Old rule in the USSR was, you could take religious items for your own use. Activists trying to get religious items to Jewish Jews took one of everything (bible, prayer book, phylacteries, prayer shawl, etc) for their "own" use, gave it to locals, than on exit, reported that unfortunately theyd "lost" the items.
