#3 Abu, I think the way these ‘omnibus’ spending bills are structured Congress can only approve everything or reject everything, they can’t carve out DoJ etc. for defunding.

#8 Abu is right, you can’t defund the IRS, but you can freeze funding for a line item like a particular salary or a project the the new FBI building. It is called the Holman Rule.
