#1 Once again, most military installations lack enough housing for their troops, families, and civilian employees. They live among the community. They have no protection if anyone tried to implement suspension of the Constitution. Further, most installations are dependent upon outside energy sources for gas and electricity. They'll only control what they can occupy and that is a very small footprint. Everything else is 'Injun Country'.
