The Chicago police department operates an off-the-books interrogation compound, rendering Americans unable to be found by family or attorneys while locked inside what lawyers say is the domestic equivalent of a CIA black site.

#2  The Right to a Speedy Trial: The Constitution and State Time Limits
The right to a speedy trial is guaranteed to criminal defendants by the Sixth Amendment to the U.S. Constitution. A "speedy trial” basically means that the defendant must be tried for the alleged crimes within a reasonable time after being arrested. Although arrestees cannot be held without formal charges for an unreasonable amount of time, the Constitution does not spell out what this time is. Instead, these are typically set forth by state law, and the time period differs from state to state.

As a general rule, however, if you are placed in custody, your "speedy trial" rights typically require the prosecutor to decide within 72 hours which charges, if any, will be filed. Many states adhere to this 72-hour limit.

The U.S. Supreme Court explains that this protects defendants from serving lengthy jail times before a conviction. Speedy trial rights also lessen the time that the accused must endure the anxiety and publicity of an impending trial, and minimize the damage that delay might cause to the person's ability to present a defense.

Libya Lawmakers 'Create Army Chief Post for Haftar'
[AnNahar] Libya's internationally recognized parliament created a new army chief post on Tuesday, with a politician and state media saying the job will go to a once retired general fighting to eradicate Islamist forces.

"The chamber (of deputies) adopted today a law regarding the general leadership of the Libyan army," calling on parliament speaker Aguila Salah Issa to name a chief, MP Issa al-Aribi told Agence La Belle France-Presse.

Another MP said the law was adopted to "legitimize" General Khalifa Haftar
... served in the Libyan army under Muammar Qadaffy, and took part in the coup that brought Qadaffy to power in 1969. He became a prisoner of war in Chad in 1987. While held prisoner, he and his fellow officers formed a group hoping to overthrow Qadaffy. He was released around 1990 in a deal with the United States government and spent nearly two decades in the United States, gaining US citizenship. In 1993, while living in the United States, he was convicted in absentia of crimes against the Jamahiriya and sentenced to death. Haftar held a senior position in the anti-Qadaffy forces in the 2011 Libyan Civil War. In 2014 he was commander of the Libyan Army when the General National Congress (GNC) refused to give up power in accordance with its term of office. Haftar launched a campaign against the GNC and its Islamic fundamentalist allies. His campaign allowed elections to take place to replace the GNC, but then developed into a civil war. Guess you can't win them all...

Last May, Haftar launched an offensive against Islamists in the country's east, earning himself the sobriquet of "rogue general" and being accused by the then government of trying to stage a coup.

Last month, they formally requested that he and 129 other retired officers return to active service.

15,000 Egyptians Flee Libya after Warning

Last week Egyptian and Libyan warplanes hit IS targets inside Libya after the jihadists released a gruesome video on February 15 showing the Christians, 20 of them Egyptian, being beheaded.

Cairo has since urged the hundreds of thousands of Egyptians working in Libya to leave, and also chartered planes to fly many of them home from Tunisia, Libya's western neighbor.

At least 14,585 have heeded the call and returned through Sallum in northwest Egypt, state news agency MENA reported.

It said they included 3,018 Egyptians on Monday alone, but did not specify how many were Christian.

A transport ministry spokeswoman in Tunisia said at least 1,000 Egyptians who had fled Libya have been airlifted home on planes chartered by Cairo since Friday.

A Tunisian customs official said an unspecified number of Egyptians were also waiting on the Libyan side of the border, hoping to cross.

Late on Monday a plane carrying 231 Egyptians airlifted from Tunisia earlier in the day landed at Cairo airport, the fifth such Egypt Air flight bringing Egyptians home, an airport official said.

Last July, thousands of Egyptians fleeing violence in Libya were stranded for days at the border with Tunisia, with authorities refusing to admit them until Cairo had arranged their return home.

Australia's Muslim leaders blast PM Abbott's remarks
[Iran Press TV] Islamic leaders in Australia have censured Prime Minister Tony Abbott's remarks about the country's Moslem community, accusing him of "scapegoating" an entire community and inciting "ill-feeling."

The criticism came on Monday after Abbott said in a national security address that Moslem leaders and the community should do more to combat extremism.

Abbott said, "Everybody, including Moslem community leaders, needs to speak up clearly because, no matter what the grievance, violence against innocents must surely be a blasphemy against all religion."

The Islamic Council of Victoria condemned Abbott's remarks, saying it was one in several community bodies which had constantly denounced all forms of violence and extremism.

"It is because of the efforts of imams that Australia is safe," said Saleem
"The PM's lack of acknowledgement or appreciation of Moslem community leaders and members who volunteer their time to consult with all levels of government and enforcement agencies misleads and incites ill-feeling from the broader community," said the council's front man Kuranda Seyit.
The Islamic Council also urged other community organizations to pressure the prime minister to promote national unity and to "cease scapegoating one segment of our society."

The head of the Arab Council of Australia, Randa Kattan, said Abbott's remarks were "promoting hatred and inflaming racism" and were "dog-whistling to the racists out there."

"It's not helpful, it's divisive

. It labels our community as being responsible for the actions of a few," said Kattan, adding, "How much more can we condemn?"

"It is because of the efforts of imams that Australia is safe," said Saleem, adding that the prime minister's remarks "demonize Moslems on the lam."

Furthermore, the head of the Lebanese Moslem association, Samier Dandan, said the community "has had enough" of Abbott using national security as a way of "scapegoating" Moslems, noting the community had done everything possible to condemn violent extremism.

The imams may do a better job of identifying potential miscreants, but the crucial issue is what happens next.

My read on this is that the Ozzies are collectively fed up with the anti-social behavior, like incitement to hate and mass murder, coming from certain communities and are insisting that if you want to live in Australia, you have to act like an Australian. The usual suspects are whining like little bitches.

Norway Opens First Trial of Suspected IS Jihadists

(IS) faceless myrmidons appeared before an Oslo court Tuesday charged with aiding a "terrorist organization," in Norway's first ever trial of suspected jihadists.

Djibril Bashir and Valon Avdylim -- of Somali and Albanian origin, respectively -- are accused of having fought with the IS group in Syria.

Avdylim was also charged along with his younger brother Visar with trying to send military equipment to another sibling who was killed in Syria in April 2014.

The trial marks the first time Norway has invoked a new provision under its criminal law allowing prosecution of any "economic or material support to a terrorist organization," an offense punishable by a maximum of six years in prison.

All three defendants have denied the charges, with 30-year-old Bashir admitting Tuesday he had joined the IS group in a non-fighting support role in 2013.

But he told the court he was unaware the organization had been labeled a terror group by the United Nations

"I noticed that many other bully boyz were very corrupt in the way they handled civilians. Many of them set up checkpoints, kidnapped civilians, demanded money and stole," he said of his time in Syria.

Norwegian authorities feared that the two main defendants -- who returned to Norway in January last year -- would try to return to Syria or commit an attack on Norwegian soil.

The pair were arrest along with the younger Visar in May. The trial is expected to last for a month.

According to intelligence services, more than 70 Norwegians have traveled to join jihadist bully boyz in Syria and Iraq.

Drones Spotted Flying over Paris Landmarks
Everyone is nervous nowadays.
[AnNahar] Gay Paree police were hunting on Tuesday for clues as to who carried out late night drone flights over at least five landmarks in the French capital, including the Eiffel Tower.

The mysterious flyovers came after a series of drone spottings at French nuclear plants, and more recently over the presidential palace.

The fresh sightings also come at a time of heightened security in Gay Paree following last month's jihadist attacks that left 17 people dead.

The first drone sighting was near the U.S. embassy in the French capital just after midnight, prompting police to follow the unmanned aircraft which continued on towards the Invalides military museum.

But they soon lost sight of the drone and later in the night, four other pilotless aircraft were spotted at several Gay Paree landmarks including the Eiffel Tower, the Place de la Concorde and the Montparnasse tower, the tallest skyscraper in the French capital.

"It could be a coordinated action but we don't know for now," said one source, who asked not to be identified.

"We did everything to try and catch the operators but they were not found," another source close to the case said.

A police source, who also wished to remain anonymous, said it was not clear how many individual drones were involved in the flyovers which saw security forces mobilized for six hours trying to track down the operators.

In October and November, around 20 of the unidentified aircraft flew over French nuclear plants and their operators were never found.

Also in October a 24-year-old Israeli tourist spent a night in jail and was slapped with a 400-euro ($500) fine for flying a drone above the Notre Dame cathedral.

Then on January 20, a pilotless aircraft briefly went over the presidential palace in Gay Paree, just a week after three days of jihadist attacks in Gay Paree put the country on heightened alert.

And at the end of January, small drones were spotted near a bay in Brittany that houses four nuclear submarines -- one of the most protected sites in the country.

- Threat or no threat? -
French law bans small civilian drones from areas such as nuclear facilities, which are protected by a no-fly zone that spans a 2.5-kilometer (1.6-mile) radius and a height of 1,000 meters.

Experts say that the small unmanned craft would not pose a threat if they crashed into a hardened nuclear facility, whose reactors are built to withstand the impact of mid-sized commercial planes.

But the country has nevertheless launched a one-million-euro ($1.1-million) program aimed at developing ways of detecting and intercepting them.

Drones come in all shapes and sizes, and have a variety of uses, from widely reported military applications to surveillance, filmmaking, sports, disaster relief and scientific research.

"Is it a game? Scouting for future operations? The investigation will show us," said a Gay Pareeian police chief.

"It is clearly mysterious and even if it doesn't appear terror-related, we are taking this case very seriously," he added.

And police officials said a dedicated team of air transport officers had been formed to tackle the incident, and that witnesses were being questioned.

"There are many eyewitness accounts and Sherlocks must sift through actual descriptions and others to determine the exact path of these drones," an investigator said.

The most basic unmanned aircraft are radio-controlled by someone nearby, but other more sophisticated models can be pre-programmed, and these are widely available for just 350 to 400 euros ($440 to $500).

Netanyahu Declines Invitation to Meet with Democrats during US Visit
Prime Minister Benjamin Netanyahu declined on Tuesday an invitation to meet with U.S. Senate Democrats during his trip to Washington next week.

"Though I greatly appreciate your kind invitation to meet with Democratic Senators, I believe that doing so at this time could compound the misperception of partisanship regarding my upcoming visit," Netanyahu wrote in a letter to Senators Richard Durbin and Dianne Feinstein obtained by Reuters.

Durbin and Feinstein had invited Netanyahu to a closed-door meeting with Democratic senators in a letter on Monday, amid tensions over his plans to address the U.S. Congress on Iran's nuclear program.

Senators Richard Durbin and Dianne Feinstein extended the invitation "to maintain Israel's dialogue with both political parties in Congress," according to a letter to the prime minister obtained by Reuters.

Feinstein previously told Haaretz that inviting Prime Minister Netanyahu to address Congress during an Israeli election period is "highly inappropriate" and that imposing new sanctions on Iran at this time is "reckless and dangerous."

Former Marine found guilty in 'American Sniper' trial
[FoxNews] former Marine was found guilty late Tuesday of the 2013 shooting deaths of former Navy SEAL Chris Kyle, the author of "American Sniper," and his friend Chad Littlefield.

It took an Erath County, Texas jury less than two hours to convict Eddie Ray Routh of capital murder. State District Judge Jason Cashon sentenced Routh to life in prison without the possibility of parole. Prosecutors had not sought the death penalty in the case.

The photos of the official hommage organized by the governor of Texas. The burial with the other Seals staming their badge on Keyl's coffin. It must be beautiful to live in a country where peole are so proud of their flag. It must be beautiful to live in a country where the sheep (ajnd the minor dogs) display such gratitude to the dog that protected them.

New Zealand to send 143 soldiers to Iraq
[IraqiNews.com] On Tuesday, New Zealand announced it is planning to send 143 soldiers to Iraq to conduct training missions, and that the soldiers will take no part in the combat missions.

New Zealand Prime Minister John Key said in a press statement, "The 143 soldiers from the New Zealand Army will be deployed in Iraq to carry out training missions," adding that, "The operation is most likely to start in next May, and will last for two years."

"The soldiers will train the Iraqi forces in Camp Taji, north of Baghdad," Key said, noting that, "New Zealand has a responsibility that is to battle and defeat ISIS."

"These soldiers will take no part in the combat missions," he added.

40% Rise in New West Bank Settlement Homes in 2014
[AnNahar] The number of new homes under construction in Jewish settlements on the Israel-occupied West Bank rose last year by 40 percent, the Peace Now anti-settlements watchdog said Monday.
Good. With all those French Jews arriving, not to mention the smaller number of Ukrainians, that won't be nearly enough to meet the current need, but it's better than nothing.
The Israeli group said the construction of 3,100 "residential units" began last year in West Bank settlements, while 4,485 tenders for construction there and in east Jerusalem settlement districts were launched in 2014 -- "a record high for at least a decade."

Of the 3,100 units, 287 were in so-called wildcat settlements without official authorization from Israeli authorities, Peace Now said.

The international community draws no distinction between "legal" and "illegal" settlements, considering all to be illegitimate on occupied Paleostinian territory.

Peace Now said the monthly average for new homes in settlements was 460 during Prime Minister Benjamin Netanyahu's third government which took office on March 18, 2013.

It said that over the same period 66 construction projects were launched to build 10,113 homes in 41 settlements.

"All these figures prove that Benjamin Netanyahu is doing everything to increase faits accomplis on the ground and make a two-state solution impossible," Peace Now's Hagit Ofran said.
Had the Palestinians ever been able to negotiate in good faith, there would already be two states (or three, including Hama's Gaza Strip) in existence. But they simply cannot, so in the meantime Israel is permitted by International Law to make improvements on land not really under negotiation.
"We hope Israeli voters will take this essential fact into account" when they go back to the polls on March 17, she said.
No doubt they will. A big complaint of Israeli voters is a lack of affordable housing.
Last month, Israel also announced plans to build 450 new settler homes in the West Bank, drawing the ire of Washington which denounced this as "illegitimate and counterproductive" to achieving peace with the Paleostinians.

The announcement, coming just weeks before early elections, further strained relations between the United States -- the broker of now frozen peace talks -- and its main Middle Eastern ally.
President Obama, on the other hand, was happy to be presented with yet another excuse to wax wroth so he didn't have to trouble himself to invent one.
The Paleostinians denounced the plan for the 450 new homes as a "war crime."
Of course they did.
Peace Now said the homes were to be built in four existing settlements across the West Bank.

Israel occupied the West Bank and east Jerusalem in the 1967 Middle East war.
The Israelis call it the Six Day War, for some reason...
Building settlements there is illegal under international law and is opposed by the international community as an obstacle to an eventual peace deal with the Paleostinians.
Not even close to being true, but Israel's enemies are awfully fond of saying so nonetheless.

US 'complicit' in Israel's violence on Palestinians
[Iran Press TV] The United States is "complicit" and an "active participant" in Israel's violent crimes against the Paleostinian people, a pro-Paleostinian activist in Belgium says.

"[Israel's] oppression of the Paleostinian people has been aided and abetted for decades by the US government," said David Cronin, a contributing editor for The Electronic Intifada, an online publication which covers the Paleostinian issue from a Paleostinian perspective.

"Every year, the Israeli government receives approximately $3 billion in US military aid," Cronin said Tuesday in an interview with Press TV.

"The attack on Gazoo over the summer of last year, for example, was carried to a large extent with the help of American weapons," he added.

"America is complicit and an active participant in huge acts of violence against an entire people, yet...the American judicial system chooses to ignore them and instead focuses on acts of resistance by Paleostinian groups."

Iran Opposition Unveils 'Secret' Tehran Nuclear Site
[AnNahar] An exiled Iranian opposition group Tuesday accused Tehran of running a "secret" uranium enrichment site close to Tehran, which it said violated ongoing talks with global powers on a nuclear deal.

"Despite the Iranian regime's claims that all of its enrichment activities are transparent ... it has in fact been engaged in research and development with advanced centrifuges at a secret nuclear site called Lavizan-3," said Alireza Jafarzadeh, deputy director of the National Council of Resistance of Iran (NCRI).

He said the site was hidden in a military base in the northeastern suburbs of Tehran.

He presented to news hounds a series of satellite images drawn from Google Maps which he said backed "this intelligence from highly placed sources within the Iranian regime as well as those involved in the nuclear weapons projects."

The Lavizan-3 site was apparently constructed between 2004 and 2008 and has underground labs connected by a tunnel.

"Since 2008, the Iranian regime has secretly engaged in research and uranium enrichment with advanced... centrifuge machines at this site," Jafarzadeh said.

The group had shared its information with the U.S. administration, he added.

The existence of the site was "a clear violation" of the nuclear Non-Proliferation Treaty as well as U.N. resolutions and an interim November 2013 deal struck with global powers gathered in the P5+1 group, he said.

Under the interim accord, Iran agreed not to allow "any new locations for enrichment" and to provide IAEA, the U.N. nuclear watchdog, all information about its nuclear facilities.

"It is absolutely senseless to continue the negotiations," added Jafarzadeh.

The NCRI is a political umbrella of five Iranian opposition groups, the largest of which is the People's Mujahedeen Organization of Iran, which was once banned in Europe and the United States as a terror group.

The People's Mujahedeen has long opposed the nuclear negotiations, and with the NCRI has made several important revelations of the existence of secret nuclear sites in Iran.

The so-called P5+1 group of Britannia, China, La Belle France, Russia, the United States and Germany is trying to strike an accord that would prevent Tehran from developing a nuclear bomb.

In return, the West would ease sanctions imposed on Tehran over its nuclear program, which Iran insists is purely civilian in nature.

A new March 31 deadline is looming for agreement on a political framework, after two previous dates for a comprehensive deal were missed.

"Despite the Iranian regime's claims of transparency, these nuclear activities, today's intelligence, makes clear it has been continuing to lie for more than a decade," added NCRI member Soona Samsami.

Leaks Contradict Israel's Claim Iran was Close to Bomb

The discrepancy, the paper said, "highlights the gulf between the public claims and rhetoric of top Israeli politicians and the assessments of Israel's military and intelligence establishment."

The revelations come at a politically sensitive moment as the United States, China, Russia, Britannia, La Belle France and Germany face a March 31 deadline to reach a deal with Iran to limit its nuclear program in return for an easing of economic sanctions.

Iran denies seeking an atomic bomb, insisting that its nuclear program is purely for peaceful energy purposes.

An Israeli government official told the Guardian that there was no contradiction between Netanyahu's statements and the report, claiming both state Iran was enriching uranium to produce weapons.

The leaked documents dating from 2006 to late 2014 consist mainly of communications between South Africa's intelligence agency and other agencies around the world, such as Britannia's MI6, Russian intelligence and the CIA.

Missing Korean Teen at IS Training Camp

The 18-year-old middle school dropout, identified only by his surname Kim, went missing in Turkey on January 10. There had been speculation that he crossed into Syria to join the radical Islamist group.

The National Intelligence Service (NIS) said in a report to a parliamentary committee that Kim was receiving training at an undisclosed IS camp, Yonhap news agency reported.

The NIS report was disclosed by politicians who attended the closed committee session.

The teenager was last seen leaving his hotel in the southern Turkish city of Kilis -- not far from the border.

South Korea's foreign ministry said earlier that CCTV footage obtained by Turkish police showed Kim taking an unlicensed taxi, together with an unidentified man, outside a mosque near his hotel.

They got out near a refugee camp at Besiriye, about 18 kilometers (11 miles) southeast of Kilis, the ministry said.

South Korean police said Kim had posted a series of messages on his Twitter account in October last year, asking for help in approaching IS.

Kim's parents allowed him to travel to Turkey along with a family friend, after he pleaded for the chance to meet a friend there whom he had contacted online.
