#1 Unfortunately the linked document has not been translated from the Chinese, but a linked story highlights the governors of Indiana and Maine as being among the most pro-Chinese. The most "hardline" or less-susceptible to Chinese influence(-buying) include NY's Cuomo and FL's DeSantis.

Here's another, related summary of the FBI's view of the Chinese co-optation/subversion campaign.

Why it matters: “Our concern at the end of the day isn't focused on an election event. It is focused on the integrity of our policymaking process and the policymakers' decision-making ability," said the FBI official.

Key takeaway: Beijing is using economic carrots and sticks to cultivate relationships and gradually change perceptions from the ground up, so that hardline policies on China become less popular and harder to adopt.

China, Russia, and Iran all engage in influence activities, but their goals are different, the FBI official said:

"Russia wants us to tear ourselves apart."
"Iran wants us to leave them alone.”
"China wants to manage our decline."

#4 The Russian strategy is merely to nudge American hotheads to do what they're already doing: "Look at what Evil OtherSide said today! Doesn't it make your blood boil?!?!" Not benign, or innocuous but really, $600k in FB ads is close to zilch. Almost harmless in the grand scheme. They could do far worse.

The CCP strategy, OTOH, is massive and aimed at changing our policies by cultivating quislings at all levels of government, from local to state to federal;

throughout academia, both in terms of students ("Confucius Institute") and researchers and even elite department heads e.g. Harvard's Charles Lieber;

and of course across the media-- not just useful idiots like T. Friedman but ordinary journos at publications and outlets large and small.

We have never seen anything like this in our country -- not this scale, not this scope, not this degree of focus or tenacity or singlemindedmess of purpose.

The Nazis had Lindbergh and a few other symps; the Soviets had a few scores with the Rosenbergs and a few others; the 18c XYZ Affair was minor, trivial by comparison.

But none of these foreign subversion efforts came anywhere class to changing US opinion and US policy on a mass scale. The Chinese are in a league of their own. Unprecedented for sinister intent. Unprecedented for effectiveness.

#5 All politicians want to spend more. Governors and mayors are among the worst. University and college administrators are right up there too. If they can't get what they want from Uncle Sugar, there is no devil they won't deal with.
