#2 Mad Maxine crossed state lines to incite a riot and someone takes shots at the Guardsmen. Congresswoman Greene has the right idea although it will probably fail.

#3 Yes but obviously the Guard isn't allowed to shoot back. Which lasts until one fits seriously hurt and then Guard will likely all have unofficially fully loaded magazines
