The vehicle of Khursheed Khan, the governor of Dur Baba district in Nangarhar province, hit an improvised-bomb when he was driving to his office, a district official Ayub Khan told KUNA by telephone. He said the district chief Khursheed Khan and his one guard were killed on the spot. Another maimed guard has been shifted to Jalalabad Hospital for first aid treatment.

[Pak Daily Times] Somali soldiers and allied militia killed at least 27 al Shabaab bully boyz in fighting along Somalia's border with Kenya, local residents and a militia commander said on Friday.
Clashes erupted on Thursday in the government-held Somali border town of Balad Hawa as residents headed to evening prayers. Mortar fire reverberated through the dusty streets until after midnight when al Shabaab fighters retreated. A Kenyan security officer at the border said scores of Kenyan troops were deployed along the frontier as a precaution.
Resident Ahmed Osman said he counted 32 corpses in Balad Hawa on Friday morning. Somali forces put the known toll at 27 and said a unidentified number of their own troops were killed. Others said the fighting had triggered an exodus from the town, with hundreds fleeing towards Kenya and nearby Ethiopia.

La Polaka reports the residence was in the Horizonte Sur district, while several others say it was in El Campanario.
At least thirteen youths were massacred in Juarez over Friday night, according to the Mexican daily El Universal.
Witness reports many ambulances arriving at public hospitals with dead and wounded.
Armed suspects arriving aboard a convoy of two vehicles burst into a party at a residence near the corner of calles Arquitectos and Felix Candela in the Horizonte Sur district at about 2254 hrs and started firing. AK-47 and AR-15 assault rifles, and handguns were used in the assault. Reports say the gunmen pursued several victims before shooting them.
The party was reportedly a weekly gathering. More than 30 guests attended last night.
Eleven victims died at the scene. Twenty are said to have survived the shooting so far. One of the survivors are said be nine years old. Two of the wounded were pregnant women. The death toll included six men and seven women.
Reports are so many were shot, Juarez ran out of ambulances to transport the victims forcing authorities to use medical examiner vans as ambulances.
Reports say the killers were likely Artistas Asesinos, an armed group associated with the Sinaloa Drug Cartel. The murders were likely a gang rivalry.

In the arrest, agents also seized contraband including marijuana and electronics that could be used for bombs.

[Iran Press TV] Three kabooms have rocked law enforcement buildings in the city of Kirovohrad in central Ukraine ahead of President Viktor Yanukovych visit.
The blasts took place early on Friday in Kirovohrad where President Yanukovych later arrived on a working visit.
Upon his arrival, President Yanukovych said an investigation had begun, and if the blasts were staged by his opponents to intimidate him, they would be brought to justice.
"If somebody wanted to say something, for example, to me [via these kabooms], I am ready to listen. If they waned to say it in such a manner, they will be brought to account. At present the law enforcement agencies are working. We will search for those who organized this, [and] I hope we will find them," Yanukovych told news hounds in Kirovohrad on Friday.
The cause of the blasts, which occurred outside the prosecutor's office, a police building and a courthouse, were not clear. No injuries were reported and no additional details have been disclosed.
Fragments of an artillery missile, parts of a clock and a cylindrical battery were found at the scene.

[Pak Daily Times] Turkish police have detained five men suspected of providing support to al Qaeda forces of Evil fighting NATO forces in Afghanistan, a security bigshot in Izmir in western Turkey said on Friday.
The five, described as students, were taken to court after being jugged two days earlier in west and southwest Turkey. One is believed to have been designing computer programmes to jam the flight controls of drone aircraft and the others were involved in fundraising for Islamic myrmidons, the official said. The arrests come hard on the heels of a security scare last month in Europe. Intelligence sources said at the time that a German radical interrogated by US troops in Afghanistan had revealed details of a plot to attack European targets.

He came in 2005 to study at a Houston community college, but is still here. He and some friends acquired firearms which they used on weekend camping sessions to train for jihad. Foreign students may not have firearms while in this country. They also collected money to donate to the Taliban.

[Dawn] The government will recruit 3,000 extra police in a bid to stem repeated outbreaks of carnage in Bloody Karachi, Interior Minister Rehman Malik said Friday.
More than 70 people have been murdered in Bloody Karachi as a result of politically motivated killings since Saturday. In recent months, Bloody Karachi has suffered the worst such carnage in years with 85 people murdered after a politician was rubbed out in August.
"We will recruit 3,000 more coppers in Bloody Karachi," Rehman Malik told news hounds, blaming the carnage on mafiosi.
"Action will be taken against anyone who dares challenge the writ of the state," he added, but declined to reveal any details. Likely he had none.
Malik said that after "drug mafia" and "land-grabbing mafia" the city was now facing "extortion mafia".
Malik said four murders were reported in the city overnight "but no assassinations" and urged political parties to work together for peace.
The interior minister of Sindh province, of which Bloody Karachi is the capital, said police on Friday banged a notorious robber Qadri Chachar who had a bounty of 1.5 million rupees on his head.
Zulifqar Mirza said police also jugged a wanted "target killer" along with up to 15 other suspects in connection with the recent carnage.
Authorities had said previously that more than 80 suspects were rounded up and interrogated over the killings.

Malik said that during the last two days, the assassinations had stopped due to the government's action against the criminals.
He said Bloody Karachi had been besieged by different mafias, with new mafias emerging everyday, including the land mafia, bhatta mafia and the drug mafia.
All of which are viewed as competition by the mafia more commonly known as the "Pakistain aristocracy".
Malik said, Benazir Bhutto along with President Asif Ali Ten Percent Zardari had visited the Muttahida Qaumi Movement's (MQM) central office and promised them that the friendship between MQM and the Pakistain People's Party (PPP) would continue for decades and the PPP government would continue the strategy of the reconciliation policy set by Benazir.
To a question, the interior minister said the government listened to the complaints of the MQM, adding that the atmosphere of reconciliation had been much stronger now.
Malik further said that 3,000 appointments in the ladies wing of the police force would soon be made in Bloody Karachi's police department.
Speaking on the occasion, Home Minister Zulifqar Mirza said police had jugged a key suspect along with four other snipers involved in the Bloody Karachiassassinations and recovered weapons from their possession. Mirza called upon the critics to refrain from indulging in aggressive debates, which had been causing problems for the government.
He urged all parties to cooperate with the government in ending the menace of assassinations. During the presser, Mirza announced the establishment of a media cell at the central police office. Sindh Inspector General of Police Sultan Salahuddin Babar Khattak, Bloody Karachi Capital City Police Officer (CCPO) Fayyaz Laghari and other senior police officials were also present at the occasion.

[Dawn] A bomb attack killed six Pak soldiers in the Orakzai Agency ... home to Darra Adam Khel, the world's largest illegal arms bazaar... on Friday, security officials said.
The device went kaboom! as the convoy was moving through Orakzai's Yakh Kandaw area.
"Frontier Corps troops were on a routine patrol in upper Orakzai when an IED (improvised bomb) blast took place in Yakh Kandaw," the district's political administrator, Abdul Qadir, told AFP.
"Six security officials keeled over dead while three were maimed. A search operation has been launched in the area to trace the hard boys."
A paramilitary official from the Frontier Corps said the dead included a colonel, and said two other troops were maimed.
A security bigshot told AFP the convoy had been en route from the village of Ghaljo in Orakzai to the northwestern town of Kohat.
