#9 The Soviets tried this once; its Patrice Lamumba University was a home to many an African radical. Result? No change. China in the 'sixties tried it with development funds for Africa and education in China. Result? Failed economic policy, and failed education policy as it seems that the Chinese don't cotton to Africans.
