#3 near-IR gets through smoke fairly well. Illuminate from above with near-IR at a high angle and observe from ground.

#5 Actually, it's too bad nobody makes imagers with the ability to have modulated pixels so you could filter images based on multiple modulated light sources. (sort of each pixel being smart and having fast fourier analysis ability)
