#2 Russia has a major problem with terrorists. They see a future of trouble within and from without.
In my opinion many of their actions are related to this concern. Better to work with them and share the expense than go it alone. They want security and commerce. I believe they want more interaction with the west. I believe they have an historic distrust of the Chinese as the Chinese do for them.

Something about living under the Mongol yoke for generations. The only successful invasion and occupation came from the East.
