How about a fresh approach?
Instead fueling another generational Middle East war.

What if the International Community arrived with a 100,000 troops, or a few dozen Special Ops Teams. Capture/Arrest the LEADERS of both groups.

Hold Public international court addressing their crimes and motives. With a goal of a trial and sentencing in under 180 days.

After the sentences are carried out a Monitoring Team will oversee elections by citizens seeking peaceful citizen focused leaders over the next 90 days.

Because when you boil it all down.
It is really one A-hole group elitists seeking domination over another group of A-hole elitists for greater power and wealth. With the people always sandwiched in between suffering and killed in greater numbers than the elitists A-Holes.
