Didn't Russians announced that they are now prepared to use nukes in tactical situations against conventional forces (hard to blame them---having China for a neighbor, etc...)?

This is Administration and State Department drivel and much to do about nothing. Clearly the stuff politicians discuss when headlines are slow and a Christmas shopping trip overseas is much needed. If there were no nukes, they'd be discussing the proliferation of Maxim machineguns.
