#7 The previous week's figure was revised up to 412,000 from 408,000.

Last week's numbers had shown a decline. Now it's an increase, which is why the preliminary numbers mean nothing.

#8 The term 'unexpectedly' is a rhetorical gimmick to make the continuing deterioration of the economy seem less painful and foreboding than it is. Current headline reads better than "US Initial Jobless Claims Rise Again"
