#4 I'm surprised China and Russia don't develop an alternate internet. Allow other nations to join if they want. No connection (or closely guarded) connection to the original internet so that noone can mistake across any info the leadership doesn't want them to come across.

They could easily get many Arab leaders to go along. World domination/freedom by proxy internet.
