#2 Department of Justice (DOJ) announced guilty pleas on 12 individuals across 7 construction companies in Marion County [South Carolina] involved in an illegal hiring and fraud scheme. It is now the largest criminal Internal Revenue Service (IRS) operation in the region’s history. Executives at Daniel Lavoie Construction Services, Duran Masonry, Extreme Siding, Master Homes Calabash, Metro Concrete Finishers, Master Homes Design Center, and Paint By Numbers pleaded guilty for their involvement in the scheme that defrauded the government out of millions of dollars and cheated qualified Americans out of construction jobs.

A little background - the Davis-BaconAct

Basically if you bid and get a federal construction job you must pay the local prevailing wages on public works projects for laborers and mechanics (re:'union').

Do you really believe those illegals were being paid that? If they weren't, who was grifting the difference?
