Reprising an article germane to what we are seeing in Russia today. I happened across this in the Rantburg archives while searching for something else entirely, posted on 21. October, 2005. Link goes to the Rantburg post by anonymous5089, who commented:
Reader Jack Fulmer sent me the following item, which appeared a century ago — 13 September 1905 — in the Gay Paree edition of the New York Herald:

No, The FBI does not Measure Crime.
The FBI measures REPORTED crime.
National Incident-Based Reporting System (NIBRS) uses data from 125 of the 154 police agencies serving cities and counties with a population of 250,000 or more who report to NIBRS.
Any bets, who runs the 29 Metros NOT reporting/providing crime data?
Some will note the lack of meaningful demographic elements for National Crime Database started with the BLM / ANTI-FA / WOKE / TRANS / LGBT?? related protests and violence for years 2020+.
