If you are running significant loads of contraband through the POE's for interior US destinations, often the border inspection is the only likely detection opportunity. So, you surge one or two devices to tie up existing capability and then move the other load(s) though while the technical inspection capability is being used for your decoy. A comon tactic at the Otay Mesa POE even in the 90's.
