"The original writings, journals, art, photos and videos created by Hale are subject to an exception to the [Tennessee Public Records Act ] created by the federal Copyright Act," Myles wrote in court documents.
The ruling comes after Hale’s parents transferred ownership of her writings — which include 20 journals, a "memoir" and suicide note — to the families of the people she murdered in a bid to keep them out of the public eye.
The victims’ loved ones then argued in court that they should be allowed to determine who has access to Hale’s musings, which news outlets and other groups believe will offer clues into her disturbing motives.
Interest in Hales’ writings stem from the assertion by police that she was "assigned female at birth" but may have identified as a transgender man.
Some have speculated that Hale may have hated the Christian belief system at the school, which she formerly attended.
But the judge also found that the risk of inspiring copycats by releasing her manifesto was of "grave concern."
"Hale used the writings of other perpetrators in similar crimes to guide how this plan was constructed and accomplished, mimicking some not only in their methodology, but also choice of weapons and targets," Myles wrote. "Hale even held past perpetrators out as heroes in their attacks, idolizing them."
Some of the victims’ families cheered the ruling on Friday.
"The last year and a half without Cindy has been difficult. But today brings a measure of relief in our family. Denying the shooter some of the notoriety she sought by releasing her vile and unfiltered thoughts on the world is a result everyone should be thankful for," the family of Cindy Peak, a 61-year-old staffer killed by Hale, said in a statement.
A records request for Hale’s writings — which were collected during a police investigation — were previously denied, prompting several groups to sue.
Along with news outlets, a gun rights group, a law enforcement nonprofit and Tennessee State Sen. Todd Gardenhire also demanded that Hale’s writings be released.
Armed with two rifles and a handgun, Hale killed 9-year-olds Evelyn Dieckhaus, Hallie Scruggs, and William Kinney in March 2023.
She also gunned down school staffers Cynthia Peak, 61; Katherine Koonce, 60; and Mike Hill, 61, before she was fatally shot by police.
Myles’ ruling is expected to be appealed.
Critics said her finding is a blow to government transparency.

The original copyright belongs to Ms. Hale. How her heirs decide to distribute them is up to them. The "judge" is creating copyright law that doesn't actually exist, and needs to be called on it.

Given shooter was the owner and a Adult. For the its parents to have give the ownership to the victims family. There have to be written xfer of ownership from it itself. However, given it was part of a Public Crime, it should have became states evidence and Public domain once the court process was over.

The university agreed to call for a ceasefire in Gaza, condemn the destruction of universities in Gaza — which Israel says were used for terror purposes — discuss the possibility of UW-Milwaukee’s foundation cutting ties with Israeli companies, review the university’s study abroad programs, and not issue citations or conduct violations against student groups involved in the protest.
The Milwaukee Jewish Federation, Hillel Milwaukee and the Anti-Defamation League all accused Mone of giving in to the protesters.
Universities of Wisconsin President Jay Rothman took Mone to task over the deal as well, posting on X that campuses need to remain viewpoint-neutral and make sure actions on campus have consequences.
Like all chancellors across the Universities of Wisconsin system, Mone also struggled with financial problems brought on largely by declining enrollment and relatively flat state aid. Shrinking enrollment has forced UW officials to close or announce plans to close six two-year branch campuses around the US state since 2023. Among those schools is UW-Milwaukee’s Waukesha campus, which is set to close after the spring 2025 semester. Ten of the UW system’s 13 four-year universities faced deficits last year, with UW-Milwaukee facing the largest shortfall at $18.8 million.
The school announced plans this past January to sell the chancellor’s residence to help close a projected $18.8 million deficit. The residence remains on the market for $1.2 million, according to a Powers Realty Group listing. The school also has eliminated nearly 90 positions.
Financial data UW system officials presented to regents earlier this month show six universities face deficits over the coming academic year. UW-Milwaukee is expected to finish in the black.
Democratic Governor Tony Evers has said he plans to ask the Legislature for $800 million for the system in his next budget, but if Republicans maintain control of both the Assembly and Senate in this fall’s elections it’s almost certain they won’t hand the system that much money.

UW Milwaukee was the alternative to UW Madison way back during the Vietnam war.
While the Madison students were protesting and burning things, the Milwaukee campus was more like "Cambodia incursion? That's a shame. Want to grab a beer?"

The possibility of Islamist attacks are the top security worry for the Games, the Gay Paree chief of police said last month.
"It’s such a large event... in a very large city, which in itself is quite difficult to police," said Andrew Duxbury, head of contingency at insurer Beazley.
La Belle France has said it would move its opening ceremony from the River Seine if a specific security risk was confirmed.

Hamas on Friday announced that it rejects the presence of foreign forces in Gaza, potentially derailing plans for the Strip’s postwar governance. “The vote counting has ended and the rival candidates have been informed about the result. Pezeshkian is around three million votes ahead of his hardline rival Saeed Jalili,” says the source, who asked not to be named.
Earlier, the interior ministry said that Pezeshkian was leading the race in early results, adding that the initial reports showed turnout was around 50%, higher than the first round.
The run-off follows a June 28 ballot with historically low turnout, when over 60% of Iranian voters abstained from the snap election for a successor to Ebrahim Raisi, following his death in a helicopter crash.
The vote is a tight race between low-key lawmaker Pezeshkian, the sole moderate in the original field of four candidates, and hardline former nuclear negotiator Jalili, a staunch advocate of deepening ties with Russia and China.
