not mollified by losing our American Flag. Let's see if Parraz follows through. Again, he seemed to get it
