ANDSF requires assistance to counter Taliban sez USSOF chief

According to Military Times, the US general declined to provide any details of possible options he has outlined to Defense Secretary Lloyd Austin on how he could provide needed counterterrorism troops or capabilities if special operations forces are not physically in Afghanistan.

Those who will violate the deal will be responsible for continuation and escalation of violence, the statement added.

Taliban called on the US that they are committed to the US-Taliban deal and no time should be wasted in grabbing this historic opportunity being disturbed due to incitement by warmongering circles and flawed advice.

According to the statement if the deal is violated the group will continue its "jihad and fight" against the US to liberate the country.

Germany Extends Military Presence in Afghanistan into 2022

Violence ‘Increases’ in Kandahar Amidst Peace Efforts

TOLOnews findings from official sources show that at least 55 people have been killed in assassinations in the city of Kandahar in the last three months.

The figures show that 61 assassinations have happened in the city during this period.

"There won’t be any need for the fighting if the Taliban agrees on peace," said Mohammad Nasim, father of a victim of assassinations. "We want to live with our families."

The Taliban conducted widespread attacks on central districts of Kandahar and those near the capital city of the province and captured some parts over the last six months, according to officials. These attacks have been called unprecedented in the last 12 years.

"In an outpost with 20 people, five of them are addicted to drugs. Salaries are paid with delay," said Samiullah, a soldier, recalling problems on the frontlines.

"I don’t think that Kandahar can be controlled like this because it is controlled by soldiers, but soldiers are not paid on time and meanwhile, they are not supplied on time," said Haqmal, a soldier, referring to problems around their duty.

Violence was expected to reduce following the Doha agreement, but it remained high in various parts of the country, especially in the southern zone.

"The Taliban attacks have increased over the last two years after the start of the peace efforts," said Karimullah, an army officer. "They are seeking leverage by increasing their violence."

Those on the frontlines have different views about the impacts of the US-Taliban agreement on the security situation in Kandahar.

"Americans used to help (Afghan forces) in the past. They patrolled with us, but now their cooperation has reduced to 10%. Most of the military operations are conducted by Afghan forces," the commander of the 3rd Regiment of 205 Atal Corps in Kandahar, Zabihullah Ghorzang, said.

Those who live in insecure parts of Kandahar said they are faced with an uncertain fate and that they are concerned about their future. Everyone in the Zherai district in Kandahar had a sad story from the conflicts.

"We are close to volatile areas. We are stuck between both sides. The Taliban asks us not to enter their areas while the government asks us not to enter their territories," a Zherai district’s resident Najibullah said.

"Farming has stopped. Houses are closed (due to conflicts)," said Hafizullah, a resident of Kandahar.

At least 12,000 internally displaced persons are living in the city of Kandahar and have no access to basic needs in life as they described.

"We have been displaced since the start of the fighting... We left many things there," said Mohammad Qasim, a resident of Panjwai district.

UN says 15 aid workers killed in Somalia in 2020
[Garowe] The UN humanitarian agency said Wednesday attacks on aid workers delivering humanitarian supplies in Somalia resulted in the death of 15 aid workers in 2020.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) said 12 workers were maimed, 24 kidnapped and 14 arrested in 2020 in which 56 incidents involving aid workers were reported.
It could be Al Shabaab, it could just be Somali orneriness. They’re like their Yemenis cousins that way — a single tribal culture connected across the water.
"In a single tragic incident, seven healthcare workers were kidnapped and subsequently murdered. Several cases of the confiscation of humanitarian supplies, robbery, and the harassment of humanitarian personnel were also reported," OCHA said in its latest humanitarian report.

The UN relief agency said violence against humanitarian personnel and facilities was one of the major access challenges alongside the ability of humanitarian workers to reach affected communities and support sustained programming.

According to OCHA, humanitarian access challenges were most frequently reported in the South West, Jubbaland, and Hirshabelle states, which combined made up some 53 percent of all access incidents reported in Somalia in 2020.

It said the main constraint recorded was for the restriction of movement of humanitarian supplies and personnel.

"This included illegal taxation, roadblocks, checkpoints imposed by al-Shabaab

and clan-related militias, ongoing hostilities among armed actors, military operations, and improvised bomb attacks as well as the overall security situation, which was marked by unpredictability," said OCHA.

These, the UN agency said, resulted in restrictions or suspensions of movement for civilians and humanitarians alike.

It said COVID-19 restrictions imposed by the government meant that many humanitarian organizations had to modify their ways of reaching those in need.

"The diversity of access challenges in Somalia not only creates serious obstacles for overland movement but also amplifies the importance of air access," OCHA said.

France, Germany, Italy & Libya Agree on Immediate Withdrawal of Foreign Forces From Libya

Libya’s Foreign Minister, Najla al-Mangoush received her European counterparts and held a joint meeting with them, where they agreed to reopen their embassies in Tripoli. She called on all foreign forces in Libya to withdraw immediately.

German Foreign Minister, Heiko Maas said the visit aims to prove the EU’s determination to stand by the Government of National Unity (GNU), "indicating that his country will monitor the arms embargo on the parties in Libya."

Maas stressed that the withdrawal of foreign forces and mercenaries from Libya is a prerequisite for preparing for the upcoming elections, saying: "We are now reaping the fruits of the Berlin track, and the credit belongs to the Libyans."

French Foreign Minister, Jean-Yves Le Drian stressed the need to hold the elections in December as scheduled. He said that the main coastal road in Libya should be reopened to ensure the withdrawal of all foreign forces and mercenaries. Le Drian pointed out that the EU supported the smooth transfer of power in Libya.

Italian Foreign Minister, Luigi Di Maio affirmed that the EU supports the stability of Libya, stressing that cooperation with Libya will continue to combat illegal migration and human trafficking.

"We will continue our commitment to monitor the ceasefire and arms embargo on Libya," Di Maio said during the joint conference in Tripoli.

"There will be no peace" in the broader region "if we can’t get peace and stability in Libya, if we do not succeed in eradicating the terrorist groups and all kinds of smugglers," Macron said during the meeting with Mohammed al-Mnifi, Head of the Presidential Council, alongside his deputy Mousa al-Koni.

He added that priority should be given to maintaining the ceasefire, leading the country towards the December elections, and unifying the armed forces to support the transition.

Earlier this month, the UN Security Council called for countries with troops and mercenaries in Libya to withdraw them "without delay." The UN has estimated that there are 20,000 imported muscle in Libya, including Syrians, Turks, Russians, and Sudanese.

New Commander for Libya's Presidential Guard Appointed
[LIBYAREVIEW] On Thursday, Libya’s new interim authority announced that it had assigned Major General Abdel-Hamid Bouderbala, as commander of the Presidential Guard.

The announcement came in a ceremony attended by a large number of serving officers and non-commissioned officers of the Presidential Guard.

Notably, Head of Libya’s Presidential Council, Mohammed al-Mnifi expressed his sincere appreciation and gratitude for the Egyptian support to Libya since the outbreak of the crisis in 2011. He lauded Egypt’s leading role, and its tireless efforts in supporting the Libyan people.

These remarks came during al-Mnifi’s meeting with Egyptian President, Abdel-Fatah El-Sisi in Cairo. "Egypt has always been the most likely factor in activating and supporting efforts to settle the Libyan crisis in various political, military, and economic tracks," said al-Mnifi.

He thanked President El-Sisi and the Egyptian people for standing by their Libyan brothers during this difficult transitional stage.

On his part, President El-Sisi stressed Egypt’s full and absolute support for the new executive authority in Libya. He also affirmed the continuation of the Egyptian position aimed at "achieving the supreme interest of the Libyan state, preserve the integrity of Libyan territories, restore security and stability, build a unified national army, stop foreign interventions, and expel all mercenaries and imported muscle from Libya."

El-Sisi asserted that "Egypt is ready to provide its expertise to the Libyan government in various fields, and to restore the national institutions of the Libyan state."

The meeting witnessed a review of the prospects for cooperation and coordination between the two countries, with the aim of supporting Libyan efforts to lead the transitional phase. It was also agreed to intensify consultations and mutual visits between bigwigs in the coming period.

The Pentagon is investigating whether special operators have committed war crimes, and if their commanders have even been checking
[Insider] The Pentagon's Inspector General is investigating US Central Command's (CENTCOM) and US Special Operations Command's (SOCOM) handling of potential war-crimes cases within their operational jurisdiction or by their units.

CENTCOM is one of the more important unified combatant commands in the US military, as it is responsible for the Middle East and parts of Africa. SOCOM is responsible for developing, equipping, and employing most US special-operations units.

According to the Inspector General, the objective of the investigation is two-fold: First, to evaluate and determine the extent to which CENTCOM and SOCOM developed programs compliant with the Defense Department's Law of War requirements and aimed at preventing or reducing potential war crimes, and second, to determine whether CENTCOM and SOCOM properly investigated allegations of potential war crimes.

In addition to CENTCOM and SOCOM, Inspector General will be investigating US Forces-Afghanistan, Combined Joint Task Force-Operation Inherent Resolve — which is name for the US-led coalition against ISIS — and Joint Special Operations Command (JSOC).

The investigation comes after an ethics review within US special-operations units and a major scandal in the Australian special-operations community, where an extensive investigation revealed several cases of war crimes by the Special Air Service Regiment — a unit equivalent to Delta Force and SEAL Team 6 — and the Commando Regiments.

This is really worrying: looks like the Air Force is about to downgrade the importance of flight experience for those seeking a Rated Pilot slot.

Never mind that RAND analyzed the issue of racial disparities in the pilot washout rate extensively and found that it's mainly because the women/black/black women UPT candidates lacked skills at, um, er, flying airplanes. From the mammoth RAND report done just a few years ago:

"Minority and female candidates have relatively high attrition due to flying performance. Data confirm that female and minority candidates are at higher risk for attrition in UPT, stemming from eliminations due to flying performance.

"Minority and female representation among UPT graduates would be low even if all groups had similar attrition levels. [ or BECAUSE THEY HAVE INFERIOR SCORES ON THE TBAS, orTEST OF BASIC AVIATION SKILLS].

"In a hypothetical counterfactual scenario in which all groups had the same attrition rates, representation among graduates changed by less than 1 percentage point for each group.

"Candidate characteristics could account for higher attrition among female and black candidates. Attrition for female and black candidates was no higher than those for male and white candidates with similar characteristics"

^ The last point is unambiguous: it's not racism but shitty flying skills that cause someone - black or white, female or male - to wash out of Undergraduate Pilot Training.

In January 2020, nearly 450 persons were arrested by the Bangladesh police when they crossed over from India. That month, there was a major exodus of Illegal Bangladeshi immigrants colonists back to their country.

Now coming to the issue of land jihad, it is a rampant problem both in Assam and West Bengal. In several parts of the country, illegal immigrants colonists have become so powerful that they mingle with the local Moslem population and indulge in crimes. How the IDF invented 'Roof Knocking', the tactic that saves lives in Gaza
[JPost] - December 2008 was the turning point. After a year of incessant rocket fire, the Israeli government decided enough was enough. It was time to go back into the Gaza Strip and do everything possible to take down Hamas.

...On December 27, at 11:30 a.m., what would become known as "Operation Cast Lead" was launched with the bombing of 50 different targets by dozens of IAF fighter jets and attack helicopters. The planes reported "Alpha Hits," air force lingo for direct hits on their targets. Some 30 minutes later, a second wave of 60 jets and helicopters struck another 60 targets, including underground rocket launchers — placed inside bunkers and missile silos — that had been fitted with timers.

In all, more than 170 targets were hit by IAF aircraft throughout that first day. Palestinians reported more than 200 Gazans killed and another 800 wounded.

...What the IDF knew was that Hamas was storing its weapons in homes, in apartment buildings and under schools, mosques and hospitals. If a war erupted, Israel had to find a way to attack the targets while, at the same time, reducing civilian casualties and collateral damage.

Recognizing the challenge, the Shin Bet did something new: it created lists of phone numbers belonging to the owners of the homes, office buildings and hospitals throughout the Gaza Strip. It was a Sisyphean effort never undertaken by another military, but Israel knew it didn’t have a choice.

While collecting the phone numbers was difficult, their use was supposed to be simple. The IDF knew that there were basically two categories of targets. The first were terrorists: Palestinians perpetrating an attack or in the midst of planning one. Those people were not going to get called before being attacked. To successfully hit them, Israel needed to retain the element of surprise even if that meant some innocent civilians would unfortunately be caught in the crosshairs.

The second category included the homes, apartment buildings, offices, mosques and other civilian buildings where Hamas and Islamic Jihad had stored their weapons, set up command posts or used as cover to hide a cross-border terror tunnel. These were the targets that would get phone calls in order to give the people inside the opportunity to leave.

...because Israel knew that civilians would be inside the buildings, the IDF and Shin Bet created a new operational doctrine. Before attacking, it would take the extra precaution of contacting the building owner or occupant.

The callers had a standard text they read in Arabic that went something like this: "How are you? Is everything okay? This is the Israeli military. We need to bomb your home and we are making every effort to minimize casualties. Please make sure that no one is nearby since in five minutes we will attack." The line would then go dead.
"This is Ernestine. Is this the party to whom I'm speaking?"
...FOR THE most part the tactic worked. A building would be brought by the Shin Bet to the Southern Command’s Attack Center where it would be added to the list of targets. There, on the second floor of a plain-looking gray structure in the Beersheba-based headquarters, the IDF soldiers and Shin Bet analysts would discuss what to do and how to attack.

The IDF officers would allocate the necessary attack platform and ensure it was available. Once the mission was approved, an Arabic-speaking intelligence officer would call the owner. The drone would show that the people inside the building had left, the soldiers in the IDF command center would count the number of people who had left, ensuring the number matched up with the intelligence they had received, and they would then give the IAF the green light to attack.

The type of bomb used was adapted based on the target. If it was a private home with an arms cache hidden in the basement, the bomb needed to be capable of penetrating the roof and other floors and only detonate once it hit the basement. If the target was on the second floor, it needed to be a bomb that could be launched into a window and just destroy the second floor but nothing else. Success was often measured by the number of secondary explosions, caused by the amount of explosives hidden under the home.

...AFTER THE first time one of the telephoned Palestinians refused to leave his home, Fogel gathered his men in the Attack Center for a consultation on what to do. The home was a legitimate target and had been authorized by Sharvit-Baruch’s team. On the other hand, Fogel knew that attacking would incur too many civilian casualties and whatever tactical gain Israel might achieve from the bombing, it would be for naught.

...After a few more times, the IDF had refined the tactic. It selected a missile developed by Israel Aerospace Industries known for being small, accurate and capable of being configured to carry a limited amount of explosives.

After calling and encountering a refusal to leave the home, the air force will first fire one of these missiles on the roof. It will usually be fired into a corner, far from where people might be standing. In some cases, the missiles can be configured to burst in mid-air, minimizing even more the chances of casualties.

Once the Palestinians experience the "roof knocking," in almost all cases they flee the building. After the Israeli drones verify the people have left, the Air Force then drops an even heavier bomb, destroying the structure.

A group of over 200 scholars has released a definition of anti-Semitism that explicitly excludes efforts to boycott Israel — the latest pushback against a campaign by a number of establishment Jewish groups to label boycotts campaigns against Israel as anti-Semitic.

The Jerusalem Declaration on Anti-Semitism released Thursday comes just over a week after a separate statement by a liberal group of Jewish scholars said that double standards applied to Israel were not necessarily anti-Semitic.

The Jerusalem Declaration goes further than the earlier declaration by the Nexus Task Force in explicitly saying that the movement to boycott Israel is not in and of itself anti-Semitic.

“Boycott, divestment, and sanctions are commonplace, non-violent forms of political protest against states,” according to the Jerusalem Declaration, which was signed by scholars in the fields of anti-Semitism, the Holocaust, Jewish thought, Israel and other disciplines. “In the Israeli case, they are not, in and of themselves, anti-Semitic.”

Both statements seek to push back a bid by a number of mainstream Jewish groups to have state and national governments adopt the 2016 definition crafted by the International Holocaust Remembrance Alliance. The most controversial component of the IHRA definition defines as anti-Semitic “Applying double standards by requiring of it a behavior not expected or demanded of any other democratic nation.”

The Jerusalem Declaration, so named because it is the initiative of a group of scholars who came together in 2020 under the auspices of the Van Leer Jerusalem Institute, makes clear that it was spurred in part by objections to the IHRA definition.

“Because the IHRA Definition is unclear in key respects and widely open to different interpretations, it has caused confusion and generated controversy, hence weakening the fight against antisemitism,” the declaration says.

Among the signatories to the Jerusalem Declaration are well-known critics of current Israeli policies, including Ian Lustick of the University of Pennsylvania, and the writer Peter Beinart, as well as others in the mainstream of modern Jewish scholarship, including Susannah Heschel, the chairwoman of the Jewish studies program at Dartmouth; A.B. Yehoshua, the Israeli novelist; and Dov Waxman, the chairman of Israel studies at UCLA.

Among the declaration’s lead drafters are anti-Semitism scholars in the United States, Israel, Germany and Britain.

Israel has long had Arab Muslims and Arab Christians as teachers in public schools, IDF generals, supreme court judges, and members of not only the Knesset but members of the cabinet. Ethiopian Jews and Arab represent Israel in international beauty pageants and music competitions. Cities are so integrated that Tel Aviv has its own chapter of the Muslim Brotherhood.

Sri Lanka: Bans on burqas, cremations and Islamic schools spark fear
[DW] Sri Lanka has proposed a series of policies that rights activists say target the country's Moslem minorities and further marginalizes them. In its latest move, the island nation is looking to ban 1,000 madrasas.

Amena (name changed), a 27-year-old homemaker from Sri Lanka, felt dismayed when she heard about the government's proposal to ban the wearing of the burqa and other facial coverings.

"Honestly, I am afraid these days. Things are becoming increasingly difficult for us [Moslems] in the country now," she told DW.

’s General Oil Directorate on Friday issued a detailed statement confirming that the nuclear materials that had been found in Zahrani Oil Installation were strictly used for scientific purposes. "These materials entered Lebanon between 1950 and 1960 before the international treaty on the non-proliferation of nuclear weapons of 1973; thus, Lebanon is not considered in violation of the international treaty," the statement affirmed.It added that total amount of these chemical materials was four 100 gram canisters, three 250 gram canisters, and another 50 gram canister, which were only used in scientific research.

"What was meant by the term ’highly pure nuclear materials’ is that they were of a high quality and could be invested in the framework of scientific research and studies by universities and specialized institutes," the statement explained.

Moreover, the oil directorate confirmed that the Zahrani Oil Installation had initiated talks with the German company COMBILIFT on its own in a bid to examine the materials fearing they could be dangerous. It also noted that the nuclear materials were only found in Zahrani.

An agreement has been reached today between the General Oil Directorate and the Lebanese Atomic Energy Commission, under the supervision of the National Council for Scientific Research to transport these materials in a private vehicle on Monday to the Lebanese Atomic Energy Commission to be safely stored in its custody.

"We assure all the Lebanese that the matter is strictly scientific and does not carry any other dimensions; therefore, there is no reason for any fear or concern. We wish of all the media outlets to convey the facts that we have listed to reassure the public opinion," the statement concluded.
