#1 The deal is really this: Hungary to Buy $1Bn NASAMS Air Defence System from US

The FMS missile portion is: The US State Department has approved Hungary’s request to buy 60 AIM-120C-7/C-8 AMRAAM-ER missiles, two spare AIM-120C-7/C-8 AMRAAM-ER guidance sections and related equipment from Raytheon for $230 million.

AMRAAM-ER is ground launched. The rest will be split between US and Norwegian contractors for the NASAMS system.
