#1 This is more like their actual target. The 3.5T was just an inflated starting bid that they knew would never be accepted allowing them to 'compromise' down to this 2.1 (or slightly lower) boondoggle.
Next their 'opponents' (Both D and too many R) will swallow their pride and accept this 'at least its lower then 3.5T' offer. Which is what everyone wanted all along. They might even slip in a few 'Election Reform' provisions in the mix...
