5 of the SCOTUS will rule along Political Agenda lines.
3 will rule based on the US Constitution.

And Chief Justice Roberts will side with whoever is in power for personal reasons.

#2 Rules? They were implementation of existing laws prior Congresses passed per their authority under Article I. The Constitutional answer is the enforce the law and tell those who object to change the laws if they dislike them.
