#2 Trump really should have hit this hard in their debate on 10 September. It is not as important as the border issue but it is such an egregious failure that it would have been significant.

Actually, I don't think much of the $42B has been expended yet. As I understand the program, this is mostly reimbursement financing with some expenditures upon contract agreement but most expenditure after construction and inspection. I may be wrong.
