#2 This guy has a date in a public place with a person not known well to him, a person who hasn't undergone any official professional background checks.

On this date in a public place, the other patrons and the restaurant staff being unknown to him and also not having undergone background checks, the public place not having been sweeped for listening devices he carelessly spills secrets involving "tank rooms" secured by technology that James Bond's Q would envy.

Informational security/secrecy is as strong as its weakest link, and this guy isn't a weak link, he's no link.

I am certain that the Chinese/Russians/Others know every bit of classified data he's ever had access to.

The Western ruling elites are evil but not geniuses, they are, in general, evil morons.

It is a public place with strangers nearby.

It could be the nice family or the elderly couple sitting at the next table, equipped with sensitive microphones and sophisticated software that will filter out the chatter.

This wouldn't be a danger for any ordinary Joe Sixpack but he is a publicly known affiliate of the DoD, and surveillance of this kind would be a cheap fishing expedition for any adversarial player.

Even Maxwell Smart was smart enough to always insist on the Cone of Silence...
