What Weapons Will The US Build After The INF Treaty?
[InMilitary] The Air Force’s BGM-109G Ground-Launched Cruise Missile (GLCM) was a Navy BGM-109A Tomahawk modified to fire from a Transporter-Erector-Launcher (TEL) truck.

WASHINGTON: If President Trump withdraws from Reagan’s INF accord, it could jump-start fielding of new technologies that would have skirted the letter of the treaty, like ground-launched hypersonics. But it could also lead to less exotic solutions that the INF pact now bans outright, like mid-ranged ballistic missiles.

As the product of a very particular moment in the Cold War, the misleadingly named Intermediate-Range Nuclear Forces accord actually bans all cruise and ballistic missiles ‐ . It doesn’t matter whether they carry nuclear warheads or conventional ones ‐ that have a range between 500 to 5,500 kilometers, about 310 to 3,417 miles....but if and only they’re launched from the land. The exact same weapon, launched from a ship, submarine, or aircraft is completely legitimate.

So what could the US military do without the treaty that it can’t do already? A congressionally mandated Pentagon report from 2013, unpublished but obtained by Breaking Defense, says that withdrawing from the treaty would create four possibilities:

"1. Modifications to existing short range or tactical weapon systems to extend range."

While the US has plenty of sea- and air-launched weapons that were never covered by the treaty, the only existing ground-launched system that comes close to the banned ranges is the Army Tactical Missile System (ATACMS). But the Army’s already decided it’s not worth upgrading the 1980s-vintage ATACMS for a significantly longer range.

Instead, the Army’s developing an all-new Precision Strike Missile (PRSM) to hit targets out to 499 km ‐ but officers acknowledge that’s an arbitrary limit imposed by the INF treaty, not the available technology. So, practically speaking, the end of INF would remove this restriction on the new PRSM, but not magically enable a radical enhancement of the aging ATACMS.

"2. Forward-based, ground-launched cruise missiles (GLCMs)."

This is the easiest option. In fact, the Air Force’s BGM-109G Ground-Launched Cruise Missile (GLCM) ‐ whose deployment helped force the Soviets to the negotiating table and whose destruction the INF treaty explicitly ordered ‐ was simply a truck-borne variant of the Navy’s standard BGM-109A Tomahawk, whose non-nuclear version is on almost every cruiser, destroyer and submarine today.

Repackaging the Tomahawk for ground launch would be even easier now than in the Cold War. That’s because the US is already installing compatible missile tubes in Poland and Romania as part of the Aegis Ashore missile defense system. While the US has repeatedly and emphatically denied Aegis Ashore has any offensive capability, Russia has repeatedly and anxiously noted that the original naval version of Aegis uses the same multi-purpose Mk 41 Vertical Launch System (VLS) to fire both defensive (surface to air) and offensive (surface to surface) missiles. Adding offensive capabilities to Aegis Ashore would probably be as simple as loading different missiles, different software, and different targeting data. It would be ironic if the Russians’ own violations of the INF drove the US to realize one of their worst fears.

"3. Forward-based, ground-launched intermediate-range ballistic missiles (IRBMs)."

The US would have to build a new IRBM, replacing the Cold War Pershing II that was destroyed under the INF accords, since nothing similar is currently in service. (The Air Force Minuteman III and Navy Polaris D5 are much longer-ranged "strategic" missiles never covered by INF). But the basic technology of ballistic missiles is old, shared not only with Minuteman and Polaris but with Werner von Braun’s 76-year-old V-2. Rocket boosters shoot a "reentry vehicle" (housing the warhead) into space at blistering speed, at which point it coasts back to earth on a parabolic trajectory so predictable Sir Isaac Newton could have calculated it with a quill pen. (The study of ballistics began with gunpowder cannons in the Renaissance).

In fact, one of the military’s main motivations for pursuing newer technologies such as hypersonics is that they allow less predictable, more maneuverable missiles ‐ ones that could bypass today’s anti-ballistic missile defenses. One of the military’s main misgivings about the new technologies, however, is that they’re significantly more complicated than proven ballistic and cruise missile tech.

So what’s the happy medium between new and proven? That brings us to the last category, the one about which the 2013 report seems most enthused:

"4. Forward-based, ground-launched intermediate-range missiles with trajectory shaping vehicles (TSVs)."

What on earth ‐ or rather, in space ‐ is a TSV? It’s an advanced type of a reentry vehicle, i.e. the part of a ballistic missile that reenters the atmosphere from space, as opposed to the rocket boosters, which burn out and fall away. Specifically, a TSV is launched on a ballistic missile but has "maneuvering and glide capacities," at least enough to hone in precisely on a target and to avoid a simple Newtonian calculation predicting its exact flight path.

It combines a ballistic rocket launch ‐ a venerable, proven technology ‐ with a maneuvering reentry vehicle ‐ like the one allegedly built into the Chinese DF-21 "carrier killer." It would be more capable than a pure ballistic missile, yet technologically simpler and less risky than hypersonics. This might be the golden mean for the mid-term, after deploying a land-based Tomahawk but before developing combat-ready hypersonics.

How Ft. Worth Saved on Health Care Costs
[DallasNews] The city of Fort Worth health plan, which serves nearly 14,000 employees, dependents and retirees, is projected to be $4.8 million under budget for fiscal 2018.

From January through June, spending in emergency rooms dropped 34 percent. Visits to the ER declined sharply, in network and out. Much of the credit goes to a new approach that bets heavily on the value of primary care.
Not sure how that related to Affordable Obamacare.
Three health clinics were opened exclusively for city workers and their families, and five other satellite clinics were added to the mix. Members who see a doctor in those facilities ‐ and wait times are less than five minutes, officials said ‐ don’t have to pony up a co-payment or deductible.

That’s right: Office visits are free, as are about 40 of the most common prescriptions.

If the nearby clinics aren’t convenient, members can call a doctor line for a consultation. So-called virtual visits (via smartphone, computer or landline) are also free for those enrolled in the city’s health center plan.
Sounds like O-Care to me. Not.
Accountable Care Organizations (ACOs) encourage providers to form networks to better coordinate care. They share electronic records, try to eliminate duplicate tests and work with case managers and others to help patients stick with their regimen.

They resemble HMOs except that members are allowed to go outside the preferred network. They just have to pay more ‐ at least $60 for an office visit in Fort Worth’s plan.
But they can keep their Doctor?
ACOs have grown rapidly, starting with Medicare patients and expanding into the commercial market. But many experts were disappointed with the savings in the early years.

The government said ACOs increased Medicare spending by $344 million from 2013 to 2015.
That'd be the ObamaStudy.
But more recent studies, which use a different analysis, reported significant savings from the program ‐ more than half a billion dollars over the same period.

The city wanted employees to get in the habit of going to the clinics first ‐ and paying nothing for a visit.

By early October, the clinics had received almost 9,500 visits. Next year, Fort Worth expects the health plan's costs to come in almost $4 million below budget ‐ with no changes to employee co-pays, deductibles or premiums.

"It's working out wonderfully," Dickerson said.

#4  It actually makes a lot of sense to get a lot of primary care centers that push the wait times down if it encourages people to get looked at early and catch problems early when they can be cheaply treated. ("A stich in time saves nine", and "Time is money".) if the prescriptions are free, then people won't delay taking them. Also note that they have professional pester-ers (I.e. case managers) that get after people to follow their care plan.

I would NOT be surprised, given the high costs of treating complications of diseases that were allowed to grow unnecessarily large, that avoiding two or three bad cases on the back end would more than pay for primary care level treatment of 10 or more at the front end.

However, to fisk the article: note that the health plan was like the health plan for a business whose members, being responsible enough to hold down a job, would be responsible enough to take care of themselves. Get back to me when Also, the out-of-network visit co-pay is steeper than what I would have to pay, which incentivizes using in-network physicians.

Also, there is no direct comparison between what the plan costs versus what the costs would be if they went network-Obamacare: That's not that high a hurdle to clear to be cheaper than O-care.

It was always known that Obamacare relied heavily on primary care physicians to be gate-keepers to the specialists, but the renumeration structure was such that the specialists were paid more, discouraging participation as primary care physicians. The REJECTEES for Medical doctoral programs are not stupid individuals, so that information got fed back into the system pretty quick (An example of the vital need of socialists and leftists to keep people static and not give them freedom to react in a self-preserving manner, since it wreaks havoc with the predictions of the effects of their programs).

#6  Of course it isn't "free". Somebody does have to pay for it. Personally this might be a good model for a lot of businesses that offer health careas a benefit or even more local, state or dare we say Medicare. In terms of the future economy of this country health Care is the 500 lb gorilla in the room. It's costs continue to outstrip inflation by a large margin. What's the answer? I don't know. Part of the problem is greed on the part of health care providers. Everybody from hospitals to insurance companies. The other part is the greed on the part of health care users. The "little Johnny has a cold, let's take him to the ER" types. On top of that we have the people without health using the ER as their health care provider causing the the providers to build the cost into everything else

#7  It sounds like the majority of the cost savings comes from incentivizing the employees and their families to go to walk-in clinics with salaried medical staff, which is much cheaper than private doctorw who are paid by the visit... or hospital emergency rooms. But this is not new information — the porblem is getting people to give up their own doctors and settle for the anonymous staff of a clinic instead.

On one hand, treatment is faster and less expensive for both patient and insurance company. On the other hand, there is no continuity of care, no single doctor is keeping an eye on each patient’s progress. It’s fine for the vast majority who are healthy people with simple, common medical needs... and dreadful for those with rare diseases or complicated diagnoses, who need their GP to actively manage their cases and stay in top of new scientific developments.

But given the dire current financial condition of most local and state governments, this is probably the best situation they can provide, and the Fort Worth example does allow individuals who need more than is provided to pay out of pocket for their special needs — the difference between a workable situation and Medicare/Medicaid, which as I understand it do not allow going outside what is covered.

In order to minimize the Islamic State threat in Idlib, HTS and their rebel allies have been conducting security operations to identify and destroy these sleeper cells.

Afrin: YPG kills 2 Turkish-backed rebels in new ambush
[AlMasdar] The Kurdish-led People’s Protection Units (YPG) continued their campaign against the Ottoman Turkish military and their rebel allies in the Afrin region of northwest Aleppo this past weekend..

According to the official media wing of the YPG, their fighters carried out a new ambush against the Ottoman Turkish-backed rebels inside the Bilbile District of Afrin.

"Within the scope of the second phase of the resistance against the Ottoman Turkish invasion army and its terrorist allies in Afrin, our forces carried out an operation against the mercenary allies of the occupying Ottoman Turkish army in Afrin’s Bilbile district," the YPG’s statement began.

"On October 18th, our units carried out an operation against the Ottoman Turkish-backed terrorist group Ahrar al-Sharqiya in the village of Qastal Khadriya in Bilbile district. As a result, two of the terrorists, namely Sulayman al-Muhammad and Muhammad Mahran, were killed," they added.

Tens of former rebels settle legal cases with Syrian gov’t in Quneitra after military draft decree
[AlMasdar] Tens of former rebels have settled their legal cases with the Syrian government in the al-Quneitra Governorate, the Syrian Arab News Agency (SANA) reported on Monday.

Citing the head of the local reconciliation committee in Quneitra, SANA reported that the former rebels handed over their heavy weapons in order to settle their cases and reconcile with the government.

Furthermore, the SANA report said that the reconciliation committees in Quneitra and Damascus are still working in several villages to settle the legal cases of former rebels.

SANA’s news hound said that the authorities in Quneitra are settling the legal status of those who dodged compulsory or reserve military services.

The legislative decree No. 18 for 2018 granted a general amnesty to military deserters inside and outside the country and to those who crimes were included in the Military Penal Code.

Syrian forces recover Roman era artifacts stolen by Daesh in Palmyra

According to a military report from the Homs province, the Syrian forces uncovered this large cache of artifacts while combing through a building that was site of the Islamic State’s old headquarters inside the city of Palmyra.

The Syrian forces said that the artifacts were wrapped up by the Islamic State to be smuggled out of Palmyra before they lost the historical city to the military.

The Islamic State first captured Palmyra in the Summer of 2015; they would concede the city to the Syrian Arab Army a year later after Russian intervention inside Syria.

ISIS would retake Palmyra for a short period of time in 2016 before the Syrian Arab Army launched a major offensive in east Homs to expel the terrorist group once and for all.

Deir Ezzor: SDF push ISIS on eastern bank of Euphrates, reinforce oil field facing Syrian army forces


ISIS comes under heavy attack in east Deir Ezzor as US-backed forces make new push

[AlMasdar] (11:00 A.M.) – The so-called “Islamic State” came under heavy attack last night as the U.S.-backed Syrian Democratic Forces (SDF) launched a powerful assault along the eastern bank of the Euphrates River near the key city of Albukamal.

Backed by heavy artillery from their French and U.S. partners, the Syrian Democratic Forces began their assault by pushing north of the Iraqi border with southeast Deir Ezzor.

Not long after they launched their assault, the Syrian Democratic Forces managed to score a new advance against the Islamic State, forcing them to retreat northwest of the Al-Shajilah area.

With the Islamic State on the run, the Syrian Democratic Forces took the opportunity to full secure the Baghouz Al-Fouqani area, while also pushing further north in a bid to reach the Safiqnah region of the Euphrates River Valley.

The Syrian Democratic Forces are currently involved in a fierce battle with the Islamic State terrorists just south of the Safiqnah region.

US-backed forces send large number of reinforcements to important oil field in Deir Ezzor

[AlMasdar] (2:40 P.M.) – The U.S.-backed Syrian Democratic Forces (SDF) sent a large number of reinforcements to the eastern countryside of the Deir Ezzor Governorate this morning, a source told Al-Masdar News.

According to the source, the Syrian Democratic Forces sent reinforcements to the strategic Konoko Oil Field, which is located along the eastern bank of the Euphrates River.

The source did not specify why the SDF sent reinforcements to the Konoko Oil Field; however, it is likely due to the proximity of this site to the Syrian Arab Army’s (SAA) lines.

While the Syrian Army and SDF haven’t clashed at this site, the former has demanded the latter hand over the Konoko Oil Field, along with the nearby Al-‘Umar Oil Field.

These two fields were major producers of oil in eastern Syria before they were lost during the first years of the war.

Knowing the state of 2nd world countries (and that's being generous with regard to mexico), the caravan is going to be walking through still-devastated portions of Mexico, likely slowing them down considerably and making them late for November 6. If they decide to head northeast to get to American territory sooner, they'll be waking through more land struck by the hurricane, while if they head northwest toward California, the distance is longer and the territory they'll be walking through will be more devastated (but narrower).

[Wash Times] A report from Iranian dissidents shows how the hard-line Islamic regime places terrorist operatives abroad under the cover of diplomacy.

From Austria to Albania to Iraq, an expansionist Iran has turned embassies into terrorism planning sites to meddle in host governments and hunt down the opposition, according to the report by the National Council of Resistance of Iran. The coalition includes the activist chapter known as MEK, which operates far-flung spy networks in Iran.

The report, "Iran Doubles Down on Terror and Turmoil," presents a big-picture assessment of Iran’s foreign interventions in Iraq, Syria, Lebanon and Yemen, and its terrorism-sponsored plots in Europe.

Ben Stein: Mitch McConnell restaurant hecklers 'exactly how the Nazis started out'
[Wash Times] Actor and conservative commentator Ben Stein said Saturday that the protesters who berated Senate Majority Leader Mitch McConnell at a Louisville restaurant the night before are "becoming like the brownshirts in the early days of the Nazi Party."

Mr. McConnell and his wife, Secretary of Transportation Elaine Chao, were confronted at the Havana Rumba restaurant by at least two hecklers who reportedly stole the couple’s leftover food off their table and threw it outside.

It was one of many similar incidents involving Republican politicians being heckled in public in recent months. Mr. McConnell was recently heckled by protesters at Reagan National Airport near Washington.

Mr. Stein, a lawyer and economist who is also Jewish, told TMZ at Politicon in Los Angeles that leftist protesters are wading into fascistic territory.

The Trump Administration Wants to Make It Easier to Offer Retirement Benefits
[National Review] Roughly a third of privately employed American workers ‐ and half of those at businesses with fewer than 100 employees ‐ don’t have access to an employer-sponsored retirement plan. This means that they have to figure out other options for themselves, and that they can lose out on some of the tax breaks everyone else gets. Unsurprisingly, they also save far less for retirement.

This isn’t merely the free market at work ‐ and not just because special tax incentives are involved. (That’s a completely different article.) Current regulations make it difficult to provide "multiple-employer" plans, under which small employers work together to cut costs and offer retirement benefits as a group. Since small businesses that don’t offer plans often say cost is the reason, loosening these regulations could greatly improve the situation. And a proposed rule from the Trump administration’s Labor Department would do just that.

This is a commonsensical proposal, following suggestions endorsed by business and retirement groups alike, to put big and small businesses on similar footing when it comes to offering retirement benefits. Even in 2018 it is the kind of thing that should receive bipartisan support. The one risk is that it could be challenged in court for pushing the boundaries of the current statutes, which Congress can and should fix.

"Small and medium-sized businesses could come together under an association to offer a 401(k)," a senior Labor Department official told me in a call previewing the rule on Friday. "So instead of the corner grocery store, the dry cleaner, and a restaurant each having a separate plan, they could all come together under one New York Chamber of Commerce 401(k)."

In addition to making it possible for more businesses to offer plans to begin with, this would improve the plans on offer. In general, thanks to economies of scale and negotiating power, bigger 401(k)s tend to pay lower fees. They also diffuse the various hassles associated with maintaining a plan. "If you ask a small-business owner, ’Do you want to hire a lawyer and make all these regulatory filings?’ they’ll typically say no," the Labor Department official said. "But if they can just join an organization they know is reputable and remit whatever money their employees would like to save, they’re much more likely to offer a plan."

Gazans scale back border protests as Egypt renews cease-fire efforts
[IsraelTimes] Hamas, a regional Iranian catspaw, appears to be scaling back mass protests along the Gazoo-Israel frontier as Egypt renews its efforts to broker a cease-fire.

Only a few hundred people joined a beach demonstration near the perimeter fence in northern Gazoo on Monday ‐ a much smaller turnout than previous weeks. The Hamas-run Health Ministry said 20 protesters were maimed by Israeli fire.

The march took place as Egyptian mediators were in Gazoo for cease-fire talks.

For the first time in months, there were no deaths during last Friday’s weekly protest. More than 100 Paleostinians were reported maimed in violent festivities on as thousands protested close to the fence, burning tires and throwing rocks at Israeli military positions along the Gazoo border. Israeli defense officials said it was the quietest protest since the "March of Return" events began earlier this year.

Abbas has contended that the PA should not be held financially responsible for the Gazoo Strip where Hamas is in charge. He has, in the past, shown interest in reconciling with the terror group and returning PA rule to the coastal enclave. However,

Both Ghaith and Faqih deny the charges, their lawyers said.

Faqih was also arrested on Saturday and released on Monday. Rosenfeld did not respond when asked about the conditions under which Faqih was released.

The Paleostinian-American resident of Jerusalem was being sought by the PA over his involvement in the sale of a home in the Moslem Quarter of Jerusalem’s Old City to Jews, Hadashot TV news reported on Monday.

Italians slam ‘filthy’ opinion piece comparing Brexit to Germany’s Nazi regime
[RT] A columnist in a major Italian newspaper has been slammed on Twitter as "filthy" and an "imbecile" for apparently comparing Brexit to the Nazi regime, and those choosing to leave Britannia to Jews fleeing the Holocaust.

An opinion piece in the Corriere della Sera, headlined "The descendants of the Jews who escaped Nazism now escape Brexit," was blasted online for purportedly putting Britannia’s democratic choice to crash out of the EU two years ago on the same level as the Third Reich.

The piece argues that just as people were forced to flee Germany during the Second World War for fear of being persecuted by the Nazis, their descendants are now escaping the UK ahead of it leaving the 28 member state bloc.

It points out that the number of Jewish refugee descendants flocking to Germany shot up to 1,667 in 2017, compared to just 43 in 2015, before the EU referendum took place.

"It’s mainly about finding yourself some insurance: with the terms of Brexit being still uncertain, pocketing a European passport means ensuring the possibility in the future of being able to carry on travelling and working freely within the EU," Luigi Ippolito, the author of the opinion piece, wrote on Saturday.

The controversial comparison sparked outrage on Twitter, with people blasting the article as "filth."

One said there is no such link between Brexit and the totalitarian regime that prompted the Jewish exodus from Germany in World War II, and branded those behind the article as "pitiful."

Another blasted them as "imbeciles."

[RT] Transgender activists are up in arms over reports that the Trump administration is considering a policy which would require government agencies to define a person’s sex based solely on biological considerations.

report, the Department of Health and Human Services is planning to establish a legal definition of sex under Title IX, a federal civil rights law that bans gender discrimination.

While many transgender activists argue that a person’s gender is largely their own choice, a department memo seen by the Times argues that a person’s sex should be defined "on a biological basis that is clear, grounded in science, objective and administrable," with a person’s genitals at birth defining their gender.

"The sex listed on a person’s birth certificate, as originally issued, shall constitute definitive proof of a person’s sex unless rebutted by reliable genetic evidence," the memo reportedly reads.

The news was met with fury by transgender activists, and a protest was held in New York’s Washington Square on Sunday night. The Transgender Law Center said that the proposal is an effort "to erase our very existence as trans people," and accused the Trump administration of planning "the destruction of our communities."

OED defines transgender as, "Denoting or relating to a person whose sense of personal identity and gender does not correspond with their birth sex."

Seems like if you don't have a defined birth sex you can't claim to be transgender.

#11  I don't think that transgenders should be discriminated against; it's too late to choose the amount of prenatal androgen exposure one had as a fetus. While they might feel uncomfortable using a male/female bathroom they have to understand that others may be similarly uncomfortable sharing the same. The trap is that they cause as much discomfort in others as they feel themselves.

What is the solution? Building three bathrooms: Male, female, and in-between?

If a state or local government feels strongly enough about it they can change the building codes.

#15  Sorry, Jack. You don't know people born with a brain of a male and body of a female, or a body of a female and the brain of a male. I do. For a very few, not all switches in the brain click to the same sex as the equipment would indicate. These medical disorders are documented in the Disorders of sex development (DSD).

I am not advocating for a 3rd birth sex. You are either XX or XY. But I can imagine how confusing it must be for these people.

The best thing that can be done for those whose self-image does not match their physical sex is cognitive-behavioural therapy to help them accept themselves. This doesn’t mean they must become frilly females or macho men — it is a mistake of categorization to demand that all those who have or lack a Y chromosome must behave and dress within narrow and rigid parameters.

Nigeria imposes curfew in Kaduna after deadly communal violence
[Al Jazeera] Authorities in Nigeria have deployed special police forces to northern Kaduna and declared a 24-hour curfew in the state's capital following communal violence that killed dozens of people.

President Muhammadu Buhari ordered the deployment on Sunday, as the regional government imposed the measure in Kaduna city after violence broke out on its streets.

The festivities followed violence that broke out on Thursday between Moslem and Christian communities in the Kasuwan Magani area of southern Kaduna which left at least 55 people dead.

"The violence in Kaduna ... is condemnable. The police have been authorised to do everything possible to restore calm. A Special Intervention Force has been deployed to the flashpoints," Buhari said on Twitter.

"The federal government and its law enforcement agencies will work with the state government and community leaders to ensure the full restoration of peace and security," Buhari said in another message.

Barzani Makes Comeback on Both Kurd, Iraq Fronts
[An Nahar] A year after a disastrous independence vote he had championed in Iraqi Kurdistan, veteran leader Massud Barzani has made a strong comeback both on the home front and in Baghdad.

While Iraq's presidency, a ceremonial post, has gone to Barham Saleh of the rival Patriotic Union of Kurdistan (PUK), Barzani's Kurdistan Democratic Party (KDP) was on Sunday declared the clear winner of the September 30 parliamentary elections in the autonomous region of northern Iraq.

In the political manoeuvring for ministerial posts in Baghdad, meanwhile, the KDP can also even boast it is the largest single party in Iraq. The party garnered 25 seats in Iraq's legislative elections in May, contested mainly against party lists.

With 45 seats won in the 111-member Iraqi Kurdish parliament, Barzani's party can form a majority without the PUK.

It can, in theory, rely solely on the 11-seat allocation reserved for the region's minority Turkmen, Christian and Armenian communities.

"Now that he is the great heavyweight of Kurdish politics, no-one can do without him in Baghdad," said Adel Bakawan, a research associate at the School for Advanced Studies in the Social Sciences in Gay Paree (EHESS).

He predicted Barzani would seek the deputy premier, foreign and finance minister posts for the KDP in the federal government that is to be formed by November.

"He lost the gamble of the referendum, but the legislative (polls) in May were a tremendous moment of grace; he was courted by the Americans and the Iranians," the two key powerbrokers in Iraq, he said.

Second French Priest Commits Suicide after Abuse Claims
[An Nahar] A priest in central La Belle France accused of sexually assaulting a minor did away with himself in his church, Catholic authorities said Monday, the second French priest to take his life over abuse claims in a month.

Pierre-Yves Fumery, 38, hanged himself in his presbytery in the town of Gien in the Loire valley. His body was found on Saturday.

The public prosecutor for the area, Loic Abrial, told AFP he had been questioned last week by police about allegations of sexual assault involving a child under the age of 15.

Fumery had not been formally charged but was under investigation because of reports from the community about his behavior, prosecutors said.

Orleans bishop Jacques Blaquart, whose diocese includes Gien, called it a "moment of suffering and a tragic ordeal."

Blaquart said some members of Fumery's parish had brought attention to the priest's "inappropriate behavior" towards children aged 13, 14 and 15, including a girl "that he took in his arms and drove home several times."

The bishop said the nature of the claims did not require the diocese to report the priest to the authorities and that he had told Fumery to "take a step back", seek counseling and leave town for a little while.

The priest took his advice and returned to Gien after a short break but had not yet resumed his duties, Blaquart said.

He is the second priest in over a month to commit suicide in similar circumstances.

On September 19, Jean-Baptiste Sebe, also aged 38, hanged himself in his church in the northern city of Rouen after a woman accused him of sexually assaulting her adult daughter.

No formal complaint had been made at the time of his death.

said Monday the US will start cutting aid to Guatemala, Honduras and El Salvador as a caravan of thousands of mostly Honduran migrants colonists rolled on regardless toward the US border.

Trump kept up his almost-daily Twitter attacks on the approaching caravan, calling it a national emergency and said he had alerted the US border patrol and military.

"We will now begin cutting off, or substantially reducing, the massive foreign aid" that the United States provides to the three Central American countries, he said.

Mexican authorities had managed to block the "caravan" of migrants colonists on a border bridge between Mexico and Guatemala, but many later crossed the river below in makeshift rafts before marching north.

The caravan of around 3,000 migrants colonists was heading Monday to the town of Huixtla, around 40 kilometers further on from Tapachula in Chiapas State where they slept Sunday night.

"Sadly, it looks like Mexico's Police and Military are unable to stop the Caravan heading to the Southern Border of the United States. Criminals and unknown Middle Easterners are mixed in," Trump said in one tweet.

"I have alerted Border Patrol and Military that this is a National Emergy (sic). Must change laws!"

Activists say the journey through of at least 3,000 kilometers (1,800 miles) through Mexico to the US border could take a month.

"We are well aware that this country (Mexico) didn't receive us as we expected, and they can return us to Honduras, and we also know there are narcos who kidnap and kill migrants colonists," Juan Flores, one of those migrants colonists, told AFP.

"But we live with more fear in our country, so we carry on forward," he added.

US Secretary of State Mike Pompeo also warned that the migrants colonists "may be victimized by human smugglers or others who would exploit them."

According to the rickshaw driver, his challan was without any merit and the traffic police had victimised him several times.

The rickshaw driver had been admitted to the Burns Centre of Dr Ruth Pfau Civil Hospital for treatment. Sindh police chief Dr Syed Kaleem Imam had taken notice of the incident and ordered the DIG traffic to conduct an inquiry into the matter and submit a report to him.

In remarks to BasNews, Col. Ghazwan Sheet said "Islamic State carried out two attacks. The first was at the entrance of al-Shoura region, while the other was at the entrance of Makhmur, southwest of Mosul. The two attacks left four police personnel killed and a fifth seriously injured."

The krazed killers, according to Sheet, "bravely ran away toward unknown destination, while security troops carried out a campaign in the south and southwest of Mosul."

Investigations were conducted after the victims bodies were taken to forensic medicine department.

"As the right of self-determination has no substitution in the Indian held Kashmire, same is the case of Afghanistan," he replied when asked about the parliamentary polls in the neighbouring country.

He was of the view that a puppet government had been installed in Kabul which did not enjoy support of the Afghan nation.

He said negotiations were the only way to end four-decade-long war in Afghanistan.

Mr Rehman said Pakistain had been handed over to "incapable" people by rigging the July 25 general elections.

He said he did not accept the results of the general elections as these were ’engineered and rigged’. He predicted that international lending institutions, including IMF, won’t extend bailout package to Pakistain.

Iraqi family killed as unidentified gunmen storm house in Diyala
Diyala (IraqiNews.com) ‐ Unidentified button men killed on Sunday an Iraqi family composed of three persons in Diyala province, a security source was quoted as saying.

"An owner of a dessert restaurant as well as his wife and daughter were killed in an armed attack launched by unidentified button men on their house in al-Tajneed district in eastern Jalawla, 70 km northeast of Baqubah," the source told the Baghdad Today website.

According to the source, the attackers expeditiously departed at a goodly pace into an unknown location and a probe was opened into the incident.

"The bodies of the victims were moved to the forensic medicine department," added the source.

Domestic worker torture case: 11-year-old records statement before civil judge
[DAWN] Kinza, an 11-year-old domestic worker in Rawalpindi who has allegedly suffered torture at the hands of her employers, recorded her statement in the presence of a civil judge at the Civil Judicial Complex on Monday.

The girl's case had surfaced on Saturday through a series of videos shared on Twitter in which she could be seen talking about her employers' alleged mistreatment of her.

On Sunday, a medical examination confirmed that the bruises and wounds found on the 11-year-old's body were consistent with her account of the torture. The examination report confirmed that there is evidence of torture carried out 15-20 days ago using "[a] knife, belts and persons standing on her straight with full weight multiple times".

A case was registered at the Airport Police Station against Kinza's employers on the complaint of the Child Protection and Welfare Bureau (CPWB). According to the police, the couple will be tried under the Child Protection Act.

Toady, members of the CPWB took Kinza to the judicial complex under security provided by police, who barred media representatives from entering the courtroom. Civil Judge Sumaira Alamgir recorded the minor's statement.

Internet Censorship of Conservatives Partially Funded by the Chinese Government
[LidBlog] One of the most prominent “research” groups behind the attacks on conservative free speech on the Internet this year is a company called “New Knowledge.” But now a new review of the company shows that one of its biggest backers is one of our biggest international opponents, the Chinese Government.

New Knowledge co-founder Jonathon Morgan describes his company as a “cybersecurity company specializing in disinformation defense for highly visible brands under attack by coordinated disinformation campaigns. Through machine learning and Ai, we detect threats and provide brand manipulation protection before damage is done.”

It is this “disinformation” that New Knowledge has been hired to root out and it is their work that has served as a basis for attacks on conservatives by The Washington Post and The Atlantic, not to mention the efforts by Google, Facebook, Twitter, and others to eliminate conservatives from the Internet.

Morgan, who is also the founder of a left-wing group called Data for Democracy, wrote a piece in 2016 claiming that the “radical right” is a threat to the nation.

So, where does New Knowledge get its money? Well, one of its top donors is a company called GGV Capital. And where does GGV Capital operate from? Apparently China.

Remember, there is no such thing as private companies in China. All business operates under the thumb of the Chinese government. If GGV is based in China, it exists under the control of the Chinese, one of our biggest enemies.

This can only mean that it is the Chinese who aiding in determining who is allowed to have a voice on the Internet in the U.S.A.

Could a Turkish/Qatari/Muslim Brotherhood/Iranian agent within the Saudi security infrastructure be responsible for the deadly escalation of Kashoggi's visit to the consulate?

The 1967 shooting by a West Berlin police officer who was also a communist and Stasi agent subsequently destabilized West Germany for decades and thus was a huge strategic success for East Germany.

If Erdogan is in possession of detailed information about the murder this would point to a successful Turkish infiltration of relevant Saudi government structures.

Conversely, if the Saudi government had intended to murder Kashoggi they could easily have done so preserving plausible deniability.

This doesn't add up.

Perhaps Erdogan is trying to replicate East Germany's success.

My guess is that it was a 'prisoner snatch' operation gone bad. If Khashoggi was an unwilling participant, resisted, and had to be sedated, anything could have happened. A team of seventeen men is not needed for a snatch or kidnapping. A clean-up or burial detail perhaps.

[DAWN] BAHAWALNAGAR: The Saddar police on Sunday started the paperwork but haven't done much else against a man for allegedly raping a five-year-old boy at Chak 133.

The child was admitted to the Civil Hospital after the incident.

The family told police that they had hired a 30-year-old man to look after animals in their barn. The suspect took the child to the barn where he raped him and his parents found him crying. They said the suspect fled.

As a three-judge bench headed by Justice Syed Mazahar Ali Akbar Naqvi resumed hearing the case today, Sharif, Abbasi and Almeida's lawyers furnished their clients' formal responses to the allegations made against them.

"A grave allegation such as treason is unimaginable [for me]," Nawaz stated in his response.

"This raises many questions in my mind. Are the millions of Pak people who made me the PM traitors too? Have the country's institutions and agencies failed that they did not know of my treason. Is someone who rids the country of terrorism a traitor?" he asked in the written statement.

Wells Fargo to pay $65M settlement related to faulty sales practices
[Charlotte Bus Journal] Wells Fargo & Co. (NYSE: WFC) agreed to pay a $65 million settlement on Monday for fraudulent statements to investors.

The penalty stems from Wells Fargo's cross-selling business, in which employees sell new products or services to existing customers. New York Attorney General Barbara Underwood says the bank failed to disclose to investors that its strong cross-selling efforts were driven by fraudulent sales practices, such as opening millions of fake deposit and credit card accounts without customers' knowledge.

Employees who met sales requirements were eligible for promotions and bonuses, while those who did not faced potential termination.

"The misconduct at Wells Fargo was widespread across the bank and at every level of management ‐ impacting both customers and investors who were misled," Underwood says. "State securities laws are vital to protecting the hard-earned savings of working families and Main Street investors from financial fraud, and my office will continue to do what’s necessary to protect the public and the integrity of our markets."

Underwood notes Wells Fargo became aware of the fraudulent practices as early as 2011, but did not disclose the information to investors. When news of those practices broke publicly, New York investors lost millions of dollars, she says.

The bank issued the following response: "Wells Fargo did not admit liability, and we believe that putting this matter behind us is in the best interest of all of our stakeholders, including customers. The settlement costs have been previously accrued. We are making strong progress in our work to rebuild trust, and this represents another step forward. Over the past two years, we have made fundamental changes to retail sales practices, and the claims in this settlement relate to past product sales goals that were eliminated in 2016."

The New York Attorney General’s office says this settlement is separate from an ongoing investigation into the fraudulent accounts and services added without customers' consent.

Khan told an interviewer before leaving he was concerned at Khashoggi's death but could not skip the conference because "we're desperate" for possible Saudi loans to shore up Pakistain's economy.

Finance Minister Asad Umar and Commerce Minister Abdul Razak Dawood are accompanying Khan, a statement from Khan's office said on Monday, adding it "will give a chance to connect with those people who are interested in investing in Pakistain".

Islamabad has already asked the IMF to open negotiations for the country's second potential bailout in five years.

Khan, who took office in July, still has been seeking alternatives to the tough conditions the IMF is likely to impose for loans, limiting his vision of an Islamic welfare state.

The central bank's foreign reserves dropped this month to $8.1 billion, a four-year low and barely enough to cover sovereign debt payments due through the end of the year. The current account deficit has swelled to about $18 billion.

Jaish al-Adl militias claim responsibility for Iran troops’ abduction

The photos show seven members of the elite Revolutionary Guards force and five police commandos, all in combat gear, according to state news agency IRNA.

The Iranians, including intelligence offices, were kidnapped near Lulakdan, a village 150 kilometres (90 miles) southeast of Zahedan, capital of Sistan-Balochistan.

They were "made unconscious" by a "single infiltrator" and then kidnapped and taken to bases inside Pakistain, said Guards commander Major General Mohammad Ali Jafari, quoted by IRNA.

The photos also show a haul of automatic weapons and sniper rifles, rocket launchers, machine-guns, grenades and ammunition, apparently seized from the Iranian forces.

Sistan-Balochistan has long been a flashpoint, with Pakistain-based Baluchi separatists and snuffies carrying out regular cross-border raids against Iran.

The province has a large, mainly Sunni Moslem ethnic Baluchi community which straddles the border.

India is aiming to modernize its strategic arsenal with the introduction of advanced US and Russian defense systems. However, some military experts say that while the South Asian giant needs foreign technologies to become a self-sufficient arms manufacturer – and autonomous global geopolitical player – technical problems could limit their coexistence.

The Indian government finalized the acquisition of Russia’s S-400 air defense missile system earlier this month and is said to be considering the purchase of the National Advanced Surface to Air Missile System-II (NASAMS-II) from the United States.

Aside from geopolitical considerations related to Washington’s secondary sanctions against Moscow, the inclusion of these two platforms in India’s developing multi-tiered air defense network could pose problems of compatibility.

Turkey, a US ally in the Northern Atlantic Treaty Organization (Nato), is coping with similar challenges while going ahead with the S-400’s procurement. America and other Nato countries argue that the Russian system cannot be integrated with the alliance’s defense framework as it presents problems of interoperability. By this reasoning, the S-400 should also not be compatible with the NASAMS – which is built by the US Raytheon National in cooperation with Kongsberg Defence and Aerospace of Norway.

The crucial question for Delhi, as well as Washington and the Kremlin, is determining whether the two systems can coexist as part India’s prospective air defense framework.

The army said it had killed the men during an operation over the weekend as they equally arrested two suspected armed separatists.

Nine bikes, 12 hunting guns, cell phones and amunition were seized in the course of the operation, the Cameroon army said.

Obama, who was in Nevada supporting Democratic Senate candidate Jacky Rosen, reflected on his own administration, saying, "When I walked into the Oval Office 10 years ago, we were in the middle of the worst economic crisis of our lifetime, the last time the other party was in charge."

"I hope people notice," he continued, "that every time there is a pattern where they [Republicans] run things into the ground, we have to come back and clean things up."

"Nevada was hit as hard as any place [during the last recession]; everybody here remembers," Obama said, before joking about the young age of the attendees. "Not everybody," he clarified. "Because some of you were really young. Those of you who are older than 15 remember, sort of."

It wasn't the first time Obama has challenged Trump's claims to a driving a booming economy. In September, Obama told a crowd in Illinois to "remember" the current economic recovery began under his administration, the New York Times reported at the time.

Creepy Porn Lawyer ordered to pay $4,850,000 to attorney at his law firm
[Politico] A California judge on Monday ordered Stormy Daniels' lawyer Michael Avenatti to pay $4.85 million to an attorney at his former law firm, the first time the potential presidential candidate is being held personally liable in the case.
A man who should spend the rest of his life looking over his shoulder.
Los Angeles Superior Court Judge Dennis Landin issued the ruling after turning down a request from Avenatti to have the matter moved to federal court, which the opposing side called a delay tactic.

Avenatti did not appear at the court hearing and never filed opposing arguments in the case.

The judge said Avenatti must pay the money because he personally guaranteed a settlement with Jason Frank, who had worked at his former firm.

Frank had alleged the firm misstated its profits and that he was owed millions.

Avenatti, who is toying with a possible 2020 presidential run, told The Associated Press on Monday that Frank owes him and the firm $12 million "for his fraud." He did not provide details.

The ruling follows a court ruling from a U.S. bankruptcy court judge who ordered Avenatti's former firm to pay $10 million to Frank in May. The $4.85 million is in addition to that judgment.

'Potentially catastrophic' Hurricane Willa barrels towards Mexico
[Al Jazeera] A "potentially catastrophic" Category-5 hurricane is moving quickly through the Pacific Ocean and is predicted to pound western Mexico's shores on Tuesday, according to the US-based National Hurricane Center (NHC).

Although Hurricane Willa is expected to lose force by the time it makes landfall, NHC said it will likely remain a major storm of Category-3 intensity and could produce "life-threatening flash flooding and landslides over much of southwestern and west-central Mexico".

The hurricane is expected to pass over or near the Islas Marias - a set of islands about 96km offshore that includes a nature preserve and a federal prison - early on Tuesday, then blow ashore in the afternoon or the evening between the resort town of Mazatlan and San Blas, a distance of about 220km.

The governments of Sinaloa and Nayarit states ordered coastal region schools to close and have begun preparing emergency shelters.

Illinois Democrat Sean Casten Calls for ‘Complete Elimination' of Tax Cuts
[Breitbart] Democrat candidate Sean Casten spoke during an interview on Sunday about President Trump’s tax cuts, calling for them to be "completely eliminated."

Casten, who is running against incumbent Rep. Peter Roskam (R-IL) in a close race for Illinois’ Sixth Congressional District, told WLS in an interview on Sunday that he believes "the tax reform that was passed should be completely eliminated" because most of the money from the tax cuts went to people who did not need it.

"By giving a tax cut to corporates in the top 1 percent, 83 percent of the tax cut went to people who didn’t need it," Casten said. "And it hasn’t triggered investment. It hasn’t triggered wage growth. What it’s triggered is a massive increase in dividends. And when 35 percent of U.S. equities are owned by foreigners, that means that more money left the country from the tax bill than flowed to 99 percent of Americans."

Despite Casten’s views on tax cuts not helping Americans, most Americans say they supported the tax cuts passed under the Trump administration’s tax reform package. A poll conducted shortly after the tax reform bill passed found that 51 percent of Americans approved of the Tax Cuts and Jobs Act.

This is so densely stupid it's hard to unpack. Try this, Sean: Outlaw dividends payments by US companies and see how the retirement community and pension funds like that. Check your will first. Or, prohibit the investment of foreign capital in US companies; take two aspirins and call us in three months.

Hillel Fradkin, Director of the Center on Islam, Democracy and the Future of the Moslem World at the Hudson Institute emphasized to Al Arabiya English that the Moslem Brüderbund is a global threat, "It is true that it operates on a global basis or as global as it can be. It has branches in various Moslem countries, especially Arab countries, but also other regional countries, and it has organizations that were founded by and directed by its members in other places like La Belle France, England, US, and so forth," he said.

The US expert highlighted that the Brotherhood founder, Egyptian, Hassan al Banna, was aiming to establish his organization outside Egypt as well, not for his personal ambitions, but to implement the agenda of the Brotherhood’s project.
