#1 Direct aid to the Afghan women, children and the poor is certainly worth continuing. It would be beneficial to block the State Department from its usual corrupt money practices in Afghanistan, at least.

#3 They could. Generally, tyrants steal food aid before it is distributed so that they can resell it, provide it to their allies or be seen as magnanimous when they distribute it. When aid workers are directly interacting with the people receiving aid, the needy generally get to eat the food. It is stolen from the people more often when families are given bulk amounts as a fifty pound bag of rice can be more efficiently pilfered than a daily ration.
