#1 Should produce a windfall of hundreds of millions in fines if implemented in Georgia. Two or more cell phone moving violations should result in a automatic doubling of insurance premiums.

#6 They can tell when a vehicle is moving and when a phone is in use, then fine both the vehicle and phone owners, regardless of whether the driver is the one using the phone. Sort of like gun control law logic.
