#1 These operations, believe it or not, have an unbelievable impact on the people in these countries they change and reinforce very positive perceptions of the United States across the region.

No disrepect to Admiral, but unfortunately I think his notion of positive perceptions is a tad naive.

#2 Less naive than the assumptions that seem to permeate State Dept. He's making the case that military presence during e.g. disasters is not a matter of stepping on State's toes, but rather helpful according to the criteria State recognizes.
