Could Kenya Learn From Ethiopia’s Anti-Terror Strategy?
Kenya has a security problem.

Fighters from the militant group al-Shabab, driven from their strongholds across Somalia, have claimed responsibility for gruesome attacks targeting non-Muslims in northeastern Kenya: hijacking a bus full of passengers in one recent incident and attacking quarry workers as they slept in their tents in another.

Both attacks took place in Kenya’s Mandera County, near the border with Somalia.

"Most of the al-Shabab forces seem to be largely in control of the area bordering Mandera – this Gedo region – so we have a situation where we have large numbers of people there and we don't have a border that is really properly secured," said Billow Kerrow, a senator from the county.

Kerrow has noticed that Kenya's neighbor to the north, Ethiopia, has had much more success preventing terrorism on its own soil – despite having a much longer border with Somalia and a longer history of military involvement in the country.

And he thinks Kenya should look to Ethiopia as a model.

Egyptian Judge Jails Democracy Activist For 3 Years For "Insulting Court"
Definitely went straight from Arab Spring to Arab Winter.

[Ynet] Egyptian pro-democracy activist Ahmed Douma was sentenced to three years in jail on Tuesday after he accused the judge of bias and denounced his trial on charges of violence against the state as political.

Douma was a leading youth figure in the 2011 uprising that toppled Hosni Mubarak
...The former President-for-Life of Egypt, dumped by popular demand in early 2011...
at the height of the "Arab Spring". He is accused of attacking the cabinet office building and security forces when festivities erupted during a sit-in there in 2011.

Douma also took part in demonstrations that led to the army's overthrow of elected Islamist President Mohammed Morsi in July 2013, but he later mobilised against the military's political role and a law that severely restricts street protest.

UN to include rival assembly in Libya peace talks
The UN will widen a new round of negotiations aimed at ending Libya’s continuing political crisis by including a rival assembly challenging the recognised government, its special envoy said late on Monday.

Libya has had two rival governments and parliaments ever since a group called Libya Dawn seized Tripoli in August, installing its cabinet and forcing the recognised Prime Minister Abdullah Al Thinni flee to the east.

The UN's first round of talks in September brought together the elected House of Representatives and members from the city of Misrata linked to Libya Dawn who had boycotted the assembly. A second round of talks was supposed to start on Tuesday after the first produced no progress. UN Special Envoy Bernadino Leon said during a visit to Tripoli that they would be postponed until next week.

Leon said the talks would include members of a rival assembly in Tripoli, the General National Congress (GNC), the country’s previous assembly reinstated by the new rulers in the capital. He might find it hard to sell the inclusion of the GNC to the House of Representatives when he visits its members based in the remote eastern city of Tobruk on Tuesday.

Leon dodged a question whether his plans means the UN is dropping its position that the house is the sole legitimate assembly.

UN Condemns Violence in Eastern DRC City
The United Nations is calling for a halt to violence around Beni, an eastern Democratic Republic of Congo city where more than 200 people have been killed in the past two months.

The U.N. humanitarian coordinator in Congo, Moustapha Soumare, spoke out Tuesday, three days after suspected Ugandan rebels massacred at least 36 people in the area.

In a statement, Soumare condemned the slayings and called for greater protection of civilians. Citing civil society sources, he said more than 88,000 locals have been forced to flee their homes because of the violence.

Soumare said the situation is "aggravating an already precarious humanitarian situation" and that local civilians "live in permanent fear of another massacre."

11 jailed, 4 acquitted in UAE terror case
The State Security Circuit of the Federal Supreme Court on Tuesday convicted 11 persons and sentenced them to different prison terms for joining Al Nusra Front and Ahrar Al Sham, subsidiaries of Al Qaeda. Four others were acquitted of the charges.

The prime accused was awarded 15 years in prison and also slapped with a fine of Dh1 million.

Presiding judge Mohammed Al Jarrah Al Tunaiji ordered the confiscation of the seized electronic equipment -- the subject matter of the crime and shut down the website of the prime defendant once and for all. All convicted foreign defendants will be deported after serving their jail terms.

According to the verdict, the prime defendant, M.A.Sh. was sentenced to 15 years in prison and a fine of Dh1 million for the second, third, fifth and eighth counts and confiscation of the seized electronic equipment.

The rulings were issued after the court was briefed on the facts of the lawsuit, the documents obtained during investigations, and statements of the defendants, and arguments by the defence and prosecution lawyers.

The suspects were charged with joining the two terror organisations outside the country (Al Nusra Front and Ahrar Al Sham or Freedom Fighters of the Levant) which are affiliated to Al Qaeda. The other charges were manufacturing explosives without procuring a permit from the bodies concerned, and polluting the environment by conducting explosions of banned and dangerous substances.

The hearing was attended by a number of family members of the defendants, representatives of the media and members of the civil society organizations in the UAE.

U.S. Navy chief vows to counter N. Korea provocations
SEOUL -- The United States will continue to beef up its naval capabilities in the Pacific region in order to deter North Korea's provocations including its ballistic missile threats, the U.S. Navy chief said Tuesday.

The pledge by U.S. Secretary of the Navy Ray Mabus comes amid growing concerns over the North's evolving missile threats. In late October, Pyongyang reportedly conducted a test of an ejection launcher that helps fire missiles from submarines in an indication that it is making headway in its efforts to develop a submarine-based ballistic missile.

"The concerns are that the North will take some provocative actions that will allow the situation to get out of control," Mabus told reporters in Seoul. Stressing that "any sort of ballistic missile threat or capability of North Korea is potentially very dangerous," the secretary said the very threats led the U.S. to have been pushing for a rebalance toward the Pacific region.

Noting that some 60 percent of the 70 ships ordered by the U.S. Navy over the past five years will be sent to the Pacific, including "the most modern platforms" such as ballistic missile defense destroyers, littoral combat ships and an amphibious ready group, he said the U.S. will be a fleet of more than 300 ships by the end of this decade.

"There will be more ships to be in this region to do exercise to hopefully deter any sort of actions and to make sure that we are ready for working with the Republic of Korea."

As ways to counter ballistic missile threats from Pyongyang, he said the U.S. maintains interoperability with the South Korean military in terms of detecting and tracking the missile launches by adopting the same Aegis combat systems and carries out "the very intensive regiment of exercises."

While refusing to confirm media reports on North Korea's recent launch of a new submarine capable of firing ballistic missiles, Mabus stressed a growing importance of the maritime domain and called for "the ability to meet whatever threats, whatever occasions comes over the horizon."

He also stressed the trilateral cooperation among South Korea, the U.S. and Japan despite some diplomatic tensions between Seoul and Tokyo over historical rows.

"The common threat to the ROK, Japan and the U.S. is so serious and so close, that danger and response to it would be the thing that would override everything else," Mabus said.

Bank of America sees $50 oil as Opec dies

The Opec oil cartel no longer exists in any meaningful sense and crude prices will slump to $50 a barrel over coming months as market forces shake out the weakest producers, Bank of America has warned.

Revolutionary changes sweeping the world’s energy industry will drive down the price of liquefied natural gas (LNG), creating a “multi-year” glut and a mucher cheaper source of gas for Europe.

Francisco Blanch, the bank’s commodity chief, said Opec is “effectively dissolved” after it failed to stabilize prices at its last meeting. “The consequences are profound and long-lasting,“ he said.

#4  Good for the consumer since transportation costs factor into the price of every physical product. Should the Keystone XL Pipeline be approved, oil transport costs should get cheaper and thus reduce the price of oil even more. Profits could actually increase as costs are reduced. If the oil profits get too low and profits are reduced, exploration will be stifled and small producers will be driven out tending to drive oil prices up as supply is reduced and put us back into the laps of OPEC and the Saudis, particularly if they jigger their prices lower to maintain their market. Cartels, politics and greenie radical environmentalism tend to fiddle with the laws of supply and demand in unhealthy ways.

I lost interest in month-to-month gasoline price variations, tho I regularly use Gas Buddy to find the cheapest stations in my area or along my route during road trips. I got rid of my 13 mpg diesel-powered truck camper last year, not worth keeping it on the road.

#14  SteveS not sure about the TP situation at the moment. Serious shortages of Tylenol, Asprin and the other one. Shortages of detergents and most cleaning compounds. Zero imports of auto parts. Good Scotch is available at reasonable prices. Coffee is imported (jeeeeeeebus) as is gasoline. But gasoline imports are being cut, leading to long lines at the pump. Of course the gasoline is essentially, so they got that going for them.

Mother Sues France Over Underage Son's Syria Trip
[Ynet] A mother whose teen traveled unsupervised to Syria is suing the French government, alleging it should have stopped the underage boy from leaving the country.
And Mom's responsibility was...
The 16-year-old boy left the southern French city of Nice nearly a year ago, heading to Syria via Turkey for what he described to his mother as humanitarian work. He is still there under uncertain circumstances, the woman told Le Gay Pareeien newspaper in a story published Monday.

"He told me he was going to sleep over at a friend's house," she said. "The next day, he hadn't returned and he didn't answer his cell phone, which was not like him. The other mothers in the neighborhood told me he had left with friends for Turkey in order to reach Syria."

In a copy of the lawsuit obtained by The News Agency that Dare Not be Named, the family said the boy was able to reach Syria with only his national identity card - he had left behind even his passport. By the time she knew enough to warn police, according to the complaint, he had likely already left the country.

I do get what you are saying JFM, and some rules need to be reinforced such as legal flying age (if that is a law in France), but also there's the view that some of these parents are relinquishing their responsibility and opportunistically seeking financial recompense for something they may have the potential to prevent - by not sending the kid to the mosque in the first instance.

The report is intended to be a slam on the Bush administration and the Republican controlled committee back in the early 2000s.

Obama wants new AUMF for 'unlimited' war against ISIS
Secretary of State John F. Kerry told Congress Tuesday that President Obama wants expansive war powers to pursue the Islamic State terrorists wherever and however he deems necessary, stunning lawmakers by requesting a war authorization that would even allow the Pentagon to commit American combat troops to the fight.

Though Mr. Obama doesn't want combat troops, he won't have Congress tie his hands against unforeseen directions the war could take should the Islamic State evolve, expand its fight to other countries or prove more difficult to rout, Mr. Kerry said.

"I don't think anybody wants to get into a long-term ground operation here. But we also don't want to hamstring the generals and the commanders in the field and the president, who’s commander in chief, from their ability to be able to make some decision they need to make," Mr. Kerry told the Senate Committee on Foreign Relations.
Mr. Kerry: would you advocate such a resolution if George Bush were still president? We all know the answer to that...
Mr. Kerry was deployed to try to quell a growing furor over the administration's approach, but his appearance didn’t appear to help, with lawmakers of both parties saying the White House appears to be trying to delay Congress from acting while doing little to step up on its own.

"The reason we're here is a total failure of the president to lead on this issue," said Sen. Bob Corker, the ranking Republican on the committee.

Mr. Obama has repeatedly refused requests to propose his own war resolution. Mr. Kerry said he didn't think it mattered who goes first.

For now, Sen. Robert Menendez, New Jersey Democrat and chairman of the committee, has written a draft authorization for the use of military force (AUMF) that would impose a three-year limit on the authority and forbid ground combat troops in most situations, with exceptions for intelligence gathering, acting as spotters or for rescue missions. He did not suggest a geographic limitation, however.

Lawmakers had hoped Mr. Obama, who won the presidency in 2008 in part due to his opposition to the Iraq War, would support strict limits. But Mr. Kerry said they don’t want to see them written into law.

"It sounds to me like you're making the case for a rather open-ended authorization," Mr. Menendez told Mr. Kerry, adding that he's been disappointed with how little cooperation he's gotten from the president’s team.
Compare and contrast to how Bush cooperated with the Senate, even when Harry Reid was in charge...
Mr. Menendez said he still plans to have his committee vote on Thursday on a war resolution, and if the Senate stays in session next week, he said he'd like to see a vote on the chamber floor. He said he'll push ahead even if they haven’t been able to iron out differences with Mr. Obama over limits to his war powers.

No matter what the Senate does, though, the debate won't be finished this year.
House Speaker John A. Boehner, Ohio Republican, has said his chamber will take up the war debate next year -- and he said it’s Mr. Obama’s job to propose a resolution to Congress and make the case for it to the American people.

The rise of the Islamic State, which goes by the acronyms ISIS or ISIL, has proved embarrassing for the president, who a year ago declared al Qaeda on the run and said it was time to begin ramping down the war on terror.

On Tuesday, Mr. Kerry made clear the administration considers the Islamic State, which has captured large swaths of Syria and Iraq, to be a branch of al Qaeda operating under a different name.
As opposed to be a different group with a different name, a meme that the administration was flonking earlier this year.
He said that means Mr. Obama already has powers to go after them under the 2001 and 2002 AUMFs, so even if Congress doesn’t act, the president will continue to pursue the war.
Actually he doesn't, but it's interesting how Champ abandoned the 'rebranding' of al-Qaeda when he realized he needed to have that particular bogeyman around to try and use the AUMF. By the way, the 2002 AUMF concerned Iraq and Saddam Hussein...
"The fact is that we’re going to continue this operation, because the president and the administration are absolutely convinced -- and I respect your opinion -- [that] we have the authority," he said.

UN Resumes Food Aid For Syrian Refugees
[IsraelTimes] After a social media campaign brought in a significant cash infusion, the UN food agency said Tuesday it has reinstated a food aid program that helps feed more than 1.7 million Syrian refugees.

In early December, the World Food Program suspended electronic food vouchers for Syrians who had fled to Jordan, Leb, Turkey, Iraq and Egypt. The move triggered panic among the refugees, threatening to starve thousands of families and add pressure on the already strained countries hosting them.

At the time, WFP said many donors failed to meet their commitments. The agency said it needed $64 million to support Syrian refugees in December alone.

On Tuesday, WFP said the voucher program was on again, thanks an unusual campaign it launched on social media to raise $1 contributions from 64 million people around the world.

The WFP said it solicited $1.8 million in donations from almost 14,000 people and from private sector donors in 158 countries.

?This outpouring of support in such a short time is unprecedented,? the food agency?s chief Ertharin Cousin said.

The program pays for electronic vouchers, or e-cards, uploaded with an average $30 per family member, for refugees to buy food in local shops.

Iraqi leader asks US for more air power, weaponry
Iraqi Prime Minister Haider Al Abadi told US Defense Secretary Chuck Hagel on Tuesday that his army is taking the offensive against the ISIS group but needs more air power and heavy weaponry to prevail.

Hagel, who flew to Baghdad to get a first-hand report on progress against the ISIS militants, held a series of meetings with top Iraqi government officials and conferred with American military commanders. He met with Al Abadi at the prime minister's office after addressing a group of US and Australian soldiers at Baghdad International Airport.

Al Abadi told Hagel as their meeting began that "Daesh (ISIS) is on the descent at the moment." He said their capabilities had been reduced.

"We are very thankful for the support that's been given to us," Al Abadi said. "Our forces are very much advancing on the ground. But they need more air power and more ... heavy weaponry. We need that."

He also said months of attacks on the ISIS militants have been effective.

"These efforts are thwarting ISIS's ability to maneuver, communicate, coordinate and control their forces, as well as their ability to sustain and resupply themselves," Hagel said. "Iraqi forces will be able to intensify offensive operations as the coalition's training effort expands into northern, western and central Iraq."

Hagel said on Monday during a visit to Kuwait that he believes Iraq's security forces have gained a new momentum, thanks in part to sustained US airstrikes against ISIS militants. During his stop in Kuwait, Hagel said the ISIS group remains a formidable threat, not only to Iraq but also to neighbouring Iran and other countries in the region. He repeated the US government's policy of not coordinating military action in Iraq with Iran, but he also suggested that Iran has reason to be concerned about the long-term ambitions of the ISIS.

The poll also found that more than half of Paleostinians support a new uprising against Israel, and that the Hamas, always the voice of sweet reason, holy warrior group would win presidential elections if they were held today.

Paleostinian pollster Khalil Shikaki said the results reflected Paleostinian anger over Israeli statements about the Jerusalem holy site, which is revered by Jews and Moslems, as well as a loss of hope following the collapse of US-brokered peace talks and Israel?s recent war with Hamas in the Gazoo Strip.

The Paleostinian Center for Policy and Survey Research interviewed 1,270 people in the West Bank and Gazoo last week. The poll had an error margin of 3 percentage points.

?There is an environment in which violence is becoming a dominant issue,? said Shikaki. ?This seems to be one of the most important driving forces.?

There has been a spate of attacks in Jerusalem over the past month and a half, at a time of rising tensions over the contested holy site, revered by Moslems as Noble Sanctuary and by Jews as the Temple Mount.

Prominent members of Israel?s government have become more vocal in recent months about demands that Jews be allowed to pray at the Moslem-run site, which is home to the al-Aqsa Mosque and iconic Dome of the Rock.

Many Paleostinians fear this is a pretext for a gradual Jewish takeover ? a claim Israel denies.

The poll found 86 percent of respondents believe the shrine is in grave danger from Israel. It said 80% supported individual attacks by Paleostinians who have stabbed Israelis or rammed cars into crowded train stations.

Defense Chief: Hamas-Fueled West Bank Violence In Decline
[IsraelTimes] Defense Minister Moshe Ya?alon on Tuesday accused Hamas, always the voice of sweet reason, leaders in Gazoo and Turkey of fueling West Bank violence, but said sky-high tensions in the territories have subsided in recent weeks thanks to the IDF.

Addressing the Knesset?s Foreign Affairs and Defense Committee ahead of the impending dissolution of the Knesset, the defense minister also leveled a warning against Syria, two days after Damascus accused Israel of carrying out Arclight airstrikes that reportedly targeted weapons slated for transfer to Hezbollah.

Laying out Israel?s security threats, Ya?alon warned that calm in the West Bank could easily dissipate. He was speaking less than an hour after security forces said they thwarted a planned terror attack in a settlement near Jerusalem.

?Right now there is a certain decrease in terror and escalation in the West Bank, but there?s no guarantee it will last. There is major pressure from outside, primarily from Hamas, to heat up Judea and Samaria,? he said, using the biblical name for the West Bank.

?We continue to operate there in order to thwart the terror infrastructure, which is mostly operated from the outside, whether from the Gazoo Strip or Turkey.?

The defense minister said the Israeli security forces were also working to halt ?lone wolf? attacks, which he said are born of incitement.

Fatah Official: Two-State Solution Is Dead

Speaking to Jerusalem-based TV channel Hona Al-Quds, Tawfik Tirawi, former head of the General Intelligence Agency in the West Bank and a member of Fatah?s Central Committee, accused Israel of turning the Arab-Israeli war into a ?religious war? and ignoring 67 years of UN decisions stipulating territorial withdrawals and the return of Paleostinian refugees.

?The two-state solution has ended and no longer exists after Israel abolished it completely,? Tirawi was quoted by the official Fatah website as saying. ?Therefore, we must search for other solutions. I personally do not believe that a two-state solution will materialize, and say that within approximately 50 [years] there will be no solution but one state.?

Tirawi has been known not only for his hawkish statements but also for involvement in overseeing acts of terror during the Second Intifada period, according to Israeli intelligence. Former Shin Bet security agency chief Yuval Diskin described Tirawi ? who was appointed Paleostinian Authority national security adviser with the rank of minister by Abbas in 2008 ? as ?psychopathic, cruel, dangerous and prone to extreme mood swings? in leaked minutes of a meeting with the American ambassador in Tel Aviv in June 2007.

Given the impossibility of a political resolution to the conflict, Tirawi said, a coordinated national strategy must be devised to oppose Israel. Commander: Iranian Navy Plans to Deploy in Atlantic Ocean Soon
"The Iranian Navy will definitely be present in the Atlantic Ocean in the near future," Admiral Sayyari told reporters on the sidelines of his meeting with foreign military attaches in Tehran on Sunday.

He noted that conducting reciprocal visits to other countries, including the coastal countries of the Indian Ocean and the African countries, and exchanging naval visits and voyages are among the Navy's programs.

"We are ready to hold joint naval drills with the neighboring countries as well," Admiral Sayyari said.

In recent years, Iran’s Navy has been increasing its presence in international waters to protect naval routes and provide security for trade vessels and tankers.

The Islamic Republic has repeatedly asserted that its overseas naval presence is meant to convey a message of peace and friendship to other countries.

Iranian officials and commanders have repeatedly underlined that all military exercises and trainings of the Iranian Armed Forces are merely meant to serve deterrent purposes.

The Iranian Navy has been conducting anti-piracy patrols in the Gulf of Aden since November 2008, when Somali raiders hijacked the Iranian-chartered cargo ship, MV Delight, off the coast of Yemen.

According to UN Security Council resolutions, different countries can send their warships to the Gulf of Aden and coastal waters of Somalia against the pirates and even with prior notice to Somali government enter the territorial waters of that country in pursuit of Somali sea pirates.

The Gulf of Aden - which links the Indian Ocean with the Suez Canal and the Mediterranean Sea - is an important energy corridor, particularly because Persian Gulf oil is shipped to the West via the Suez Canal.

Blood And Production Value: Islamic State’s Pricey Video

They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
group last month, showing the beheading of 22 Syrian soldiers, took between four and six hours to film, and cost an estimated $200,000.

The propaganda video, released on November 16 and called “Though the Unbelievers Despise It,” shows the simultaneous executions of the Syrian soldiers as well as the beheading of US aid worker and hostage Peter (Abdul Rahman) Kassig.

The US-based terrorism research organization TRAC (Terrorism Research & Analysis Consortium) and a UK-based counter-extremism think tank Quilliam analyzed the production techniques used to make the video in an effort to identify victims and their killers and to locate the exact location of the brutal killings.

Based on lighting and shadows, the analysts estimated that the video was shot in multiple takes over a four- to six-hour period.

They also noted several inconsistencies in the line-up order of hostages and killers. In certain frames the jihadists can be seen chatting among themselves, passing time between takes.

TRAC said that the professional-quality footage was filmed with multiple high-definition cameras and edited with state-of-the-art software.

Veryan Khan, a TRAC researcher, told TIME magazine that the video would have likely had a director, producer and editor, who may have used storyboards like traditional filmmakers.

Khan pointed out that not only did the executioners posses a certain physical aesthetic, they also represented varying ethnicities and nationalities, a way for the Islamic State to demonstrate the global reach of its self-proclaimed caliphate.

Although almost all of the 22 killers are unmasked and potentially identifiable, only one has been formally named: Maxime Hauchard, a 22-year-old convert to Islam from La Belle France.

In the video, the killers appear to be led by a masked “Jihadi John,” the British IS krazed killer believed to be responsible for the beheadings of Kassig, as well as James Foley, Steven Sotloff, David Haine and Alan Henning. However,
death is not the end. There remains the litigation over the estate...
TRAC analysts said that the film’s transitional sequences may show that the British jihadist was replaced by a body double during the actual beheadings.

In light of the large numbers of radicalized foreigners who have joined the Islamic State, analysts from all over the world have been studying the clip in an effort to identify the rest of the killers.

A recent UN report estimates an “unprecedented” influx of 15,000 imported muscle from 80 countries, who have joined the Islamic State’s relentless campaigns in Iraq and Syria.

Countries vow to resettle more than 100,000 Syrian refugees
Countries have more than doubled the number of Syrian refugees they are willing to resettle to over 100,000, the head of the UN refugee agency said on Tuesday.

"Today, 28 countries expressed their solidarity with the Syrian refugees but also with the five neighbouring countries which are hosting them... offering what we estimate will be more than 100,000 opportunities for resettlement and humanitarian admission," Antonio Guterres told reporters after a high-level pledging conference in Geneva.

There was no clear overview over which countries had pledged what,
...nor will there ever be...
but Guterres stressed the leading role played by Germany and Sweden in the resettlement programme.

Germany, which is hosting some 80,000 Syrian refugees, including 20,000 in the UN resettlement programme, did not immediately pledge additional spots, saying it was waiting for a signal from the European Union and demanding a "Europe-wide campaign" to help distribute the burden more evenly.
Like getting everyone else to take them all. Maybe Ukraine...
Going into the conference, just over 40,000 resettlement places had been pledged by two dozen countries, Guterres said. After the forum, he voiced confidence that "we have clearly more than doubled the perspectives that we had until now".

While only 66,254 of the pledged spots were "firm and concrete", Guterres pointed out that 11 countries had announced they were creating new resettlement programmes or would be expanding existing programmes.
First expansions expected in 2023...
The UNHCR has called on countries by 2016 to help resettle 130,000 of the more than 3.2 million registered refugees amassed in Syria's neighbours since the conflict erupted in March 2011.

The influx is putting a huge strain on host countries Lebanon, Jordan, Turkey, Iraq and Egypt, and Guterres said he was "very happy" with the solidarity voiced at the conference.
Solidarity doesn't cost anything...
He stressed though that Tuesday's pledges were "not the end of the process. That is the beginning of a process," and that the UN would continue pushing on towards the 130,000 goal.

But even that would only be a step towards covering the true resettlement need for Syrian refugees, Guterres said, pointing to estimates that at least 10 percent, or more than 300,000, of the refugees would be best served through resettlement.

Sweden, which counts the most Syrian refugees compared to population size, with some 60,000 asylum seekers from the war-torn country, said it would double its current 1,500 resettlement spots.

German Interior Minister Emily Haber said that "Europe cannot keep its eyes shut," insisting on the need to offer "adequate housing" to the Syrian refugees.

Guterres also hailed the United States for vowing to "accelerate" its resettlement programme, which is already reviewing 9,000 Syrian cases.

"We are receiving roughly 1,000 new ones each month, and we expect admissions from Syria to surge in 2015 and beyond," Anne Richard, the US Assistant Secretary of State for Population, Refugees and Migration, told the conference.
