#2 I think the Norks will nuke someone in a year or two at most. Not based on any intel, just based on their tempo. This is not a wager-worthy prediction. Just saying.

#3 As I recall, from way back in the Star Wars build-up, the problem was that every kilo invested in decoys could be more profitably invested in adding additional warheads to the missile payload. To get the decoy to act like a warhead it ended up becoming more and more like a real warhead...
