#2 One has to declare how much they're taking if it's above $10k. A few hundred over won't matter, but on checking if they find bills and coins secreted away, they'll just follow protocol and seize all of it. Considering he was afghan, they were playing safe.

#4 Police and federal agents do that here as well. Police say its drug money and you have to sue to get it back. Same at airports with the federal agents.

#5 p2k has got it right, I think it may be called civil forfeiture if you are carrying large amounts of cash. Usually don't get it back either. kinda like imminent domain laws.
