[Rooters] St. Louis police fatally shot a black teenager on Wednesday who they say pointed a gun at them, and later faced angry crowds, reigniting racial tensions first sparked by the killing of an unarmed black teen in another Missouri town a year ago.
St. Louis Police Chief Sam Dotson said the shooting took place when young black men ran out the back door of a house where officers were carrying out a search warrant.
Officers ordered the pair to stop in an alley behind the house. One suspect pointed a gun at officers who then fired four times, killing him, Dotson said.
"Detectives were looking for guns, looking for violent felons, looking for people that have been committing crimes in the neighborhood," he said.
Police identified the slain suspect as Mansur Ball-Bey, 18. The second youth fled.
Crowds gathered at a nearby intersection shortly after the shooting and then again in the evening.
Dotson said at a late Wednesday press conference some protesters threw bricks and glass bottles at officers, who used shields to protect themselves and then tear gas to disperse the crowd. A car was set on fire and some local businesses had reported robbery attempts, he said.
Nine people were arrested on charges of impeding traffic and resisting arrest, police said. St. Louis Alderman Antonio French posted on Twitter that a vacant house was burning.
Dotson told reporters Ball-Bey's gun was one of three stolen firearms recovered from the scene and said officers recovered crack cocaine.
St. Louis police said the officers involved in the shooting were white, aged 33 and 29, each with about seven years on the force. They are on administrative leave.

They also alleged that the elite force members had taken bribes to release Arju, but killed him in a pre-planned manner.
A most excellent plan if you're the RAB. Who's going to stop you from double-crossing a miscreant?
Arju was the key accused in a case filed over the death of 17-year-old Raja Mia.
"The elite force members picked him up from Hazaribagh Park area around 5pm on Monday. But they denied having incarcerated Into the paddy wagon wit' yez! Arju when enquired," Sadek Hamid Saju, Hazaribagh unit Awami League general secretary, said at a presser at Dhaka Reporters' Unity auditorium in the afternoon.
Leaders of the Hazaribagh unit Awami League, Jubo League ... the youth wing of the Bangla Awami League... and Chhatra League were also present at that time.
Claiming that RAB members were bribed, Saju said that such "crossfire" incidents had tarnished the image of the police's elite force as well as the government.
The cross-fires actually endear them to the population since the RAB is the only part of the government that does anything...
However, there's more than one way to stuff a chicken... the home minister and the Rapid Action Battalion have claimed that Arju died in a shootout. "A RAB team arrested Arju on Monday night. The shootout occurred when the team headed towards Baroikhal area to arrest his associates.
Bringing Argu along in tow so that they could dump him at the right spot...

So his curly-toed slippers failed him...
Maj Maksud said adding that two pistols and bullets were recovered from the spot.
"Which spot?"
"THAT spot!"
At the presser, Arju's brother Masud Mia claimed that Raja had not died due to torture by Arju. "He might have slapped Raja for stealing his mobile phones and laptop. But he was killed in mob beating.
"The officers picked up my brother without any reason and killed him in a planned way. Later they staged an encounter drama," Masud alleged.
Well yeah, pretty much...
He said that Arju could have been brought to trial if he had tortured Raja to death.
Masud Rana on Tuesday threatened Raja's family members with dire consequences at Dhaka Medical College morgue, saying that his brother could not be killed "centring such a minor issue. Someone must have misled the elite force to achieve their political gains."
The RAB doesn't need to be misled...
Home Minister Asaduzzaman Khan reiterated that Arju had been killed in a shootout, not crossfire. Replying to a question, he said that the law enforcers would take stern action against criminals irrespective of their political affiliations.

Artillery exchanges between rebel and Ukrainian forces continued, albeit on a lesser scale, according to Russian language news account.
According to raw data supplied by the VKontakte page of Russian reserve FSB Colonel Igor Girkin, artillery attacks continued in southern areas of Donetsk, near Mariupol and Telmanovo, Donetsk city and its suburbs and near Gorlovka. Additionally, some rebel units have reported direct fire combat with Ukrainian patrols, specifically near Telmanovo and near Marinka, which a suburb of Donetsk city.
According to rebel reports, early on August 19th, a Ukrainian artillery spotting unit was captured by rebels near the village of Yasnoye, which is near Dokuchaevsk. In Spartak, near Donetsk, rebel and Ukrainian forces exchanged small arms fire, after shelling by Ukrainian forces. A reporter in the area said that rebel forces were firing artillery to cover movement of their own troops in or out of the area.
Ukrainian artillery struck rebel positions near Dokuchaevsk on Wednesday, and at a nearby farm and at Yasnoye. A separate report said that Ukrainian artillery fire originated from the Volnovakha area to the west.
Another infantry fight was recorded at Marinka and Aleksandrovka, near western Donetsk city between rebel and Ukrainian forces. Rebel reports say Ukrainian forces used tanks as infantry support against rebel positions. Ukrainian media said that rebels used tanks as well.
The Donetsk ministry of defense said that replacement elements of the volunteer Kyiv-1 Battalion arrived at Marinka. Last June, when rebel forces launched an attack in the region, rebel media said that the unit simply broke and fled the area. The same rebel report said an unidentified private military unit had arrived at Marinka. Rebel media have continually reported that Ukrainian forces were being reinforced in some areas along with line of contact, presumably, for an offensive.
Ukrainian also said that rebel rocket artillery struck Ukrainian positions in Avdievka and at Opytnoye. Small arms firefights were reported as well.
An official announcement by the Donetsk ministry of defense said that Ukrainian artillery fired on rebel positions in the Petrovsky and Kuibyshevsky districts of Donetsk city, and at the Donetsk airport.
Rebel media said that Ukrainian artillery fired on Belokamenka and in the Mariupol area at Sahanka. The Donetsk ministry of defense said their intelligence located Ukrainian artillery positions in Primorskoye, which is about 20 kilometers northeast of Mariupol.

South Korea has ordered the evacuation of residents from an area of its western border after an exchange of fire with North Korea, reports say.
North Korea fired a shell at a South Korean military unit on Thursday, prompting the south to retaliate with several artillery rounds, the South's defence ministry said. My kind of retaliation. Reply back several times stronger than the hit.
South Korea's National Security Council is due to hold an emergency session.
The western sea border has long been a flashpoint between the two Koreas.
North Korea fired a projectile towards Yeoncheon, a town north-west of Seoul, at 15:52 local time (06:52 GMT), the defence ministry said.
Reports suggest the target could have been a loudspeaker broadcasting anti-Pyongyang messages.
The South then fired "dozens of rounds of 155mm shells" towards where they thought the rocket was launched from, the ministry added in a statement. The Norks better have had shoot-n'-scoot capabilities or that rocket artillery unit is dead.
There were no immediate reports of any injuries or damage on either side. Missed us! Yep. Take our word for it.
Residents have been ordered to leave their shops and homes and evacuate to bunkers and shelters
The two Koreas remain technically at war, because the 1950-1953 war ended in an armistice, not a peace treaty.
The two sides have exchanged cross-border fire several times in recent years.
A local official told AP news agency that about 80 residents in Yeoncheon had been evacuated, with other residents in the area also urged to take shelter.
The latest incident comes amid heightened tensions between the North and South.

Since then, the sides have begun blasting propaganda broadcasts from loudspeakers along the border - restarting a practice both had suspended back in 2004.
South Korea and the US also began annual joint military exercises on Monday - they describe the drills as defensive, but North Korea calls them a rehearsal for invasion.
An animal rights activist was beaten with a duck by a Spanish woman defending one of the country's most bizarre and controversial festival traditions. Now, there's not a story you read about every day...
The man was whacked with the bird while he filmed the annual "duck chase" in the Catalonian seaside town of Roses, where every August ducks are thrown into the Mediterranean and then caught and brought back to the shore by swimmers. People catch ducks? In water? I'm guessing this is cruel, even though the ducks have the advantage.
"Continue, continue. Continue to abuse, I am filming you. A little bit of empathy for the animals. They also have a life, like your children or your family," the man who was filming can be heard saying in a video of the incident released by animal rights group Animal Rescue Espana. A duck's life is not precisely like a person's children or family. They're more like... dinner. Or weaselbait.
The footage shows a young woman wearing a white bathing suit attack the man with a duck -- holding it by the legs as she repeatedly lashes him with it. I'da paid good money to see that. Yahoo didn't, unfortunately. They passed on the girly and went with a picture of some dumbasses being gored by a bull. This was a story about a guy who was gored by a duck.
As the attack goes on, animal rights activists gathered on the shore can be heard chanting, "You would not do that to your dog," before they were removed by police. That'd depend on the size of the dog, wouldn't it? I can imagine an animal rights dumbass being whacked with a dachshund, maybe even an airdale.
Every year since 1918 about 50 ducks are thrown into the sea in the town north of Barcelona, with swimmers then racing in to catch them and bringing them ashore however they can. I fail to see the cruelty. Those who can see the cruelty have never tried catching a duck in water.
But after Sunday's incident, the town's mayor is mulling putting an end to the "duck chase". Because no one is left alive in Europe with a sense of humor.

We used to try and catch greased pigs at 4-H Fairs and such when I was a kid. Damn tough, but really fun.
Pigs usually got the better of us, though. I did manage to catch one by a rear hind-leg once, but had to let go when it dragged me under a fence.
Never tried catching a duck by hand for fun, but I do know that they can get pretty nasty (having caught a few for 'food'). Geese are lots worse. They would be a more sporting 'target' for a venue like this one.

[DAWN] GHOTKI: Two cases of child sexual abuse and subsequent video blackmailing have emerged in Ghotki district's Ghotki Taluka, forcing the families of the victims to flee their homes.
Ghotki SSP Saqib Mehmood Sultan took notice of the incidents following which police lodged a case against six suspects.
No arrests have been made as yet.
The father of a 15-year-old victim says his son was sexually assaulted by some 'influential people'. He added that the the culprits had filmed the assault and were blackmailing the family, demanding a huge amount of money.
He said his family had no other option but to flee their village as they were poor and were helpless against the influential suspects.
Another assault case, involving a 10-year-old boy, was reported in the area which involved the same suspects.
Police sources said videos of both incidents had been recovered, showing the same suspects involved in both cases.
These cases have surfaced after a child abuse scandal came to light recently, with media reports claiming that around 400 videos of 280 victims were made by a gang in Husain Khanwala, Kasur.
