The regulations -- which apply to everyone in the 88-million-strong Communist Party -- also forbid forming cliques within the party and nepotism.
Seems unlikely to be enforced except against Xi's enemies.

Been reading Gulag by Anne Applebaum. Nothing new here. The central committee issues requirements, and everyone promptly ignores them. The huge gap between statements and reality is one of the aspects that makes communist countries so surreal.
