#2 I dunno. Urban areas are big on appropriating neighboring political subdivisions, why shouldn't it be allowed at the state level?

#5 I am not saying it’s right; I just don’t think the law supports defections between states. The West Virginia deal was backed up by law. It would be legal if Congress did something, but currently most legislation is drafted by lobbyists so grassroots stuff is unlikely to get anywhere unless a bunch of bad people see a way to get paid.
