#1 the rules for visiting the temple mount have changed over the years
for about a decade or so after the 67 war non Muslims were allowed considerable access
subsequently the rules were tightened and for the past decade non Muslims have had restricted hours and restricted locations
some rabbinical deciders say Jews aren't supposed to be anywhere on the temple mount, others say not within 20 feet of the dome of the rock
