#1 Most federal jobs require what is known as "access" (a security clearance) as a condition of employment. If they fail to report to work, revoke their access.

#7 "do not show up regularly" means (I think) that they sometimes, perhaps once a week, perhaps twice a week, work from home

this is not particular different from much of the for profit corporate world
