Under Stroessner, Paraguayan diplomats in Lebanon sold thousands of passport and immigrant documents to Hezbollah. Today, Paraguay's Ciudad del Este is run by Hizbollah, and its presence is noteworthy in Brazil's Foz de Iguacu where in the 90s it worked closely with members of the ruling family to gain access to southern Brazil.
