#1 The genesis of this struggle is now even older than the US involvement in Afghanistan. In Kenya former Pres,Daniel Arap Moi blamed the Sudan's Islamist government for creating a religious conflict in Kenya. He was aware that radicals in Khartoum were responsible for the growth of the Islamist movement in coastal Kenya. Especially worrisome was the problem at Mombasa, Kenya's only major seaport. Moi specifically objected to Sudanese support for the outlawed Islamic Party of Kenya (IPK), a movement that Sudanese politician Hasan al-Turabi had helped found at Mombasa. Following the secret IPK conclave dated 15 January 1992, the Islamists worked in concert with Sudanese brothers to mentor promising Muslim students. Scores were enrolled at the radical Islamic African Center in Khartoum. Students were given a "fast-track" education and then returned to the Horn of Africa to disseminate revolutionary Muslim -- Islamist --propaganda in coastal Kenya and along its border with Somalia. Kenya has been faced with an Islamist problem every since.
