Afghanistan
Lady doctor gunned down in Takhar
[Pajhwok] Unidentified button men have rubbed out a lady doctor in northern Takhar province, an official said on Friday.

Hayatullah Amami, deputy head of the Provincial Hospital, told Pajhwok Afghan News: "Zakira Rahmani served as doctor in the maternity branch of the hospital. She went to Kunduz on Thursday for her personal work and upon her return unknown button men killed her in the Chashma Sher area of Taloqan."

He said the reason behind the killing of Zakira Rahmani could not be ascertained as yet.

Takhar Governor Spokesperson Mohammad Arif Arif said he was not aware of such incident.

He told Pajhwok Afghan News on the telephone: "No information had been shared with us in this regard."

Daily Evacuation Brief April 15, 2023
[AfghanDigest] LAST 24 HOURS
  • SAMARKAND CONFERENCE CONCLUDES IN UZBEKISTAN – The regional conference of 7 nations ended yesterday in Uzbekistan. The meeting is the fourth dialogue between the concerned nations since the Taliban rose to power in 2021. Unlike previous meetings, the Taliban’s Foreign Minister was allowed to participate in the discourse. Several statements at the conclusion indicated a rough general consensus over the topic of forming an inclusive government. However, Russia and China appeared to differ in their approaches in that, Russia stated the repeal of the gender bans was conditional for any recognition while China seemed to pull back from calling it a condition. Interestingly, there were multiple private bilateral and multi-lateral discussions that excluded the Taliban. Of primary concern to all parties was the threat of terrorism emanating from Afghanistan. While the Taliban Foreign Minister attempted to brush off the concerns, the other envoys were adamant they expected a report on what the Taliban has/will do to combat terrorism. The next conference is tentatively scheduled to convene in approximately 6 months.

  • RESIDENTS IN PARWAN REMAIN IN TALIBAN DETENTION AFTER CLASHES WITH RESISTANCE FORCES – Multiple arrests were reported after several fierce clashes with the Afghanistan Freedom Front took place last week. According to local sources between 80 and 110, people remain in custody in several different locations. The bulk of those imprisoned were picked up in the Salang District and most seem to be accused of harboring Resistance forces or, sympathizing with their cause.

  • GOVERNMENT RETIREES PROTEST OVER NON-PAYMENT OF PENSIONS – A group of protestors demonstrated on Thursday in Kabul over a lack of progress in re-establishing their pensions. Many said they have not received benefits for all of 2022 and 2023. A spokesman for the Taliban Finance Ministry said the funds have been set aside for the retirees but the authorization has not been given by the leadership of the regime. In total, it is believed that nearly 150,000 retirees across the country are facing this predicament.

  • THE AUSTRALIAN DEFENSE CHIEF SAYS MORE WAR CRIMES CHARGES LIKELY – General Angus Campbell, Chief of Defense for Australia’s military spoke candidly about investigations of some of the soldiers who had deployed to Afghanistan and may be implicated in war crimes. In March, Australia charged a soldier with several crimes related to his service in Afghanistan where multiple allegations say the unit he was serving with commonly killed Afghans without cause or provocation. It is thought that General Campbell was referring to 25 members of a Special Forces team who are suspected of participating in unlawful killings.

  • SWISS-MANAGED AFGHAN TRUST FUND EARNS $100 MILLION IN INTEREST – A member of the board of the Swiss-managed fund, Shah Mohammad Mehrabi, said the fund had earned a significant amount of interest while on deposit and those funds would be used to stabilize the national currency. Upon hearing the news, the Taliban again called for the funds to be released. Most analysts agree the funds will remain in trust until the Taliban accept several conditions put in place by the US and others concerning anti-money laundering and financing terrorism. As the Taliban have not shown any signs they will agree to the conditions, the funds are expected to remain in trust for some time.

CONFLICT TRACKER
Badakhshan: NRF forces are said to have launched an attack against a Taliban security outpost in Shahr Bozor. 4 Taliban were reportedly killed in the engagement and a vehicle was destroyed.

NEXT 24 HOURS
PARWAN HOUSE SEARCHES – The Taliban reinforcements that were sent to the Salang District in the wake of last week’s fighting are engaged in searches of private homes in an attempt to ferret out possible Afghanistan Freedom Front collaborators/sympathizers. Several families have reputedly departed from their homes for fear of being accused of collaboration. Three arrests were reported on Friday but sources later said the men were released by a Taliban Commander. We assess the searches and additional scrutiny applied to non-combatants in the District are focused on raising fears rather than any solid intelligence. The Taliban have used the tactic before and we believe they are hoping to frighten the local populace into turning in neighbors or friends. At-risk Afghans residing in the District should expect searches and also increased questioning and scrutiny at pedestrian/vehicular checkpoints for the next week.

20 Persons Injured As Nigerian Policemen Forcefully Disperse Protesting Shi’ites In Kaduna
[PUBLISH.TWITTER]

At least 20 members of the Islamic Movement in Nigeria (IMN),
...declared by the Nigerian government a terror group in 2019. Their big turban is Sheikh Ibrahim El-Zakzaky, previously the leader of the Muslim Brotherhood in Nigeria before he converted to Shi'ism after a visit to Iran, becoming a fiery Iranian sock puppet. Their anti-corruption theme is attractive to Nigeria’s educated Moslem class, which of course permeates the government, while like the Muslim Brotherhood IMN supports schools, hospitals, and women’s education...
also known as Shiites, were maimed in varying degrees when coppers dispersed them during a procession to commemorate International Quds Day.

Engineer Yunusa Lawal, one of the movement's leaders who spoke to journalists after the clash, claimed they were on a peaceful procession to protest Israel's continued illegal occupation of Paleostine before the police allegedly attacked their members.

Yunusa said: "About 20 of our members suffered varying degrees of injuries with 2 of them including a woman sustaining gunshot injury, but so far, we cannot ascertain whether there is any casualty or not.

"Apartheid Israel continues its illegal occupation of Paleostine. Incessant terror attacks by the Israeli brutal forces are being done frequently. The gross violations of human rights
...which are usually entirely different from personal liberty...
against Paleostinians become the order of the day.

"The increase in people’s awareness of the injustice being perpetrated against Paleostine and the exposure of atrocities being committed is what we are sensitising people about.

"The Islamic Movement has been observing this event for decades in Nigeria. In fact, one of the reasons for the Buhari massacre in Zaria to kill Sheikh El -Zakzaky and disbanding the Islamic Movement was this support and solidarity for the Paleostinian.

"The same Buhari-led government that used the military to inflict the death-threatening injuries on Sheikh Zakzaky and his wife is now denying them their fundamental human rights to health by imposing an illegal ban on their travel documents.

"We condemn the continued incursions into al-Aqsa mosque and occupation of Paleostine by the apartheid Zionist Israel regime and We support the oppressed people of Paleostine in their just struggle.

"We also condemn the continued denial of Sheikh Ibraheem Zakzaky and his wife, Muallima Zeenah, their travel passports to enable the couple to travel for medical treatment."

When Kaduna Police spokesperson, DSP Muhammad Jalige was called to react to the development, he did not pick his calls.

He also didn’t respond to text messages as of the time of filing this report.

#3  I thought the Nigerian Islamic terrorism was the Sunni Salafist type.

It is. This is just a huge, well-organized Shiite Muslim Brotherhood-style group with a tendency to form hysterical mobs. Their plan is to evolve into the government of Nigeria, in part by moving up the chain in the civil service, army, police, etc. and in part by building parallel structures, Gulenist style.

The BBC had a useful article about the IMN a few years ago. See here.

Iraq
Scores arrested in Iraq crackdown on al-Sadr-linked group accused of inciting discord, Al-Sadr Freezes His Political Movement for One Year

Dozens of suspects linked to a group called "the owners of the cause" have been arrested by Iraqi authorities on Friday on charges of inciting discord, according to the judiciary.

In a statement, the judiciary said that "the investigative court in al-Karkh has decided to detain sixty-five suspects from the so-called (owners of the cause) gang, which promotes ideas that cause unrest and disrupt social security."

The statement added that the arrests were made in coordination with the National Security Agency, which is responsible for investigations.

In a surprising announcement on Friday, Moqtada Tater al-Sadr
...hereditary Iraqi holy man and leader of a political movement in Iraq. He had his hereditary rival al-Khoei assassinated shortly after the holy rival's appearance out of exile in 2003. Formerly an Iranian catspaw, lately he's gagged over some of their more outlandish antics, then went back to catspawry...
, the leader of the Sadr movement, declared a freeze of the Sadrist movement for one year.

Al-Sadr said, "To be a reformer in Iraq and to be unable to reform the Sadrist movement is a sin," he tweeted.

Al-Sadr went on to say that he finds it in the interest of Iraq to freeze the movement except for Friday prayers, the heritage department, and the office of "Sayyid al-Shuhada."

He added that the freeze should last for no less than a year "to declare my innocence before my Lord first and my father second."

Al-Sadr concluded his tweet with the statement, "I am tired of them, and they are tired of me."

Later developments saw al-Sadr's Twitter account and the Sayyid al-Shuhada shrine and al-Sadr's office closed.

Salih Mohammed al-Iraqi, also known as the Minister of Moqtada al-Sadr, announced today the cancellation of the supposed isolation of the leader of the Sadrist movement, Moqtada al-Sadr, in the Kufa Mosque.

In a tweet published on his official Twitter account, al-Iraqi stated that "at the orders of his eminence (Moqtada al-Sadr), the isolation in the revered Kufa Mosque has been cancelled." He added that the cancellation was due to "the actions of the corrupt [...] may God not bless them."

Israel-Palestine-Jordan
Hacker group brings down Israeli postal, banking and telecoms websites
[IsraelTimes] Collective calling itself ’Anonymous Sudan,’ but thought linked to Russia, takes responsibility for assault; authorities say interruptions swiftly dealt with and no data breached

A hacker group attacked the websites of Israel’s national mail service and major banks Friday, briefly bringing them down in an assault seemingly timed to coincide with a day of Iranian-promoted anti-Israel events.

The attack was quickly squelched, authorities said, with apparently no significant harm or data leaks, though the websites of two telecoms and more banks later went down, indicating that the cyber assault was not over.

The attack was claimed by a group of hackers that goes by "Anonymous Sudan," according to Hebrew media reports, citing a telegram message posted by the shadowy collective.

The National Cyber Directorate said the site for Israel’s national mail service was back up and running after a few minutes. Bank Mizrachi’s page was down for half an hour, it said.

The attacks only caused "occasional interruptions," it said.

The directorate noted that the hackers did not gain access to internal documents or files, but merely the customer-facing interface.

"The attempts are limited to marketing websites and are unrelated to the bank’s internal systems," it said.

A short time later the websites for the Hot cable service provider and 012 mobile carrier went down, with the group claiming responsibility for those as well.

The attacks coincided with the marking of Quds Day, an Iran-promoted event featuring virulently anti-Israel marches and rallies in Tehran and elsewhere.

Demonstrators in the Iranian capital marched on Friday from 10 different directions to Tehran University’s campus, where the ceremony ended in time for Friday noon prayers.

Iranian state TV showed footage of similar rallies in other cities and towns across the country. Many demonstrators carried Paleostinian flags and the banner of the Iran-backed Lebanese murderous Moslem Hezbollah group. Demonstrators in some places set fire to American and Israeli flags, as well as effigies of Israeli Prime Minister Benjamin Netanyahu.

Hackers have used the occasion of Quds Day to attack Israeli institutions in the past.

In recent months, "Anonymous Sudan" has claimed several short-lasting attacks on government services, healthcare and other operations in European countries. Some experts have speculated they may be linked to Russia’s Killnet hacking group rather than Sudan.

It often claims to target places in retaliation for anti-Moslem activity.

On Wednesday, the group took down the websites of hospitals in Hyderabad, India using a distributed denial of service, or DDoS, attack, which temporarily overwhelms a website’s servers.

Suspected Turkish drone strike kills one SDF in Rojava: monitor
[Rudaw] A week after the commander of the Syrian Democratic Forces (SDF) was the target of a suspected Ottoman Turkish dronezap in Sulaimani, another strike killed a senior SDF member in northeast Syria (Rojava) early Friday morning, according a conflict monitor.

A Ottoman Turkish drone targeted a car in Qamishli near the border with The Sick Man of Europe Turkey
...the decaying remnant of the Ottoman Empire...
, local media ANHA reported with a photograph of a mangled car.

ANHA did not report any casualties, but according to the Syrian Observatory for Human Rights an unnamed SDF commander was killed and his escort was injured and is being treated in hospital.

The SDF have not immediately commented on the reports.

According to the Observatory, this is the eleventh Ottoman Turkish dronezap against Rojava this year, killing twelve people, including five civilians.

Turkey accuses the Kurdish People’s Protection Units (YPG), the backbone of the SDF, of being the Syrian wing of the Kurdistan Workers’ Party (PKK), an gang struggling for Kurdish rights in Turkey and named a terror group by Ankara. The YPG denies the charge.

Last week, a dronezap targeted a convoy of American military personnel and SDF General Commander Mazloum Abdi near Sulaimani airport in the Kurdistan Region. The drone "struck more than 100 meters from the convoy," US Air Force Brig. Gen. Pat Ryder said in a press briefing on Thursday. US Central Command (CENTCOM) is investigating.

Abdi and Iraqi officials have blamed Turkey, which has not publicly commented on the incident. Abdi has been the target of multiple attempts on his life by Turkey, he told Al Monitor last week.

The SDF and US military have been partners in the war against the Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems...
(ISIS). "We have a longstanding relationship with them. They are not the PKK," Ryder said in the press briefing.
