ODD NOTE:
We read about all his priors and because he's lived there 12 years. But a quick check of Wayne County Sheriff inmate database, using dates of 2014 to 2024 only produces 1 arrest and jailing, the current murder??????

Was he just given police citations and not arrested?

BTW: Caution, the Wayne County, MI website can bite, it has some serious ITSEC issues.
