#15 I would say the United States should annex Haiti to provide some semblance of order and stability but, then, it was the French who made Haiti what it is so it should be their responsibility now. Either that or we could all step back and watch to see how much worse it can get. My guess would be that sooner or later one of the gang leaders who is bigger and badder than the rest will emerge as the new Papa Doc.
