UN 'deeply disturbed' by campaign of arrests in Libya

Among those who have gone missing is Faraj Abderrahmane Boumtari, a former finance minister.

On Wednesday, Boumtari "was reportedly detained at Mitiga Airport and taken to an undisclosed location", the United Nations Support Mission in Libya (UNSMIL) said in a statement.

It added that "five members of the High Council of State have been reportedly banned from travelling at the same airport" in Tripoli

The U.N. urged the Libyan authorities and security organizations to "release all those arbitrarily detained, ensure independent investigations for all alleged extra-legal detentions and abductions and bring the perpetrators to justice."

News of the Boumtari's arrest by security agents at the airport on Wednesday quickly circulated, but has not yet been confirmed by the authorities.

Members of Boumtari's tribe, the Zouaya from the southeast, threatened Thursday to block oil terminals in the east if he was not released.

But reports on social media on Thursday said that two oilfields in the south, at al-Sharara and al-Fil, had already been blockaded by protesters.

Nigerian leader plans $10 monthly handout to poor households after gas subsidy ends
[An Nahar] Nigeria's new President Bola Tinubu has announced his government's plan to pay $10 a month to poor households to ease the growing hardship caused by the scrapping of subsidies on gasoline.

In a letter to the Nigerian Senate, which was read during Thursday's sitting, Tinubu said 12 million households will benefit from the handout for a period of six months. The government plans to fund it through an $800 million World Bank loan for which Tinubu is seeking legislators' approval.

"It is expected that the program will stimulate economic activities in the informal sector and improve nutrition, health, education, and human capital development of beneficiaries' households," he said of the social welfare initiative.

Meanwhile, Tinubu declared a state of emergency on food security and directed the release of grains to households.

Dele Alake, his spokesman, said that "as with most emergencies, there are immediate, medium- and long-term interventions and solutions. In the immediate term, we intend to deploy some savings from the fuel subsidy removal into the agricultural sector focusing on revamping the sector."

The president scrapped the gasoline subsidy on his first day in office at the end of May, ending a decades-long program that made gasoline affordable for many but which authorities said was expensive and economically unsustainable. The subsidies cost the government an estimated $10 billion in 2022.

He said his government would use the money usually budgeted for subsidies in other vital projects. However, the end of the subsidy program more than doubled the price of gasoline, resulting in severe hardship for citizens already battling high inflation of 22.4% and where at least 63% of the more than 210 million population face "multidimensional poverty," according to the national statistics agency.

Tinubu said the planned $10 monthly handout would have "a multiplier effect" on about 60 million individuals, though some Nigerians criticized it as inadequate and unsustainable.

In Kano state, the economic hub of northern Nigeria, traders said the country's cost of living crisis had crashed their returns as sales dwindled and the commodity prices went up.

The cost of transportation has also increased by more than 100% in Kano city since May when the subsidy was scrapped, residents said, as is the case across most parts of Nigeria where most of the residents rely on public transport.

"We don't sell anything anymore, so how do you expect me to be feeding my family?" asked Yusuf Ibrahim, who sells clothes in the city. "The government is not doing what we elected them to do."

New Jersey teen pleads guilty to issuing antisemitic threats
[IsraelTimes] Omar Alkattoul allegedly pledged allegiance to ISIS and researched mass shootings

The New Jersey teen charged with making threats to synagogues and other Jewish institutions last year has pleaded guilty.

Omar Alkattoul, 19, of Sayreville, was arrested in November, shortly after many Jewish institutions in New Jersey, including synagogues and schools, briefly shuttered amid warnings from the FBI about a "broad threat."

Jewish organizations were encouraged to take extra precautions and follow security measures. Some cities sent additional coppers to guard synagogues and schools.

The FBI announced a day after its initial warning that the threat was no longer active and a suspect had been identified. A week later, Alkattoul was arrested and charged, with the US Attorney’s Office alleging that he had pledged allegiance to ISIS as well as researched mass shootings and how to obtain firearms.

Alkattoul had written an murderous Moslem manifesto titled "When Swords Collide," which he shared with at least six people via social media. The manifesto, which was written as if it were made to be found after he had already attacked a synagogue, extensively detailed Alkattoul’s hatred of Jews. But Alkattoul was unclear, in messages with other Death Eaters and with comments to Sherlocks, whether he actually planned to carry out his threats.

Alkattoul will be sentenced November 14. He faces up to five years in prison.

The New Jersey incident came at a time of high alert in the Jewish community — just weeks after the rapper Kanye West made several antisemitic comments and less than a year after synagogue-goers in Colleyville, Texas, were held hostage by a man who broke into their Shabbat services. Later in November, two men who had made online threats to "shoot up a synagogue" were arrested in New York City’s Penn Station.

Pakistan PM launches $3.5 billion Chinese-designed nuclear energy project
[An Nahar] Pakistain's Prime Minister Shehbaz Sharif on Friday launched the construction of a 1,200-megawatt Chinese-designed nuclear energy project, which will be built at a cost of $3.5 billion as part of the government efforts to generate more clean energy in the Islamic nation.

The ceremony marking the start of the project comes less than a month after Pakistain signed an agreement with China's National Nuclear Corporation Overseas in the capital, Islamabad, to construct a Hualong One reactor — a third-generation nuclear reactor and is considered safer because of the latest security features.

Pakistain and China are longtime allies. Pakistain's relations with Beijing are so close that its leadership calls China their "Iron Brother." China is also building roads, bridges, power plants, and railways to link its far west with the Chinese-built port of Gwadar on the Indian Ocean.

In recent months, China gave $5 billion in loans to Pakistain to help it unlock a bailout from the International Monetary Fund to tackle a serious economic crisis. The IMF approved a $3-billion bailout Wednesday, after keeping it on hold since December.

On Friday, Sharif said his country will never forget the Chinese financial assistance that was given to his country when it faced a risk of default. It was a "very valuable contribution at a very difficult time, and the nation will never forget it," he said.

Sharif, whose term as premier ends in August, said Pakistain is no longer at risk of a default.

UN says 289 children died in Med crossings this year

Verena Knaus, UNICEF's global lead on migration and displacement, said the true figures were likely to be higher as many shipwrecks on the central Mediterranean leave no survivors or go unrecorded.

"The number of children who have bit the dust while attempting to cross the Mediterranean Sea to reach Europa

has doubled in the first half of this year compared to the same period last year," she said.

The figure is three times higher than in the same period last year.

"These children need to know they are not alone. World leaders must urgently act to demonstrate the undeniable worth of children's lives, moving beyond condolences to resolute pursuit of effective solutions," said Knaus.

Benjamin Netanyahu reportedly rushed to hospital after passing out, hitting head
[NY Post] Israeli Prime Minister Benjamin Netanyahu was rushed to a Tel Aviv hospital Saturday after fainting at home — and the leader chalked the episode up to not staying hydrated after spending time in the scorching sun.

The 73-year-old conservative — Israel’s longest-serving leader — was in “good condition” as he underwent a series of tests, his office said.

The prime minister had passed out while at home in Cesarea and hit his head after complaining about chest pain, sources at Sheba Medical Center told the Jerusalem Post.

Netanyahu was fully conscious when he arrived at the emergency room, they said — but doctors will perform a brain scan and evaluate his heart rhythm to check for further injury.

The prime minister seemingly blamed Israel’s recent hot weather, which has seen temperatures in the mid to high 80s, later Saturday.

“Yesterday I spent time with my wife at the Sea of Galilee, in the sun, without a hat and water. Wasn’t a good idea,” Bibi said, according to NBC News. “I want to thank everyone for their concern, thank God I feel good.”

His son Avner accompanied him to the hospital and his wife Sara was expected to join them.

Netanyahu’s office said he suffered from dehydration will stay at Sheba Medical Center overnight for observation on the advice of his doctors, the Times of Israel reported.

Netanyahu has served multiple terms as prime minister, totaling 15 years in office.

He reclaimed power in December, forming a right-wing government with support from religious and nationalist political parties in the Knesset just 18 months after he was ousted.

President Biden has made a pointed effort to keep Netanyahu, a warm ally of former President Trump, at arms’ length — refusing to invite him to the White House, even after China’s Xi Jinping asked him to make a state visit to Beijing last month.

The Security Council on Thursday failed to extend an agreement which has allowed UN to deliver relief to northwest Syria through the Bab al-Hawa crossing since 2014 after Russia vetoed the draft, sparking international concern for the millions of aid-dependent residents in the area.

"The government of the Syrian Arab Republic has taken the sovereign decision to grant the United Nations and its specialized agencies permission to use Bab al-Hawa crossing to deliver humanitarian aid to civilians in need in northwest Syria, in full cooperation and coordination with the Syrian government, for the period of six months, starting from July 13, 2023," read a letter from Ambassador Bassam Sabbagh to UN Secretary-General António Guterres

Sabbagh stated that Damascus will continue to work with the UN in humanitarian work, in a way that would contribute to Syria’s recovery and rehabilitation, stressing that international sanctions on the Syrian government must not "interfere with humanitarian relief operations benefitting the Syrians, or their access to basic services.

The Syrian ambassador also warned that the UN should not communicate with the groups in charge of northwest Syria, which he labeled as "terrorist organizations."

The cross-border mechanism is the only way UN aid, including food, medicine, water, and other critical resources, can be delivered to northwest Syria without having to traverse through areas controlled by the Syrian government.

The area’s residents, which include families displaced from across the country, also suffer from dire economic conditions and are heavily reliant on aid for their basic necessities. According to the UN, the humanitarian assistance provided through the cross-border mechanism reached "an average of 2.7 million people every month" in 2022.

FPM hoping to agree with Hezbollah on 'third candidate'

Despite its name a Christian party allied with Hizbullah, neither free nor particularly patriotic...
is hoping to agree with Hezbollah on a presidential candidate other than Suleiman Franjieh or Jihad Azour, an FPM MP said.

"Dialogue means an intention to meet with the other over something that satisfies both parties, and therefore agreeing on a third candidate," MP Cesar Abi Khalil told Asharq al-Awsat newspaper, after the two parties announced that they have resumed dialogue.

"The resumption of the dialogue with Hezbollah comes without preconditions and it is not over a certain candidate, but rather over a program and over a figure which would not be provocative to any party," the politician added.

Pro-Hezbollah political analyst Qassem Qassir meanwhile told Asharq al-Awsat that "the resumption of dialogue between the FPM and Hezbollah took place through an agreement on a new vision based on proposing a host of names, including Franjieh, for discussion."
