Afghan Taliban deny reports of peace talks: spokesman
[DAWN] An Afghan Taliban spokesperson said Thursday that a report stating the leadership of the faction is willing to hold peace talks with US officials is fabricated.

Zabiullah Mujahid has said that reports of the faction pushing for peace talks are false.

Earlier, a Rooters report had quoted senior Mighty Pak Army and diplomatic officials as saying that the Afghan Taliban have signalled through the Pak military that they are willing to open peace talks, which could be held later in the day.

The Rooters report had also quoted sources within the Afghan Taliban as saying that their negotiators would hold the first round of peace talks with US officials in Qatar

Islamic State loyalists in Libya claim responsibility for deadly suicide blasts
[WASHINGTONPOST] Militants loyal to the Islamic State said three suicide car bombers staged attacks in eastern Libya on Friday, killing at least 35 people in apparent retaliation for Egyptian airstrikes following the mass beheadings of Christian migrant workers.

The bloodshed in Qubba -- near the Islamic State stronghold of Derna on the Mediterranean coast -- was among the deadliest attacks by the militants against civilians in Libya as they seek to expand amid the country's internal chaos.

It also comes less than a week after Egyptian warplanes targeted Islamic State sites in Derna in response to the beheading of 21 Christians, all but one from Egypt.

Denmark unveils anti-terror plan
[Al Ahram] Denmark on Thursday unveiled a 130-million-euro ($150-million) plan to combat terror at home and abroad, after two people were rubbed out in attacks in Copenhagen.

The plan, mooted before the weekend shootings, will enable the intelligence services to better monitor Danes travelling abroad to fight with the Islamist State group, while also targeting the radicalisation of prisoners in jails.

"We want to strengthen our ability to gather and analyse (information) about terror planning abroad," Prime Minister Helle Thorning-Schmidt told a briefing.

"We want to ensure that the intelligence service is able to monitor Danes who travel abroad to take part in myrmidon activities."

Nearly half the amount earmarked for the four-year plan will be spent by military intelligence, focusing mainly on activities abroad.

A total of 110 Danes have travelled to Syria to fight in the civil war, making the country the second largest European source of jihadist fighters in the Middle East after Belgium.

Many are believed to have returned home afterwards.

The country has been left in shock after the shootings in Copenhagen which targeted a meeting on free speech and Islam and the capital's main synagogue.

The attacks have prompted parallels with the attacks in Gay Paree last month, in which 17 people died.

gunnies have entered Turkey and are plotting to attack diplomatic missions in Ankara and Istanbul, Turkish media on Thursday quoted the national intelligence agency (MIT) as saying.

Around 3,000 gunnies from the ultra-radical group in Syria and Iraq are looking to enter Turkey through its southern border after failing to take the Syrian Kurdish town of Kobani, the Hurriyet newspaper reported the internal MIT note as saying.

Some Death Eaters, including senior commanders who are planning the attacks, are thought to have already entered Turkey and are in safe houses, the note said, without saying how many entered.

"Militants expert in suicide and kabooms are preparing ... attacks on the Istanbul and Ankara missions of coalition forces which intervened in Syria," it said.

There was no claim of responsibility, but the proximity to Syria suggested it could be related to the conflict.

Following the attack, the Sanliurfa governorate said it had created an almost 100-km-long closed military zone north of the Syrian towns of Jarablus and Tel Abyad, both under IS control.

Turkey has in the past drawn criticism from Western allies for failing to stop the flow of jihadists across its border to join the Sunni snuffies in Syria. Some critics said it even aided the Death Eaters, an accusation that Ankara denies.

The meeting decided to give three-year special relaxation to women in age limit for employment while it was also decided that only women would operate canteens in educational institutions for women. Similarly, all columns relating to the women rights in Nikahnama (marriage certificate) will have to be filled.

The chief minister said more than 50pc population of Pakistain comprised women and the country couldn't progress without their empowerment. He said women would have to display their talent and abilities in practical field for the progress and prosperity of the country.

Bomber's identity yet to be known
[DAWN] LAHORE: Police are yet to establish identity of the jacket wallah whose body parts underwent first constructive surgery on Wednesday, a day after the deadly attack outside the Qila Gujjar Singh Police Lines.

Five people, including two coppers, were killed and 32 others injured in the attack.

A senior police official told Dawn that police had collected body parts of the suicide bomber, including his skull, wrists, feet, legs and hair from the blast scene and sent them to Punjab

Sharif calls for action against seminaries backing terrorism
[DAWN] Prime Minister Nawaz Sharif has directed the provincial governments to implement the National Action Plan (NAP) and take stern action against terrorist organisations and proceed speedily on those death penalty cases in which mercy petitions have been rejected.

Presiding over a meeting of the Balochistan Apex Committee held here on Wednesday, he said religious seminaries and organisations involved in terrorist activities should be identified and proceeded against. No terrorist or militant organisation should be spared.

The meeting was attended by Army Chief General Raheel Sharif, Balochistan Governor Mohammad Khan Achakzai, Chief Minister Dr Abdul Malik Baloch, Defence Minister Khawaja Mohammad Asif, ISI Director General Lt Gen Rizwan Akhtar, federal ministers Khawaja Saad Rafeeq and Jam Mohammad Kamal, Commander Southern Command Lt Gen Nasser Khan Janjua, Senior Minister and PML-N's Balochistan President Sardar Sanaullah Zehri, Home Minister Mir Sarfarz Bugti, former prime minister Mir Zafarullah Jamali, Chief Secretary Saifullah Chattha, Home Secretary Mohammad Akbar Durrani, Balochistan Inspector General Mohammad Amlish Khan and Frontier Corps (Balochistan) IG Maj Gen Shair Afghan.

The prime minister stressed that terrorism must be dealt with sternly and militant and terrorist organisations which were not ready to hold peace talks with the government would have to face action.

"No one will be allowed to wage insurgency and commit violence under the patronage of sectarian and other organisations," he said, adding that his government was committed to implementing NAP and eradicating terrorism and extremism.

Referring to the implementation of the action plan in Balochistan, he said the federal government and the army would fully support the provincial government in its efforts to rid the province of terrorists and extremists. Durable peace in the province is one of the objectives of the plan.

Mr Sharif asked all provincial governments to take steps for capacity building of police and other law-enforcement agencies. "The federal government has been providing funds to all the provinces, including Balochistan, for the purpose so that their police and law-enforcement agencies could play an effective role in the war against terrorism," he said. The provincial governments would have to pay special attention to law and order and free law-enforcement forces of political interference.

Military courts to hear Shikarpur imambargah blast case: Sharjeel Memon
[DAWN] Sindh Information Minister Sharjeel Inam Memon announced Thursday that the Shikarpur imambargah blast case would be tried in military courts, prompting Shuhada Committee to call off its protests after drawn out negotiations.

Addressing a joint presser with Sindh Chief Minister Qaim Ali Shah and Shikarpur Shuhada Committee leader Allama Maqsood Ali Domki, the provincial information minister said that a joint interrogation team (JIT) will be formed to probe the attack on the imambargah which had claimed the lives of more than 60 people.

He further said that a joint operation would be conducted under the supervision of the provincial apex commitee across Sindh, especially in Shikarpur.

Sharjeel Memon added that strict action would be taken against the activities of banned religious organizations and those inciting religious hatred.

US military official outlines plan to retake Iraqi city of Mosul
[FOXNEWS] A U.S. military official on Thursday outlined plans to retake the vital Iraq city of Mosul from Islamic State terrorists as early as April -- an unusual move that swiftly drew criticism that the Pentagon was revealing too much information to the enemy.

A senior U.S. Central Command official said the "shaping" for the battle is currently underway, and the Iraqi military hopes to begin operations in the "April, May timeframe." The goal is to retake the city before Ramadan begins on June 17.

The official said five Iraqi Army brigades will be used in the fight, as well as several smaller brigades, composing a total force of up to 25,000 Iraqi troops. Three brigades of Kurdish Peshmerga fighters will participate as well.

But the details, disclosed at the close of a White House summit on combating violent extremism, raised some concerns.

"That is pretty amazing that that information's out there," retired Gen. Jack Keane, former Army vice chief of staff and a Fox News military analyst, said Friday.

A current and former military intelligence officer also told Fox News that the decision to publicly announce the plan was counterintuitive because it "telegraphs" the timing and number of units involved. The officers said it would allow Islamic State, also known as ISIS, or ISIL, to prepare for the battle by laying improvised explosive devices.

EU diplomats may change position towards Assad

Terror fight is 'third world war,' Jordan minister says
[The Peninsula] The fight against violent extremism is a "third world war" that knows no borders, Jordanian Foreign Minister Nasser Judeh said Thursday, in urging greater international efforts to counter the threat.

He then reprised comments made by Jordan's King Abdullah II in December during a White House visit, labeling the fight against Islamic State bully boyz a "third world war," and pressed for increased international cooperation in the "generational fight."

"Violent hard boy groups provide... an umbrella of legitimacy to criminals everywhere," Judeh said, pointing to recent attacks in Copenhagen, Ottawa, Gay Paree and Sydney.

"Each one of us is a target. Let us work together to make them all a collective target."

US-Turkey trained rebels will fight against both ISIL and Syrian regime: Turkish FM
[Hurriyet Daily News] Foreign Minister Mevlut Cavusoglu has said Syrian opposition groups to be trained and equipped by a joint U.S.-Turkey program will also fight against the Syrian regime.

of Iraq and the Levant [ISIL] and elements of the [Syrian] regime," Cavusoglu said Feb. 19 to answer whether the program also aims to struggle against Syrian regime forces. Turkey and the U.S. were on the same page on this issue, Cavusoglu said.

The trained Syrian opposition members would "naturally fight against elements threatening the integrity of Syria," he said, noting that both "terrorist organizations, especially ISIL and the Syrian regime, are a threat to Syria's stability. ... They both kill innocent people," he said.

The train-equip deal between Turkey and the U.S. is at the last stage and would be signed shortly, Cavusoglu said while speaking at a joint presser with Kosovo Deputy Prime Minister and Foreign Minister Hashim Thaci.

The memorandum of understanding (MoU) will be sealed by U.S. Ambassador to Ankara John Bass and a Foreign Ministry Undersecretary Feridun Sinirlioglu within several days, a Turkish official told the Hurriyet Daily News. Sinirlioglu will travel to Washington next week and a visit by Foreign Minister Cavusoglu to the U.S. is also planned, the official also said.

Turkey offered a vague definition on the MoU for the target of the trained Syrian opposition fighters, as Turkey insists the struggle should not only be directed against ISIL bully boys, but also against Syrian regime forces.

Training of the Peshmerga in northern Iraq will also be a part of the MoU between Turkey and the U.S., as 20 Turkish soldiers will participate in the training program of Kurdish forces as part of the struggle against ISIL.

citing U.N. Special Envoy for Syria Staffan De Mistura's plan to freeze the fighting in the Syrian city of Aleppo, Cavusoglu said Turkey supported the envoy's plan despite its "flaws" because even one day of a cease-fire would prevent the killing of hundreds of people.

He questioned whether the cease-fire would be practiced by the regime forces.

"A rooted solution is needed in Syria," Cavusoglu said.
