Egypt's official cabinet website hacked
[AlAhram] Egypt's official cabinet website was hacked early Thursday by an anonymous group of hackers in solidarity with protesters killed in August 2013 in the dispersal of the pro-Mohammed Morsi Rabaa Al-Adawiya sit-in.
So clever they are, to be sure.
The group, calling themselves "Anonymous R4BIA Team," also hacked the Information and Decision Support Centre (IDSC) website. IDSC is the Egyptian cabinet's official think tank.

The group, which says it is not a Moslem Brüderbund group, said that it was defending the rights of the people who were killed in the dispersal of the Rabaa and Nahda Square sit-ins.

The group of hackers left anoother messages on both websites before they were pulled by the government.

"Where are the rights of those who were killed in Sinai or the rights of the coppers that were killed in kabooms; where are the rights of those who died in 25 January or those who died in Rabaa or at the Presidential Palace festivities of 2013? Why do you insist on dividing us when we should be one hand!?" said the hackers that signed the message as Egyptian citizens who were not Moslem Brüderbund members or President Abdel-Fattah El-Sisi supporters.

The pro-Morsi Rabaa and Nahda sit-ins, which ended in a bloody dispersal by security forces, took place a month after the ouster of the Islamist president in July 2013.

According to the National Council for Human Rights, a total of 632 people were killed during the dispersal, including eight coppers. The dispersal also left 1,492 injured and saw 800 people jugged

EU mulls mission to disarm Libyan factions if unity govt in place
The European Union is considering helping Libya strengthen its borders and disarm militias if a government of national unity is formed in the war-torn country, a EU document seen by Reuters says.

The document, produced by officials working for the EU foreign affairs chief Federica Mogherini, was sent to European capitals on Monday, the same day Libya's internationally-recognised parliament rejected a United Nations plan for such a government..

EU diplomats discussed the paper in a meeting in Brussels on Tuesday in preparation for a debate on this topic at the next regular EU foreign affairs meeting scheduled on Nov. 16.

Six options are listed to strengthen security in the North-African country, ranging from actions possible "regardless of the political situation" in Libya, and others that would instead require a green-light from Libyan authorities once a government of national unity is formed.

All EU actions would be conducted in agreement with the United Nations Support Mission in Libya and as a complement to its operations.

If Libya's factions agree on a unity government, the EU would start detailed talks with the Libyans within 90 days for a military or civilian mission focused on the "demobilisation, disarmament and reintegration" of militiamen in the country, the document says.

As soon as a deal is reached, the EU could send civilians to monitor ceasefires among the factions in the field. It could also use local personnel trained by European officers.

If a peace deal holds, the EU action "would be of modest scale and limited to support to a mediation unit, provision of aerial monitoring and possibly the provision of civilian monitors," the document says, adding a military option would be considered if ceasefires do not prove effective.

Protecting Libyan strategic infrastructures such as oil facilities or government buildings is also an option for the "medium to longer term".

Rising tensions between Yemen's Southern Movement and UAE forces
SANAA - The Yemeni government's decision to leave Aden and return to Riyadh suddenly on Sunday follows attacks on government buildings and rising tensions between the Arab coalition forces who helped seize back the city from the Houthi rebels, and the southern separatist movement.

The Yemeni government announced that its ministers had left Aden for Riyadh on Sunday evening because of the lack of adequate buildings for ministers to work in.

However, some analysts say that the government left the country because of the disputes in Aden, which have seen deadly attacks on government buildings and on the Red Crescent in recent days. Yemen's Prime Minister Khaled Bahah escaped unharmed after an attack on 6 October on the hotel where he was staying. The attack was claimed by Islamic State, although authorities in Aden blamed the strikes on the Houthis.

Fadhl Al-Rabei, a political analyst and the head of Madar Strategic Studies Centre in Aden, told MEE: "The Yemeni government left Aden for Riyadh under the pretext that there are not proper buildings in Aden for the ministers, while the ministers knew that there were not buildings before they came to Aden."

Yemen's government returned to Aden in September, six months after fleeing to Riyadh in the wake of the Houthi advance. But rising insecurity in the city since the Houthi withdrawal, as well as tensions with the Southern Movement which fought alongside the Arab coalition forces, have made it difficult to establish a functioning government.

When the coalition forces arrived in Aden in July, all groups including the Southern Movement welcomed them and considered them liberators of the city after four months of war.

The Emirates led the operation to push Houthi rebels out of the city with the support of the Resistance in Aden.

When coalition forces entered the city, headed by Emirati forces, there was no opposition, and after driving the Houthis out of Aden, the UAE started to prepare the city as the temporary capital of Yemen and to host the government. The Emirates took on the responsibility of rebuilding the city and - with the help of the Resistance - controlling public institutions in Aden.

However, the Southern Movement was unhappy about the setting up of the government in Aden, and advocated the separation of Yemen with Aden as the capital of the newly restored South Yemen.

N.Korean Officials Defect from Key Positions Overseas
Among dozens of North Korean officials who have defected from overseas to South Korea are senior staff of the Workers Party's notorious Room 39, which handles leader Kim Jong-un's slush funds, and the General Bureau of Reconnaissance in charge of operations against South Korea, a source said Thursday.

Some reportedly dealt a blow to the valuta-strapped regime by taking millions of U.S. dollars with them.

A source in Beijing said one official with Room 39 who defected from Africa, where he had supervised North Korean workers building monumental statuary, fled with part of the payment.

North Korean craftsmen are famous or notorious for building monumental bronze statuary for dubious regimes in Senegal, Angola and Zimbabwe in the heroic socialist style that is mostly out of fashion elsewhere.

Another official also under Room 39 defected from a Chinese-speaking country with millions of dollars from North Korean coffers. That official seized the opportunity of a child's holiday to defect since the North often holds diplomats' families hostage in Pyongyang to prevent them from running away.

Another diplomat who defected from the Caribbean last year at one stage worked for the party's Room 35, which carries out even more dubious activities abroad and has been blamed for blowing up a Korean Air passenger plane in the 1980s. It was later became the General Bureau of Reconnaissance and supervised the sinking of the South Korean Navy corvette Cheonan in 2010.

The official reported valuable intelligence to South Korean authorities including signs that the regime is starting to crumble.

Meanwhile, a senior official of the North's Korea Taesong Bank absconded in Russia last year taking some of the bank’s assets with him.

The source said such defections are a heavy blow for the regime since these officials not only take inside information with them but badly-needed valuta as well.

Some of them have reportedly defected to third countries.

The National Intelligence Service says defections of disaffected senior officials are on the rise, from eight in 2013 to 18 in 2014 to 20 already this year.

Europe Moves to Thwart Recruitment of 'Foreign Terrorists'
[AnNahar] A group of EU countries signed an agreement to counter "foreign terrorist fighters" on Thursday, making it an international crime to travel abroad -- or even plan a trip -- to join myrmidon groups.

"For the first time in international law, we have an instrument that criminalizes early preparations for acts of terror. It is the vital, missing piece of the jigsaw," said Thorbjorn Jagland, secretary general of the 47-member Council of Europe, which drew up the new law.

The amended Convention on the Prevention of Terrorism makes it a criminal offense to plan or raise money for a trip abroad, if the person intends to participate in any "terrorist offense, or the providing or receiving of training for terrorism."

Helping someone else to travel abroad to join a myrmidon organization also becomes a criminal offense.

Seventeen EU members including Britannia, La Belle France and Germany signed the new convention on Thursday.

"All of this shows our commitment to send a positive signal to all would-be terrorists: Europe is closing in, we are not waiting for you, we are coming for you," said Jagland.

The protocol was put together in a record seven weeks due to the threat posed by imported muscle joining the ranks of jihadists in Syria and Iraq, he told assembled officials.

"Rarely has such a treaty received such unanimous support from the beginning."

The agreement must now be ratified by national parliaments, and will automatically come into force once six states have done so.

AKP, gov’t encouraging further attacks against Hürriyet: CHP head
[Hurriyet] The Justice and Development Party's (AKP) refusal to take disciplinary action against Istanbul deputy Abdurrahim Boynukalin indicates that it supports recent physical attacks against the offices of daily Hurriyet, main opposition Republican People's Party (CHP) leader Kemal Kilicdaroglu has said.

"What he said at the AKP's Mersin meeting amounts to a confession. He is confessing that they raided a newspaper with backing from the AKP's youth branch. The one who carried out the raid is telling the truth," Kilicdaroglu said on Oct. 22, referring to new video footage published by private broadcaster CNN Turk showing Boynukalin defending the Sept. 6 and 8 attacks on the Hurriyet HQ during a meeting with AKP youth members in The Sick Man of Europe Turkey

In his speech, Boynukalin claimed the attack against Hurriyet had "lifted the newspaper's immunity."

"These guys [referring to Hurriyet] thought they could curse this country's Islamic values and anybody else they wanted to curse at, and that no one would be able to touch them. Friends, the AKP youth lifted their immunity three weeks ago," he said.

Praising the violent protest for making headlines, Boynukalin urged the AKP members to take the streets more often.

"The AKP youth had been criticized for losing its common cause, for not taking the streets and demonstrating. Look, our affair with Hurriyet was discussed for weeks," he said. "We need to have self-confidence. We need to take action," Boynukalin added. "Feeling the support of our organization helped us in lifting this immunity. God bless you," he said.

"He [Boynukalin] said, 'I destroyed their immunity.' This gives the message, 'I attacked and anybody else can attack too.' If Prime Minister [Ahmet] Davutoglu is sincere and if he believes in free media, then he should expel this person from the party immediately. If not it means that both the party and the government have been supporting [Boynukalin]. But if Davutoglu doesn't have the power required for doing this, then he should come forward and announce who is running his party," Kilicdaroglu said, implying President Recep Tayyip Erdogan

Footage also surfaced on Sept. 19 showing him expressing regret that they "never beat up" Hurriyet journalists in the past.

Similarly, another video published earlier showed Boynukalin vowing to "make Recep Tayyip Erdogan the president" regardless of the result of the Nov. 1 election, also describing independent media organizations as "terrorists."

Turkish teen released after detention for 'insulting' Erdoğan due to age

According to reports, the teenager, identified by the initials Ü. E., spent the night on Oct. 21 in a cop shoppe after being stopped by officers outside an Internet café.

He was set to be brought before a court on Oct. 22 which would decide whether to charge the minor or fine him.

The agency did not give details of the boy's alleged "insult," yet insulting the president is a crime in The Sick Man of Europe Turkey

The boy was released in the afternoon on Oct. 22 after the court determined he was under the age of 15. According to law, children under the age of 15 cannot be convicted for crimes that are punishable by less than five years.

The arrest in December of a 17-year-old accused of insulting Erdogan sparked outrage in the country and abroad, fuelling concerns about freedom of speech in Turkey.

In that case the teenager was given an 11-month suspended sentence.

Since Erdogan's election as president last August, the number of prosecutions for insulting the head of state has risen and target artists and journalists as well as schoolchildren.

Earlier this month Bulent Kenes, the editor-in-chief of an English-language daily newspaper, Today's Zaman, was detained on suspicion of insulting Erdogan in a series of tweets.

Five Minnesota Men Face New Charges of Conspiracy to Murder Overseas

accused of attempting to join Islamic State have also been charged by a federal grand jury with conspiracy to murder overseas, the U.S. Attorney for Minnesota announced Wednesday.

The Somali-American men were part of a group of nine originally indicted in February for allegedly attempting to travel to the Middle East to join Islamic State, also known as ISIS or ISIL, according to the U.S. attorney. Three men have already pleaded guilty.
Al Shabaab is no longer a hot jihad tourist destination, it appears.
The five whose additional counts were announced today, are set to begin trial in February. One man, who left the country, is believed to still be overseas, said a spokesman for the U.S. attorney.

The five men previously pleaded not guilty to all prior charges but haven’t yet appeared to enter a plea on the charges announced today.

Lawyers for one of the men couldn’t be reached for comment. One lawyer declined to comment. Kenneth Udoibok, lawyer for Adnan Farah, said he isn’t surprised by the additional charges yet is disappointed by them.

“In all, I think the federal government is heavy handed in the prosecution of these cases,” Mr. Udoibok said. “He’s a 19-year-old whose actions are not understood and are taken for conspiracy to support a terrorist organization.”

Bruce Nestor, lawyer for Abdurahman Daud, said there is no compelling new evidence in the case and that the additional charges are politically motivated.

“These young men did not conspire to commit murder or any act of violence,” he said.
They just conspired to join a group whose sole purpose is to commit murder and acts of violence...
JaneAnne Murray, lawyer for Hamza Ahmed, said there is no evidence that murder was a goal of any defendant in the case.

The group of men in 2014 allegedly began planning to travel to the Middle East to join Islamic State and worked together to elude law enforcement, though the Federal Bureau of Investigation used an informant in the 10-month investigation leading up to the arrests, according to prosecutors.

One man allegedly attempted to withdraw thousands of dollars from his federal financial aid account, intended for university education, to finance the travel, according to the U.S. attorney. He has also been charged with attempted fraud. Two of the men were charged with an additional count of perjury for false testimony to the grand jury.

The Twin Cities of Minneapolis and St. Paul have one of the largest Somali communities in the U.S., numbering some 75,000, according to recent law enforcement estimates. Youth from the community have previously been recruited and traveled overseas to join terror groups, including al-Shabaab, an al Qaeda affiliate in Somalia.

UN fires Palestinian aid workers over incitement claims
[IsraelTimes] Monitoring group had identified UNRWA employees who used social media to call for attacks on Israelis

monitoring group said on Thursday that several employees of the UN's aid agency for Paleostinian refugees have been disciplined, including "suspension and loss of pay," over expressions of sympathy for attacks against Israelis.

The UN Watch organization, which first raised the concerns about United Nations Relief and Works Agency workers' comments posted to social media, welcomed the development while accusing the UN of trying to gloss over the firings.

UN Watch said in a statement that the information about the employment terminations was "buried deep in a UN transcript" published on Tuesday, rather than publicly announced in a separate document.

In a daily briefing, the UN secretary general deputy spokesperson Farhan Haq explained the action against the workers.

"Already, working closely with Facebook's legal team, UNRWA has brought about the removal of more than 90 impostor or unauthorized Facebook pages," Haq said. "In some cases, it has determined the alleged 'UNRWA staff' are not in fact UNRWA employees or are no longer UNRWA employees.

"However,

and very regrettably, in a number of cases so far, the agency has found staff Facebook postings to be in violation of its social media rules," Haq continued. "These postings have been removed and the staff have been subject to both remedial and disciplinary action, including suspension and loss of pay. The remaining allegations are under assessment."

Last week UN Watch published a report claiming that UNRWA employees were inciting Paleostinians to commit terror attacks against Israelis from social media accounts on which they explicitly identify as UN workers.

"We need to know, first, which of the UNRWA teachers identified in our reports were suspended, what were the findings, and whether the UN investigations found any additional incitement to anti-Semitic violence," UN Watch director Hillel Neuer said of the suspensions.

"Second," Neuer continued, "In light of the above, UN Watch is demanding a full apology from UNRWA spokeswoman Chris Gunness for his McCarthyite tirade against what he called UN Watch's 'baseless allegations about antisemitism'."

Neuer claimed Gunness had made an appeal to journalists to ignore the story and launched a verbal assault on UN Watch to discredit it.

In the report, Neuer cited nine UNRWA employees and presented screenshots of what the group said were inciting posts from their Facebook pages that call for the murder of Jews, or promote conspiracy theories claiming bully boyz killed by Israeli security forces were innocent.

Neuer last week submitted the report to UN Secretary General Ban Ki-Moon, to UNRWA chief Pierre Krähenbuhl and to US Ambassador to the UN Samantha Power. The US, according to the United Nations monitoring group, is the largest funder of UNRWA with $400 million annually.

Jewish terror suspect to be charged with aggravated assault
[IsraelTimes] 17-year-old said he knifed four men in Dimona because he believes 'all Arabs are terrorists'; attorney says he was on drugs

Police said on Thursday they would charge a Jewish teenager with aggravated assault for stabbing four Arab men in the southern city of Dimona earlier in the month.

After a two-week investigation, police formulated the charges based on evidence gathered, and were expected to seek to remand the suspect in jug, the Hebrew-language news site Walla reported.

"The police takes very seriously any attempt to injure another person, doubly so when [the attack] has an ethnic or nationalistic background, and will show zero tolerance toward any such attempts," said Israel Police Negev District commander Amnon Elkalai.

The attack, which took place on October 9, saw the accused stab one man at a shopping center and then advance to another location next to a local school, where he stabbed three others. A security guard then tackled and restrained him until police arrived.

At the time, police termed the attack "nationalistic," indicating that it was likely a retaliation for a spate of Paleostinian attacks against Israelis, which have exacerbated Arab-Jewish tensions.

Questioned immediately after the attack, the suspect said he had stabbed the four because they were Arabs, and claimed he thinks "all Arabs are terrorists."

The stabber's attorney, far-right activist Itamar Ben Gvir, says his client suffers from mental health issues and was under the influence of drugs during the attack, the report said.

Two men were moderately to seriously maimed in the attack, while two other victims were treated for light wounds, the Magen David Adom first-aid service and police said.

Abdallah al-Mahdi, 20, a resident of a Bedouin community in the Negeav, was working at a building site when he was attacked and stabbed in the back. Released from that hospital, al-Mahdi is undergoing rehabilitation.

On Wednesday he spoke about his feelings since the attack.

"I still feel don't feel well since my injury, I am afraid to go out of my house alone. I'm afraid," he told Walla. "It will take me time to shake it off. I was lying in the hospital for three days. I still don't know if I'll return to work in Dimona. I suffer from very strong pains."

He said that over three years working in Dimona, he enjoyed good relations with the Jews of the city.

"I didn't believe that this would happen to me and that a Jew would stab me," he said. "I was surprised that it was a Jew who stabbed me. I couldn't believe it."

Jordan king warns Israel against changing Aqsa status quo
Jordanian King Abdullah II again warned Israel on Thursday against any move to change the status quo at Occupied Jerusalem's Al Aqsa mosque compound, while reiterating calls for a two-state solution to the Israeli-Palestinian conflict. The King, whose country has custodial rights over Muslim and Christian holy sites in Jerusalem, made his remarks in a statement after a meeting with UN chief Ban Ki-moon.

Ban has already met Israeli Prime Minister Benjamin Netanyahu and Palestinian president Mahmoud Abbas in a bid to get the two sides to rein in violence that has killed 60 people in three weeks.

Jordan has previously denounced Israeli actions at the mosque compound, saying they amount to "aggression" against Arab and Muslim nations. The King warned against "any attempt to change the status quo", which Netanyahu has repeatedly promised to preserve.

He added that "achievement of a just and comprehensive peace, on the basis of a two-state (Israeli and Palestinian) solution, is the only way out of the crisis in the region."

For his part, according to the statement from the royal palace, Ban stressed what he said was the "responsibility of the international community... to achieve a just and comprehensive solution to the Palestinian question."

group saw over 1,000 attacks and nearly 3,000 deaths worldwide in the past three months, analysis firm IHS Jane's said Thursday.

The figures show a 42-percent jump in daily attacks by the jihadist group, averaging 11.8 per day from July to September, up from 8.3 per day between April and June.

The figures suggest that air strikes by the U.S.-led coalition have had only a limited impact on the group.

The London-based analysis firm recorded 1,086 IS attacks, causing a total of 2,978 civilian and government fatalities -- a huge 65.3 percent increase in the average daily killings by the group compared to the previous three months, and an 81 percent jump on one year earlier.

IHS Jane's Terrorism and Insurgency Center uses open sources to compile their database, and said IS likely carried out far more attacks that could not be verified.

"While the Arclight airstrikes and wider coalition efforts have put the group under significant pressure, it is seemingly still some way from being sufficiently weakened to allow the recapture of territory, let alone be defeated," Matthew Henman, head of the Terrorism and Insurgency Center, told AFP.

Russia's increased involvement in Syria in recent weeks is likely to further strengthen IS, since there was a "clear indication" that Moscow is more interested in defending the Syrian regime than defeating IS.

"Already over the past week the Islamic State has made gains in areas of Aleppo governorate due to the targeting of rival opposition groups and this is likely to continue," said Henman.

"Civilian deaths in Russian Arclight airstrikes also give the Islamic State a powerful propaganda tool."

Renamed Wilayat Gharb Afriqiyah, the group's attacks were the deadliest of any IS affiliate.

"This underlines the nature of the group's insurgency in Nigeria and several bordering countries, with its operations characterized by mass-casualty operations targeting the civilian population in the group's northeast operational heartland," Henman said.

The new figures also reflect changes in the type of combat over the summer in Iraq and Syria, which still account for the vast majority of IS activity.

This meant an increase in "frequent, low-level, close-quarters engagements", rather than the previous focus on mass-casualty attacks used to seize territory.
