#1 Well duh. If you're on their side you can commit any crimes you like. That's how they keep their side in line: everyone is guilty of something, and if you step out of line they go after you. It's what happened to all the whistleblowers under Obama.

#2 I think Hunter is being protected but I don’t think Biden is coherent enough to be executing a coherent plan. The record of his entire administration stands as evidence that executing a coherent plan is anathema to Joe. I think Hunter is being temporarily protected by Obama’s orders. I expect Hunter will soon be loaded into a pumpkin chucker to signal the end of Biden’s puppethood.
