#6 What exactly constitutes a "non-critical area" on a warship? Is it something like the hull which is non-critical until it breaks and you really need it, like right now?

Being government work, one would expect lots of paperwork, inspections and sign-off. (corrections welcome) This smells like institutional problems, something deeper than just a bunch of newly-hired welders and inspectors.
